Abstract: การวิจัยนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับความคิดเห็นเกี่ยวกับประสิทธิภาพการบริหารจัดการกองทุนสวัสดิการชุมชนของเทศบาลตำบลศรีบัวบาน อำเภอเมือง จังหวัดลำพูน 2) เพื่อเปรียบเทียบความคิดเห็นเกี่ยวกับประสิทธิภาพการบริหารจัดการกองทุนสวัสดิการชุมชนของเทศบาลตำบลศรีบัวบาน อำเภอเมือง จังหวัดลำพูน โดยจำแนกตามปัจจัยส่วนบุคคล 3) เพื่อนำเสนอแนวทางการเพิ่มประสิทธิภาพการบริหารจัดการกองทุนสวัสดิการชุมชนของเทศบาลตำบลศรีบัวบาน อำเภอเมือง จังหวัดลำพูน ตามหลักอิทธิบาทธรรม การวิจัยครั้งนี้ดำเนินการตามระเบียบวิธีวิจัยแบบผสานวิธี ประกอบด้วยการวิจัยเชิงปริมาณด้วยการแจกแบบสอบถาม ประชากรในการวิจัยคือ สมาชิกกองทุนสวัสดิการชุมชนของเทศบาลตำบลศรีบัวบาน อำเภอเมือง จังหวัดลำพูน กลุ่มตัวอย่างจำนวน 325 คน เก็บรวบรวมข้อมูลโดยใช้แบบสอบถาม การวิจัยเชิงปริมาณใช้วิธีการวิเคราะห์ข้อมูลด้วยการหาความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และวิเคราะห์โดยการทดสอบค่าที (t-test) และค่าเอฟ (F-test) ด้วยการวิเคราะห์ความแปรปรวนแบบทางเดียว (One-Way Anova) เมื่อพบว่ามีความแตกต่างจึงทดสอบความแตกต่างรายคู่โดยวิธีการหาผลต่างนัยสำคัญน้อยที่สุด (Least Significant Difference : LSD) และการวิจัยเชิงคุณภาพโดยวิธีการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 10 รูปหรือคน โดยใช้เทคนิคการวิเคราะห์เนื้อหาจัดกลุ่มข้อมูล ใช้วิธีการวิเคราะห์เชิงเนื้อหา (Content Analysis Technique) พร้อมทั้งนำเสนอโดยวิธีการพรรณนาอ้างอิงคำพูดบุคคล ผลการวิจัยพบว่า 1. ระดับความคิดเห็นเกี่ยวกับประสิทธิภาพการบริหารจัดการกองทุนสวัสดิการชุมชนของเทศบาลตำบลศรีบัวบานอำเภอเมือง จังหวัดลำพูน โดยภาพรวมมีระดับมาก (x̅ = 3.86, S.D. = 0.588) เมื่อจำแนกเป็นรายด้านพบว่า ด้านคุณภาพของงาน ด้านปริมาณงาน ด้านเวลา ด้านค่าใช้จ่ายในการดำเนินงาน ทุกด้านอยู่ในระดับมาก ตามลำดับ ด้านหลักอิทธิบาทธรรม โดยภาพรวมอยู่ในระดับมาก ( x̄ = 3.97, S.D. = 0.735) เมื่อจำแนกเป็นรายด้านด้านที่มีค่าเฉลี่ยสูงสุดคือ ความพึงพอใจในการปฏิบัติงาน (ฉันทะ) การทุ่มเท ตั้งใจกับการปฏิบัติงาน (จิตตะ) 2. ผลการเปรียบเทียบระดับความคิดเห็นเกี่ยวกับประสิทธิภาพการบริหารจัดการกองทุนสวัสดิการชุมชนของเทศบาลตำบลศรีบัวบาน อำเภอเมือง จังหวัดลำพูน ในภาพรวมจำแนกตาม เพศ (t = 0.102, Sig.= 0.919) อายุ (F= 0.146, Sig.= 0.932) ระดับการศึกษา (F= 1.837, Sig.= 0.140) อาชีพ (F= 1.672, Sig.= 0.156) และรายได้ (F= 2.345, Sig.= 0.073) ในภาพรวมทุกด้านไม่แตกต่างกันจึงปฏิเสธสมมติฐานการวิจัย 3. แนวทางการเพิ่มประสิทธิภาพการบริหารจัดการกองทุนสวัสดิการชุมชนของเทศบาลตำบลศรีบัวบาน อำเภอเมือง จังหวัดลำพูน ตามหลักอิทธิบาทธรรม พบว่า การพัฒนาระบบการทำงานที่มีความชัดเจนในด้านเป้าหมายและการพัฒนาเจ้าหน้าที่ทั้งด้านความรู้ ความสามารถในการปฏิบัติงานให้ดียิ่งขึ้นไปการแบ่งงานกันทำอย่างชัดเจน และการประสานความร่วมมือหน่วยงานทั้งภายในและนอก การวางแผนงานร่วมกันไม่ว่าจะเป็นรายวัน รายสัปดาห์ หรือรายเดือนเพื่อให้จัดสรรเวลาการทำงานได้ง่ายขึ้น การบูรณาการงบประมาณร่วมกับหน่วยงานที่ทำงานในด้านเดียวกันเพื่อให้เกิดความคุ้มค่ามากที่สุด และการใช้จ่ายงบประมาณบนความถูกต้องมีความชัดเจนสามารถชี้แจงได้ หลักอิทธิบาทธรรมที่นำมาใช้หนุนเสริมการบริหารจัดการกองทุนสวัสดิการชุมชนของเทศบาลตำบลศรีบัวบานได้ดังนี้ ฉันทะคือการให้อิสระในการทำหน้าที่ทำให้เจ้าหน้าที่ วิริยะคือมีการกระตุ้นที่ดีในการปฏิบัติงาน จิตตะคือการสร้างความรับผิดชอบร่วมที่จะทำให้เจ้าหน้าที่รู้สึกว่าตนมีส่วนในงานนั้น วิมังสาคือการพัฒนาศักยภาพของเจ้าหน้าที่และองค์กรอย่างต่อเนื่อง

Abstract: This research paper objective ware to 1) to study the level of opinions about the management efficiency of the community welfare fund of Sri Bua Ban Sub-district Municipality, Mueang District, Lamphun Province Lamphun, classified by personal factors 3) To present guidelines for increasing the efficiency of community welfare fund management of Sri Bua Ban Subdistrict Municipality, Muang District, Lamphun Province according to the principle of Iddhibadadhamma. This research was conducted according to the integrated research methodology. It consists of quantitative research by distributing questionnaires. The research population is Members of the Community Welfare Fund of Sri Bua Ban Sub-district Municipality, Muang District, Lamphun Province, a sample of 325 people. Data were collected by using a questionnaire. The quantitative research method used data analysis by finding frequency, percentage, mean, standard deviation. and analyzed by t-test and F-test by one-way analysis of variance (ANOVA). Least Significant Difference (LSD) method and qualitative research by in-depth interviews with 10 key informants or people using content analysis technique clustered data. The content analysis technique was used, along with the presentation by descriptive references to people's words. The results showed that 1. The level of opinions about the efficiency of community welfare fund management of Sri Bua Ban Sub-district Municipality, Muang District, Lamphun Province was generally at a high level (x̄= 3.86, S.D. = 0.588). quality of work The amount of work, the time, the cost of operation All aspects were at a high level respectively.
