Abstract:
The research article consisted of the following objectives were: 1) to investigate the level of competency for work performance according to Bala of personnel at Wang Wa Subdistrict Municipality, Si Prachan District, Suphanburi Province; 2) to explore factors affecting the competency development for work performance according to Bala of personnel at Wang Wa Subdistrict Municipality, Si Prachan District, Suphanburi Province; and 3) to propose the guidelines of competency development for work performance according to Bala of personnel at Wang Wa Subdistrict Municipality, Si Prachan District, Suphanburi Province. The study used a mixed-methods approach, where the quantitative method involved survey research and used questionnaires to collect data from a sample group of 367 people who were selected using stratified sampling. The qualitative method used in-depth interviews with 9 key informants to collect data.
From the study, the following results are found:
1) The overall level of human resource development based on Bala of personnel at Wang Wa Subdistrict Municipality, Si Prachan District, Suphanburi Province is overall at a high level, with a mean of x̄ = 4.07.
2) Factors for developing human resources include the following components: training, education, and development have an impact on the competency development for work performance of personnel at Wang Wa Subdistrict Municipality, Si Prachan District, Suphanburi Province with a statistical significance of 0.01. The first hypothesis is valid because the variance of all human resource development factors is 61.20%. Bala consists of the following components: Paññā-bala (power of wisdom), Viriya-bala (power of energy or diligence), Anavajja-bala (power of faultlessness, blamelessness or cleanliness), Saṅgaha-bala (power of sympathy or solidarity); all of which have an impact on the competency development for work performance of personnel at Wang Wa Subdistrict Municipality, Si Prachan District, Suphanburi Province with a statistical significance of 0.01. The first hypothesis is valid because the variance is 83.80%. Both human resource development factors and Bala factors have an impact on the competency development for work performance of personnel at Wang Wa Subdistrict Municipality, Si Prachan District, Suphanburi Province with a statistical significance of 0.01. The variance of competency development for work performance of personnel at Wang Wa Subdistrict Municipality, Si Prachan District, Suphanburi Province is 90.40%.
3) The guidelines for the Development of Performance Competencies of Wang Wa Subdistrict Municipality Personnel Si Prachan District Suphan Buri Province, namely, there should be an appropriate time allocation for personnel development. Should require all parties to participate in the development thoroughly. Funds should be allocated for the education of personnel. Personnel development should begin by equalizing the knowledge base. Moral and ethical personnel should be developed in coordination with relevant external agencies. There should be an application of personnel development activities according to the Tisikkhā (the Threefold Learning), allowing personnel of all religions to participate in the activities. Personnel should be motivated to pay attention and pay attention to the development of knowledge, competence and morality.
