Abstract:
This research study aimed 1) to study the level of public opinion towards the performance of local leaders in Huai Yap Subdistrict, Ban Thi District, Lamphun Province, classified by individual factors, 2) to compare peoples opinions on the effectiveness of local leaders performance in Huai Yap Subdistrict, Ban Thi District, Lamphun Province, classified by personal factors, and 3) to present guidelines for application Buddhist principles to increase the effectiveness of local leaders in Huai Yap Subdistrict, Ban Thi District, Lamphun Province, with the following details:
This research was conducted according to the integrated research methodology. It consisted of quantitative research by distributing questionnaires. The research population were 378pPeople in Huay Yap Sub-district, Ban Thi District, Lamphun Province. Data were collected by using questionnaires. Data analysis in quantitative research was to find frequency, percentage, mean, standard deviation, and analyzed by t-test and F-test by one-way analysis of variance (ANOVA). When there was a difference, Least Significant Difference (LSD) method and qualitative research by in-depth interviews were used with 10 key informants by using content analysis technique clustered data. The content analysis technique was used, along with the presentation by descriptive references to peoples words.
The results showed that
1. The level of peoples opinions towards the effectiveness of the performance of local leaders at Ban Huai Yap Subdistrict, Ban Thi District, Lamphun Province were generally at a high level (x̄= 4.28, S.D. = 0.351). When it was classified by aspect it was found that the highest level was Khanti (patience and refinement), while the high level was law enforcement administrative and maintaining peace, Càga (sacrifice), Sacca (honesty, honesty), keeping the village in order, reporting to the government, registration in bringing government information to the people, Dama (training, practicing habits, adapting), training people, and maintenance and career promotion for the people, respectively.
2. The results of the comparison of public opinion on the effectiveness of local leaders in Ban Huay Yap Subdistrict, Ban Thi District, Lamphun Province in general were classified by sex, age, education level, occupation, and income. Overall, all aspects were not different. Therefore, the research hypothesis was rejected.
3. For guidelines for applying Buddhist principles to increase the effectiveness of local leaders in Huai Yap Subdistrict, Ban Thi District, Lamphun Province, it was found that there was a clear goal in maintaining order in the community. The importance of collecting information that was clear, accurate and prioritized appropriately with regular surveys of comprehensive community information. Communication must be clear and comprehensive. Data analysis for planning to develop was also necessary with knowledge and skills and coordinating with relevant agencies. Encouraging wisdom careers and professional knowledge development for further development was important. There were clear procedures for managing the community and creating collective agreements to create common values in the community to uphold. Advising on legal matters and adhering to the use of the law equally without discrimination should be done as well. Guidelines for applying the Buddhadhamma principles to increase the effectiveness of local leaders in Ban Huai Yap Subdistrict were as follows: Sacca referred to honesty that created credibility in all aspects of community work. On the other hand, Dama was an adaptive practice that helped local leaders develop themselves continuously. Khanti was tolerance, which helped reduce the risk of conflict and resistance. For Càga, it was sacrifice that helped crating dependency of each other.
