Abstract: สารนิพนธ์นี้มีวัตถุประสงค์ ดังนี้ 1) เพื่อศึกษาระดับการพัฒนาศักยภาพการดำเนินงานของกลุ่มสตรีในเทศบาลตำบลแม่ริม อำเภอแม่ริม จังหวัดเชียงใหม่ 2) เพื่อเปรียบเทียบความคิดเห็นของกลุ่มสตรีที่มีต่อการพัฒนาศักยภาพการดำเนินงานของกลุ่มสตรีในเทศบาลตำบลแม่ริม อำเภอ แม่ริม จังหวัดเชียงใหม่ จำแนกตามปัจจัยส่วนบุคคล 3) เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะแนวทางการพัฒนาศักยภาพการดำเนินงานของกลุ่มสตรีในเทศบาลตำบลแม่ริม อำเภอแม่ริม จังหวัดเชียงใหม่ วิธีการดำเนินการวิจัยการวิจัยแบบผสานวิธี กล่าวคือ การวิจัยเชิงปริมาณ ใช้วิธีการวิจัยเชิงสํารวจ ประชากรที่ใช้ในการวิจัย คือ สมาชิกกลุ่มสตรีในเทศบาลตำบลแม่ริม อำเภอแม่ริม จังหวัดเชียงใหม่ ใช้วิธีการสุ่มตัวอย่างจากสูตรของของทาโร่ ยามาเน่ (Taro Yamane) ได้กลุ่มตัวอย่างจำนวน 303 คน ใช้แบบสอบถามเป็นเครื่องมือในการเก็บข้อมูล วิเคราะห์ข้อมูลโดยใช้ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานโดยการทดสอบ F-test และการวิจัยเชิงคุณภาพ ใช้การสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 10 รูปหรือคน ใช้เทคนิคการวิเคราะห์เนื้อหาประกอบบริบท นำเสนอความเรียงประกอบตารางแจกแจงความถี่ของผู้ให้ข้อมูลสำคัญเพื่อสนับสนุนข้อมูลเชิงปริมาณ ผลการวิจัยพบว่า 1. ระดับการพัฒนาศักยภาพการดำเนินงานของกลุ่มสตรีในเทศบาลตำบลแม่ริม อำเภอแม่ริม จังหวัดเชียงใหม่ ได้แก่ หลักอิทธิบาท 4 โดยภาพรวมอยู่ในระดับมากที่สุด (x̅= 4.61, S.D. = 0.710) และการพัฒนาศักยภาพการดำเนินงานของกลุ่มสตรี ทั้ง 3 ด้าน โดยภาพรวมอยู่ในระดับมากที่สุด (x̅= 4.61, S.D. = 0.713) 2. เปรียบเทียบความคิดเห็นของกลุ่มสตรีที่มีต่อการพัฒนาศักยภาพการดำเนินงานของกลุ่มสตรีในเทศบาลตำบลแม่ริม อำเภอแม่ริม จังหวัดเชียงใหม่ จำแนกตามปัจจัยส่วนบุคคล พบว่า กลุ่มสตรีที่มีระดับการศึกษา สถานภาพทางสังคม และประสบการณ์การทำงาน ต่างกัน มีความคิดเห็นต่อการพัฒนาศักยภาพการดำเนินงานของกลุ่มสตรีในเทศบาลตำบลแม่ริม อำเภอแม่ริม จังหวัดเชียงใหม่ โดยภาพรวมแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 จึงยอมรับสมมติฐานการวิจัย 3. ปัญหา อุปสรรค เกี่ยวกับการพัฒนาศักยภาพการดำเนินงานของกลุ่มสตรีในเทศบาลตำบลแม่ริม อำเภอแม่ริม จังหวัดเชียงใหม่ พบว่าขาดความรู้ความเข้าใจในนโยบาย วัตถุประสงค์ แนวทางการดำเนินงาน ขาดความคิดสร้างสรรค์กล้าแสดงความคิดเห็นต่อที่ประชุม ขาดการติดตามความรู้ใหม่ๆ ในการดำเนินการของตน หรืองานที่เกี่ยวข้อง และข้อเสนอแนะแนวทางการพัฒนาศักยภาพการดำเนินงานของกลุ่มสตรีในเทศบาลตำบลแม่ริม อำเภอแม่ริม จังหวัดเชียงใหม่ พบว่า ควรส่งเสริมการติดต่อสื่อสารกับผู้ร่วมงานได้อย่างมีประสิทธิภาพ และกระตุ้นให้ผู้ร่วมงานเกิดความมั่นใจ ในการทํางาน ควรส่งเสริมความสามารถบริหารทรัพยากรในการดำเนินงานได้ดี และควรส่งเสริมความสามารถคิดอย่างมีเหตุผล โดยยึดหลักทางสายกลางในการดำเนินชีวิต

Abstract: This research has the following objectives: 1) to study the level of development of women's operational potential in Mae Rim Subdistrict Municipality, Mae Rim District, Chiang Mai Province 2) compare the opinions of women groups towards the development of women's operational potential in Mae Rim Subdistrict Municipality, Mae Rim District, Chiang Mai Province. Classified by individual factors 3) To study the problems, obstacles, and suggestions for developing the potential of women's groups in Mae Rim Sub-district Municipality, Mae Rim District, Chiang Mai Province. Methods of conducting research Integrated research, that is, quantitative research. using survey research methods The population used in this study were women members in Mae Rim Subdistrict Municipality, Mae Rim District, Chiang Mai Province. Using the method of random sampling from the formula of Taro Yamane (Taro Yamane), a sample of 303 people was used as a questionnaire as a tool for data collection, Data were analyzed using frequency, percentage, mean and standard deviation. Hypothesis was tested by F-test and qualitative research. Use in-depth interviews with 10 key informants or people. Use content analysis techniques with context. Overall, it's different. with statistical significance at the 0.05 level. Therefore, the research hypothesis was accepted. 3. Problems and obstacles related to the development of women's operational potential in Mae Rim Subdistrict Municipality, Mae Rim District, Chiang Mai Province. It was found that there was a lack of knowledge and understanding in policies, objectives, operational guidelines. Lack of creativity and courage to express opinions at the meeting lack of pursuit of new knowledge in their actions or related work and suggestions for developing the potential of women's groups in Mae Rim Subdistrict Municipality, Mae Rim District, Chiang Mai Province. It was found that communication with colleagues should be promoted effectively. And encourage colleagues to have confidence in their work.
