Abstract:
The study consisted of the following objectives: 1) to investigate peoples opinions on risk management for the prevention of Coronavirus disease (Covid-19) epidemic by Chumphon Municipality, Moei Wadi District, Roi Et Province; 2) explore the correlation between Ariyasacca (the four noble truths) and risk management for the prevention of Coronavirus disease (Covid-19) epidemic by Chumphon Municipality, Moei Wadi District, Roi Et Province; and 3) to propose the guidelines of risk management for the prevention of Coronavirus disease (Covid-19) epidemic by Chumphon Municipality, Moei Wadi District, Roi Et Province. The study used a mixed-method research design, with data obtained via a questionnaire from a sample group of 218 persons. The data collected were assessed using frequency, percentage, mean, and standard deviation. The Pearson correlation coefficient was used to test the null hypothesis. 12 key informants were used to acquire qualitative data. The qualitative data collected were examined using content analysis and synthesized in accordance with the research objectives.
From the study, the following results are found:
1) Peoples opinions on risk management for the prevention of Coronavirus disease (Covid-19) epidemic by Chumphon Municipality, Moei Wadi District, Roi Et Province is overall at a high level (x̄= 3.98 S.D. = 0.85).
2) An integration of Ariyasacca (the four noble truths) with risk management for the prevention of Coronavirus disease (Covid-19) epidemic by Chumphon Municipality, Moei Wadi District, Roi Et Province is overall at a high level (x̄= 4.01 S.D. = 0.83).
3) Ariyasacca (the four noble truths) and risk management for the prevention of Coronavirus disease (Covid-19) epidemic by Chumphon Municipality, Moei Wadi District, Roi Et Province is positively correlated at a high level (R = .914**).
4) The guidelines of risk management for the prevention of Coronavirus disease (Covid-19) epidemic by Chumphon Municipality, Moei Wadi District, Roi Et Province can be classified into 4 aspects as follows: (1) Dukkha (suffering) refers to perceived risk on the prevention of Coronavirus disease (Covid-19) epidemic that affects daily life; (2) Samudaya refers to the cause of suffering; (3) Nirodha refers to the cessation of suffering, which could be plans, policies, strategies, and various measures to prevent and control Coronavirus disease (Covid-19) epidemic; and (4) Magga refers to the path leading to the cessation of suffering, which could be operations based on the policies of Chumphon Municipality to handle risks of Coronavirus disease (Covid-19). There are eight major risk management factors, which are as follows: (1) Internal environment relates to the morality and practices of administrators and personnel, as well as management culture; (2) Objective setting entails deciding on strategies, missions, efficiency, operational outcomes, reports, and practices based on appropriate rules; (3) Event identification refers to the actual event or consequences by taking into account all risk factors that may occur; (4) Risk assessment, which includes identifying potential opportunities and consequences; (5) Risk response refers to avoidance, sharing, reduction, and acceptance; (6) Control activities refer to policies and execution to ensure risk management; (7) Information and communication refers to news and information from both inside and outside the organization; and (8) Monitoring, which ensures quality and appropriate risk management.
