Abstract:
การศึกษาวิจัยนี้มีวัตถุประสงค์ คือ 1) เพื่อศึกษาระดับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่นในเขตอำเภอลี้ขององค์การบริหารส่วนจังหวัดลำพูน 2) เพื่อเปรียบเทียบความคิดเห็นเกี่ยวกับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่นในเขตอำเภอลี้ขององค์การบริหารส่วนจังหวัดลำพูน จำแนกตามปัจจัยส่วนบุคคล และ 3) เพื่อนำเสนอแนวทางการเสริมสร้างการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่นตามหลักอปริหานิยธรรมขององค์การบริหารส่วนจังหวัดลำพูน ดำเนินการวิจัยแบบผสานวิธี กลุ่มตัวอย่าง จำนวน 389 คน จากผู้มีสิทธิออกเสียงลงคะแนนเลือกตั้งสมาชิกสภาองค์การบริหารส่วนจังหวัดลำพูน อำเภอลี้ เขต 2 จำนวน 13,063 คน วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปเพื่อการวิจัยทางสังคมศาสตร์ เพื่อหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานด้วยการทดสอบค่าที และค่าเอฟ ด้วยการวิเคราะห์ความแปรปรวนแบบทางเดียว ในกรณีตัวแปรต้นตั้งแต่ 2 กลุ่มขึ้นไป เมื่อพบว่ามีความแตกต่างจึงทดสอบความแตกต่างรายคู่ โดยวิธีการหาผลต่างนัยสำคัญน้อยที่สุด และการวิจัยเชิงคุณภาพโดยวิธีสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 15 รูปหรือคน แบบตัวต่อตัว วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหาเชิงพรรณนา
ผลการวิจัยพบว่า
1.ระดับความคิดเห็นเกี่ยวกับการเสริมสร้างการมีส่วนร่วมของประชาชนอำเภอลี้ในการจัดทำแผนพัฒนาขององค์การบริหารส่วนจังหวัดลำพูน โดยภาพรวมอยู่ในระดับมาก เมื่อจำแนกเป็นรายด้านพบว่า ด้านการมีส่วนร่วมคิดวางแผนอยู่ในลำดับมากที่สุด รองลงมาคือ ด้านการมีส่วนร่วมดำเนินการ ส่วนด้านการมีส่วนร่วมด้านประเมินผล อยู่ในลำดับน้อยที่สุด
2.ผลการเปรียบเทียบความคิดเห็นเกี่ยวกับการเสริมสร้างการมีส่วนร่วมในการจัดทำแผนพัฒนาท้องถิ่นในเขตอำเภอลี้ ขององค์การบริหารส่วนจังหวัดลำพูน จำแนกตามปัจจัยส่วนบุคคล พบว่า ประชาชนที่มี เพศ อายุ ระดับการศึกษา รายได้ และอาชีพ ต่างกัน มีความคิดเห็นต่อการมีส่วนร่วมในการจัดทำแผนพัฒนาท้องถิ่น ไม่แตกต่างกัน จึงปฏิเสธสมมุติฐานการวิจัย
3. แนวทางการเสริมสร้างการมีส่วนร่วมโดยการนำหลักอปริหานิยธรรม 7 มาใช้ในการมีส่วนร่วมในการจัดแผนพัฒนาท้องถิ่นในเขตอำเภอลี้ ขององค์กาบริหารส่วนจังหวัดลำพูน ควรนำหลักอปริหานิยธรรม 7 มาใช้ดังนี้ 1) การประชุมกันเนื่องนิตย์ ควรมีการกำหนดแผนการประชุมอย่างต่อเนื่อง 2) การพร้อมเพียงกันประชุม ควรมีการประชาสัมพันธ์ให้รับทราบกันอย่างทั่วถึง 3) การไม่บัญญัติ หรือไม่ล้มเลิกข้อบัญญัติตามอำเภอใจ การกำหนดกฎระเบียบต้องอยู่ภายในกฎหมายและมีความเป็นธรรม 4) การเคารพเชื่อฟังผู้บังคับบัญชา ควรมีการปฏิบัติตามคำสั่ง และปฏิบัติด้วยความเต็มใจ 5) การให้เกียรติ และคุ้มครองสิทธิสตรี ควรมีการเปิดโอกาส ให้สตรีเข้ามามีบทบาท มีตำแหน่งหน้าที่ในชุมชน 6) การส่งเสริม และรักษาวัฒนธรรมประเพณีอันดีงาม มีการปลูกฝังจิตสำนึกในการสืบทอด เพื่อให้ชนรุ่นหลังได้สืบสาน 7) การรักษา คุ้มครอง ปกป้อง อันชอบธรรม ส่งเสริมปลูกฝังให้เยาวชนเข้าวัด เข้าร่วมกิจกรรมทางศาสนา และการนำเอาหลักธรรมไปใช้ในการดำรงชีวิตประจำวัน
Abstract:
The objectives of this research are: 1) to study the level of people's participation in the preparation of local development plans in Li District of Lamphun Provincial Administrative Organization, 2) to compare the opinions on people's participation in the preparation of local development plans, classified by the individual factors, in Li District of Lamphun Provincial Administrative Organization, 3) to present guidelines for enhancing people's participation in the preparation of local development plans according to Aparihaniyadhamma (the seven conditions of welfare) of Lamphun Provincial Administrative Organization. This study conducted with mix-method with the 389 sample group among 13,063 people who had the right to vote the members of the Council of the Lamphun Provincial Administrative Organization, Li District, Area 2. Data were analyzed by the social statistical software using a software to find frequency, percentage, mean and standard deviation. The hypothesis was tested by t-test and F-test by one-way analysis of variance. In the case of two or more groups of different independent variations, a pairwise heterogeneity test was performed by using least significant difference method. This research was a qualitative research by means of in-depth interviews with 15 key informants, and data were analyzed by descriptive content analysis.
The results showed that :
1.The level of opinions about strengthening the participation of the people of Lee District in the preparation of the development plan of the Lamphun Provincial Administrative Organization was overall at a high level. Classified by each aspect,
the participation in planning was in the highest order, action participation followed, and participation in the evaluation was in lowest order.
2.The results of the comparison of opinions on enhancing participation in the preparation of local development plans in Li District of the Lamphun Provincial Administrative Organization, classified by personal factors, found that people with gender, age, education level, income and occupation had different opinions on participation in the preparation of local development plans, so there is no difference. Therefore the research hypothesis was rejected.
3.Guidelines for enhancing participation by applying the principles of Aparihaniyadhamma 7 in organizing local development plans in Lee District of the Lamphun Provincial Administrative Organization. The seven principles of Aparihaniyadhamma should be applied as follows: 1) there should be an ongoing meeting plan, 2) preparation for the meeting: public relations should be promote for acknowledgment, 3) failure to prescribe or to abolish the provisions at will: regulations must be within the law and be fair, 4) respect and obey the commander: instructions should be followed and acted willingly ,5)respect and protect women's rights: women should be promoted the opportunity to play role in any positons in community, 6) promotion and preservation of good culture and tradition: instilling the conscious mind for the future generation in inheritance of the cultures and traditions, 7) righteous maintenance, protection, encouragement and indoctrination: promoting and encouraging youth to participate in religious activities in temple and apply Dhamma in everyday life.
