Abstract: การศึกษาวิจัยนี้มีวัตถุประสงค์ คือ 1. เพื่อศึกษาระดับความคิดเห็นของประชาชนเกี่ยวกับการบริหารจัดการสถานการณ์การระบาดของเชื้อไวรัสโคโรนา 2019 (COVID -19) ของเทศบาลตำบลป่าสัก อำเภอเมือง จังหวัดลำพูน 2. เพื่อเปรียบเทียบความคิดเห็นของประชาชนเกี่ยวกับการบริหารจัดการสถานการณ์การระบาดของเชื้อไวรัสโคโรนา 2019 (COVID -19) ของเทศบาลตำบลป่าสัก อำเภอเมือง จังหวัดลำพูน โดยจำแนกตามปัจจัยส่วนบุคคล 3. เพื่อเสนอแนวทางการบริหารจัดการสถานการณ์การระบาดของเชื้อไวรัสโคโรนา 2019 (COVID -19) ของเทศบาลตำบลป่าสัก อำเภอเมือง จังหวัดลำพูน ระเบียบวิธีวิจัยเป็นแบบผสานวิธี โดยการวิจัย เชิง ปริมาณ ใช้การวิจัยเชิงสำรวจจากกลุ่มตัวอย่าง คือ ประชาชนที่มีอายุตั้งแต่ 18 ปี ขึ้นไป จำนวน 388 คน โดยใช้สูตรคำนวณขนาดกลุ่มตัวอย่างของ ทาโร่ ยามาเน่ วิเคราะห์ข้อมูลโดยหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการวิจัยเชิงคุณภาพ โดยวิธีสัมภาษณ์เชิงลึกกับผู้ให้ ข้อมูลสำคัญ จำนวน 10 รูปหรือคน โดยใช้เทคนิคการวิเคราะห์เนื้อหาเชิงพรรณนาสรุปเป็น ความเรียง ผลการวิจัยพบว่า 1. ระดับการบริหารจัดการในสถานการณ์การระบาดของเชื้อไวรัสโคโรนา 2019 (COVID -19) ของเทศบาลตำบลป่าสัก อำเภอเมือง จังหวัดลำพูน โดยภาพรวมอยู่ในระดับมาก (x̄ = 3.57, S.D. = 0.51) และเมื่อจำแนกเป็นรายด้าน พบว่า ด้านการวางแผน อยู่ในระดับมาก (x̄ = 3.53, S.D. = 0.57) ด้านการปฏิบัติอยู่ในระดับมาก (x̄ = 3.53, S.D. = 0.57) ด้านตรวจสอบ อยู่ในระดับมาก (x̄ = 3.63, S.D. = 0.56) และด้านการปรับปรุงแก้ไข อยู่ในระดับมาก (x̄ = 3.59, S.D. = 0.53) การบริหารจัดการในสถานการณ์การระบาดของเชื้อไวรัสโคโรนา 2019 (COVID - 19) ของเทศบาลตำบลป่าสัก อำเภอเมือง จังหวัดลำพูน โดยใช้หลัก สัมมัปปธาน 4 มีภาพรวมอยู่ในระดับมาก เมื่อจำแนกเป็น รายด้าน พบว่า ด้านสังวรปธาน ปหานปธาน ภาวนาปธาน และอนุรักขนาปธาน ภาพรวมอยู่ในระดับ มาก 2. ผลการเปรียบเทียบความคิดเห็นต่อการบริหารจัดการในสถานการณ์การระบาดของเชื้อไวรัสโคโรนา 2019 (COVID -19) ของเทศบาลตำบลป่าสัก อำเภอเมือง จังหวัดลำพูน โดยจำแนกตามปัจจัยส่วนบุคคล พบว่า ประชาชนที่มีอายุตั้งแต่ 18 ปีขึ้นไปที่อาศัยอยู่ในตำบลป่าสัก อำเภอเมืองจังหวัดลำพูน ที่มีอาชีพ ระยะเวลาที่อยู่อาศัย และรายได้ต่อเดือน ต่างกัน จะมีความคิดเห็นที่แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 จึงยอมรับสมมติฐานการวิจัย ส่วนประชาชนที่มีอายุตั้งแต่ 18 ปีขึ้นไปที่อาศัยอยู่ในตำบลป่าสัก อำเภอเมือง จังหวัดลำพูน ที่มีเพศ อายุต่างกัน จะมีความเห็นไม่แตกต่างกัน จึงปฏิเสธสมมติฐานการวิจัย 3. ปัญหา อุปสรรคและข้อเสนอแนะ การบริหารจัดการในสถานการณ์การระบาดของเชื้อไวรัสโคโรนา 2019 (COVID -19) ของเทศบาลตำบลป่าสัก อำเภอเมือง จังหวัดลำพูน คือ เจ้าหน้าที่ดำเนินการมีจำนวนน้อยเมื่อเทียบกับความต้องการของประชาชน ส่งผลให้การดำเนินงานในด้านการประสานงาน การจัดการขยะติดเชื้อ การให้การช่วยเหลือเยียวยา การระวังป้องกันพื้นที่เสี่ยงต่อการเกิดการแพร่ระบาด มีความล่าช้า ไม่ครอบคลุมทั่วทุกพื้นที่ โดยเทศบาลตำบลป่าสักควรมีจุดบริการทิ้งขยะติดเชื้อและจุดคัดกรองในจำนวนที่เหมาะสมเพียงพอต่อความต้องการของประชาชน มีจุดบริการรับเรื่องร้องทุกข์ให้ความช่วยเหลือ ควรมีบริการศูนย์พักพิงผู้ป่วย และบริการรับ-ส่งผู้ป่วย และดำเนินงานด้วยความรวดเร็วและปลอดภัย การให้ความรู้เรื่องโรคเชื้อไวรัสโคโรนา 2019 (COVID - 19) ทั้งแนวทางการป้องกันและการปฏิบัติตนที่เหมาะสม การเสริมสร้างการมีส่วนร่วมในการป้องกันโรคระบาดแก่ประชาชนและมีการติดตามสถานการอย่างต่อเนื่อง มีการเยี่ยมและเยียวยาผู้ป่วยหรือผู้กักตัว มีการส่งเสริมการฉีดวัคซีนผ่านประกาศเสียง ตามสาย โดยมีวัคซีนบริการประชาชนอย่างเพียงพอและมีการตรวจสอบเรื่องการใช้จ่ายงบประมาณให้มีความเหมาะสมต่อการดำเนินงาน

Abstract: The objectives of this research study were 1. To study the level of public opinion about the situation management of the Coronavirus 2019 (COVID-19) outbreak of Pahsak Subdistrict Municipality, Muang District, Lamphun Province. 2. To compare the opinions on the situation management of the Coronavirus 2019 (COVID-19) outbreak of Pahsak Subdistrict Municipality, Muang District, Lamphun Province. classified by personal factors. 3. To propose a management approach for the outbreak of the Coronavirus 2019 (COVID-19) situation of Pahak Subdistrict Municipality, Muang District, Lamphun Province. The research methodology was a mixed method by quantitative research with survey research from the sample population including totaling 388 people aged 18 years and over, using the formula for calculating the sample size of Taro Yamane. Data were analyzed by finding frequency, percentage, mean, and standard deviation; and qualitative research by in-depth interviews with 10 key informants or people using descriptive content analysis techniques, summarized into essays. The results of this study revealed as follows: 1. The management in the situation of the outbreak of the Coronavirus 2019 (COVID-19) of Pahak Subdistrict Municipality, Muang District, Lamphun Province according to PDCA principles was generally at a high level. (x̄ = 3.57, S.D. = 0.51) and when classified by aspect, it was found that Plan principle was (x̄ = 3.53, S.D. = 0.57), Do principle was (x̄ = 3.53, S.D. = 0.57) Check principle was and Act principle was (x̄ = 3.59, S.D. = 0.53) Management in the Outbreak of the Coronavirus 2019 (COVID-19) of Pa Sak Subdistrict Municipality, Mueang District, Lamphun Province by using the principle of Sammappadhana4 was generally at a high level. When classified by aspect, it was found that the effort to prevent was at a high level, the effort to abandon was at a high level, the effort to develop was at high level and the effort to maintain was at high level 2. The comparison of opinions on the management in the situation of the outbreak of the Coronavirus 2019 (COVID-19) of Pahsak Subdistrict Municipality, Muang District, Lamphun Province. When personal factors were classified, it was found that Persons aged 18 years and over living in Pa Sak Subdistrict, Mueang District, Lamphun Province, whose occupation, period of residence and different monthly income will have different opinions. with statistical significance at the 0.05 level. Therefore, the research hypothesis was accepted. People aged 18 years and over in Pa Sak Sub-district, Mueang District, Lamphun Province with different genders and ages had no different opinions. Therefore, the research hypothesis was rejected. 3. In terms of problems, obstacles, and suggestions for management in the situation of the outbreak of the Coronavirus 2019 (COVID-19) of Pahsak Subdistrict Municipality, Muang District, Lamphun Province. There were few officers. not enough to meet the needs of the people. As a result, the coordination of infectious waste management, assistance, correction and monitoring of the outbreak areas is delayed and does not cover all areas. The Pahsak municipality should have an appropriate and sufficient number of infectious waste disposal service points and screening points to meet the needs of the people. There is a complaint service point to help. There should be accommodation for the sick. And the service for picking up and sending patients and taking action with speed and safety, providing knowledge about the corona virus infection 2019 (COVID-19), both prevention and correct action Strengthen public participation in epidemic prevention and continuous monitoring of the situation. Visiting and treating patients or prisoners Promote vaccination with voice announcements People have enough vaccines. and follow up on budget expenditures to suit the operations."
