Abstract:
The study used a mixed-method approach that included qualitative as well as quantitative methods. The quantitative data were collected using a questionnaire with a reliability of .975 from 180 police officers, who were chosen through purposive sampling. The obtained data were analyzed by frequency, percentage, mean, standard deviation, and Pearson correlation coefficient. The qualitative data were acquired through in-depth interviews with 10 key informants. The acquired data were analyzed by content analysis and synthesized based on the research objectives.
From the study, the following results are found:
1) The operations of police officers at the Highway Police Station 1, Sub-Division 4, Highway Police Division are overall at a moderate level (x̄= 2.89 S.D.= .694) . The operations include: a public relation of procedures for people who use the service, a suitable patrol system, the introduction of technology, the use of data center systems, the organization and planning of traffic management, the organization of police forces to facilitate people, law enforcement , the opportunity for various sectors to participate in solving problems, the commander as the head of the unit closely monitoring the happiness of his subordinates, as well as developing knowledge related to the performance of duties. The quality of service provided to the people by police officers at the Highway Police Station 1, Sub-Division 4, Highway Police Division is overall at a moderate level (x̄= 3.01 S.D.= .636). The service includes: emphasizing the importance of providing service on time and in a friendly manner, conducting investigations to ensure orderliness, providing consult and suggestions to those who use the service, posting a board showing service procedures, monitoring and notifying outcomes of operations, giving internet people who utilize the service, and decreasing service procedures.
2) The operations of police officers at the Highway Police Station 1, Sub-Division 4, Highway Police Division are associated positively with quality service provided to people, with a statistical significance of 0.01. The police officers of Highway Police Station 1, Sub-Division 4, Highway Police Division apply their operations with quality service at a moderate level, resulting in more potential and efficient operations; therefore, the null hypothesis is accepted.
3) The guidelines for developing the quality of service provided to people by police officers at the Highway Police Station 1, Sub-Division 4, Highway Police Division are: On providing service equitably, in which the police officers should provide service in sequence, be approachable and friendly, and apply the laws fairly and equally; On providing service on time, in which the police officers should provide service quickly and instantly, using technology to provide service, reducing service procedures to save time, and developing a service registration form with procedures; On delivering service continually, in which the police officers should communicate the outcomes of operations continuously and pay attention to service until it is completed, monitor the operations, and ensure that they prioritize the public interest; On providing service progressively, in which the police officers should provide internet access to those who use the service, employ modern tools in operations, improve the quality and outcomes of operations, increase efficiency or capacity to accomplish more duties with the same resources.
