Abstract: สารนิพนธ์นี้มีวัตถุประสงค์ ดังนี้ 1) เพื่อศึกษาระดับสภาพการบริหารงานตามหลักธรรมาภิบาลของเทศบาลตำบลป่าแดด อําเภอเมืองเชียงใหม่ จังหวัดเชียงใหม่ 2) เพื่อเปรียบเทียบความคิดเห็นของประชาชนที่มีต่อการบริหารงานตามหลักธรรมาภิบาลของเทศบาลตำบลป่าแดด อําเภอเมืองเชียงใหม่ จังหวัดเชียงใหม่ จำแนกตามปัจจัยส่วนบุคคล 3) เพื่อศึกษาข้อเสนอแนะแนวทางการบริหารงานตามหลักธรรมาภิบาลของเทศบาลตำบลป่าแดด อําเภอเมืองเชียงใหม่ จังหวัดเชียงใหม่ วิธีการดำเนินการวิจัยการวิจัยแบบผสานวิธี กล่าวคือ การวิจัยเชิงปริมาณ ใช้วิธีการวิจัยเชิงสํารวจจากแบบสอบถาม ประชากรที่ใช้ในการวิจัย คือ ประชาชนในเขตพื้นที่เทศบาลตำบล ป่าแดด อําเภอเมืองเชียงใหม่ จังหวัดเชียงใหม่ ใช้วิธีการสุ่มตัวอย่างจากสูตรของของทาโร่ ยามาเน่ (Taro Yamane) ได้กลุ่มตัวอย่างจำนวน 391 คน วิเคราะห์ข้อมูลโดยใช้ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน และทดสอบสมมติฐานโดยการทดสอบ t-test และ F-test และการวิจัยเชิงคุณภาพ ใช้วิธีการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 10 รูปหรือคน ใช้เทคนิคการวิเคราะห์เนื้อหาประกอบบริบท นำเสนอความเรียงประกอบตารางแจกแจงความถี่ของผู้ให้ข้อมูลสำคัญเพื่อสนับสนุนข้อมูลเชิงปริมาณ ผลการวิจัยพบว่า 1. ระดับสภาพการบริหารงานตามหลักธรรมาภิบาลของเทศบาลตำบลป่าแดด อําเภอเมืองเชียงใหม่ จังหวัดเชียงใหม่ ได้แก่ หลักทุติยปาปณิกสูตร โดยภาพรวมอยู่ในระดับมากที่สุด (x̅= 4.62, S.D. = 0.711) และการบริหารงานตามหลักธรรมาภิบาล ทั้ง 6 หลัก โดยภาพรวมอยู่ในระดับมากที่สุด (x̅= 4.59, S.D. = 0.725) 2. เปรียบเทียบความคิดเห็นของประชาชนที่มีต่อการบริหารงานตามหลักธรรมาภิบาลของเทศบาลตำบลป่าแดด อําเภอเมืองเชียงใหม่ จังหวัดเชียงใหม่ จำแนกตามปัจจัยส่วนบุคคล พบว่า ประชาชนที่มีเพศ อายุ ระดับการศึกษา และระยะเวลาการปฏิบัติงาน ต่างกัน มีความคิดเห็นต่อการบริหารงานตามหลักธรรมาภิบาลของเทศบาลตำบลป่าแดด อําเภอเมืองเชียงใหม่ จังหวัดเชียงใหม่ โดยภาพรวมแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 จึงยอมรับสมมติฐานการวิจัย 3. ข้อเสนอแนะแนวทางการบริหารงานตามหลักธรรมาภิบาลของเทศบาลตำบลป่าแดด อําเภอเมืองเชียงใหม่ จังหวัดเชียงใหม่ พบว่าบุคลากรของเทศบาลควรปฏิบัติหน้าที่ด้วยความเที่ยงธรรมบนพื้นฐานของคุณธรรมและจริยธรรม ควรปฏิบัติหน้าที่โดยยึดหลักคุณธรรม มีภาวะความเป็นผู้นำ ปฏิบัติตนเป็นตัวอย่างที่ดีในสังคม การบริหารงานของเทศบาล ควรมีการสรุป/เปิดเผยต่อ สาธารณะ เช่น ประชาสัมพันธ์/ปิดประกาศให้ประชาชนรับทราบอย่างต่อเนื่องและทั่วถึง ควรส่งเสริมข้อมูลข่าวสารที่เผยแพร่ต่อสาธารณะชนมีความถูกต้องตรงกับความเป็นจริง และควรเปิดโอกาสให้ประชาชนเข้าไปมีส่วนร่วมในการตัดสิน เรื่องสำคัญที่มีผลกระทบต่อประชาชน

Abstract: This Research Paper has the following objectives:1) to study the level of administration according to the principles of good governance of Pa Daet Subdistrict Municipality Mueang Chiang Mai District Chiang Mai Province 2) to compare people's opinions towards the administration according to the principles of good governance of Pa Daet Subdistrict Municipality.
