Abstract:
The study entitled The Quality Development of Public Services According to Sangahavatthu of Lao Khwan Municipality, Lao Khwan District, Kanchanaburi Province consisted of the following objectives: 1) to investigate the level of peoples opinion towards the quality development of public services according to Sangahavatthu of Lao Khwan Municipality, Lao Khwan District, Kanchanaburi Province; 2) to compare the peoples opinion towards the quality development of public services according to Sangahavatthu of Lao Khwan Municipality, Lao Khwan District, Kanchanaburi Province classified by personal factors; and 3) to present the guidelines for applying Sangahavatthu in the quality development of public services by Lao Khwan Municipality, Lao Khwan District, Kanchanaburi Province. A population used for the quantitative method consisted of 2,635 people who were above 18 years old living in Lao Khwan Municipality. The Taro Yamane formula was used to acquire a group sample of 348 people. The data were collected by questionnaire and analyzed by frequency, percentage, mean, standard deviation, t-test, f-test, and One Way ANOVA. The key informants consisted of local administrators, heads of relevant government agencies, and people who received services, for a total 9 people, who were chosen by purposive sampling.
From the study, the following results are found:
1) The overall peoples opinion towards the quality development of public services according to Sangahavatthu of Lao Khwan Municipality, Lao Khwan District, Kanchanaburi Province is at a high level with a mean ( x̄ ) of 4.15 and standard deviation of 0.64. When each aspect is examined, it is discovered that Sangahavatthu (even and equal treatment) has the highest level of mean ( x̄ )= 4.17, S.D. = 0.63), followed by Atthacariya (useful conduct) ( x̄ )= 4.16, S.D. = 0.64), then Piyavaca (kindly speech), and Dana (giving) with the lowest level of mean ( x̄ )=4.12, S.D. = 0.65).
2) From comparing peoples opinion towards the quality development of public services according to Saagahavatthu of Lao Khwan Municipality, Lao Khwan District, Kanchanaburi Province classified by personal factors, it is discovered that people of different genders, ages, educational levels, occupations, and salaries have no difference in satisfaction levels with public services according to Saagahavatthu therefore, denying the null hypothesis.
3) The guidelines for applying Saagahavatthu in the quality development of public services by Lao Khwan Municipality, Lao Khwan District, Kanchanaburi Province are as follows: (1) Dana refers to giving, sacrificing, helping, and sharing the four requisites or assets, as well as knowledge, understanding, arts and sciences; (2) Piyavaca refers to kindly speech via the use of pleasant words, recommending beneficial things and communicating with the intention of promoting understanding, unity, respect, and help for one another; (3) Atthacariya refers to useful conduct, whether physical or helping in other activities to benefit the public, including problem solving and moral promotion; and (4) Samanattata refers to participation and behaving oneself properly in all circumstances, not taking advantages of others especially in time of difficulty, sharing suffering and happy moments, solving problems for mutual benefits.
