Abstract:
The study used a mixed-method approach that included qualitative as well as quantitative methods. The quantitative data were collected using a questionnaire with a reliability of .988 from 140 police officers, who were chosen through purposive sampling. The obtained data were analyzed by frequency, percentage, mean, standard deviation, and Pearson correlation coefficient. The qualitative data were acquired through in-depth interviews with 12 key informants. The acquired data were analyzed by content analysis and synthesized based on the research objectives.
From the study, the following results are found:
1) Opinions of police officers toward the operations of Highway Police Station 1, Sub-Division 4, Highway Police Division are overall at a moderate level (x̄= 2.90 S.D.= 0.580). When all aspects are reviewed, it is discovered that general administration and service, property and asset safety, traffic control and management, and personnel development and administration are all at a moderate level. There are enough police officers to serve the public and listen to the views of those who use the service. The police station has a patrol system that is specifically designed for the crimes and situations in the area. This system uses technology to access the data center system, collect data in the unit to ensure accuracy and timeliness, and should be employed in the investigation and arrest of criminals as well as cases that have an impact on people's daily life. Opinions of police officers toward the operations based on Saṅgahavatthu of Highway Police Station 1, Sub-Division 4, Highway Police Division are at a moderate level (x̄= 3.07 S.D.= 0.814). When all aspects are reviewed, it is found that Dāna (giving), Piyavācā (kindly speech), Atthacariyā (useful conduct), and Samānattatā (equal and even treatment) are at a moderate level. Police officers greet people with smiles, use polite and nice words, inquire and assist those who use the service, set a good example by following the law without breaking it, have the flexibility to provide service to people, and conduct their job honestly and fairly.
2) The operations of Highway Police Station 1, Sub-Division 4, Highway Police Division are associated at a moderate level with Saṅgahavatthu, with a statistical significance of 0.01. The police officers of Highway Police Station 1, Sub-Division 4, Highway Police Division apply Saṅgahavatthu with their operations at a moderate level, resulting in more potential and efficient operations; therefore, the null hypothesis is accepted.
3) The guidelines for promoting the operations based on Saṅgahavatthu of Highway Police Station 1, Sub-Division 4, Highway Police Division are: (1) Dāna by offering equal legal consultation and support. The police officers should be developed to have more efficient operations; (2) Piyavācā by greeting with smiles. The police officers should be trained to talk in a clear and understandable manner, which will benefit those who use the service; (3) Atthacariyā by offering assistance without expecting anything in return and setting a good example in accordance with the law; and (4) Samānattatā by offering support in an equitable manner without discrimination and providing service fairly. Police officers should be encouraged to cooperate and do their jobs honestly and equitably.
