Abstract: การวิจัยนี้ มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับการปฏิบัติของประชาชนที่มีต่อการพัฒนางานสาธารณสงเคราะห์ของคณะสงฆ์ตำบลหนองกวาง อำเภอโพธาราม จังหวัดราชบุรี (2) ศึกษาเปรียบเทียบระดับการปฏิบัติที่มีต่อการพัฒนางานสาธารณสงเคราะห์ของคณะสงฆ์ตำบลหนองกวาง อำเภอโพธาราม จังหวัดราชบุรี โดยจำแนกตามปัจจัยส่วนบุคคล และ (3) ศึกษาปัญหา อุปสรรค และข้อเสนอแนะต่อการพัฒนางานสาธารณสงเคราะห์ของคณะสงฆ์ตำบลหนองกวาง อำเภอโพธาราม จังหวัดราชบุรี มีระเบียบวิธีวิจัยเป็นการวิจัยแบบผสานวิธี โดยในส่วนของการวิจัยเชิงปริมาณ ใช้แบบสอบถามเป็นเครื่องมือเก็บข้อมูลภาคสนามจากประชาชนกลุ่มตัวอย่างในตำบลหนองกวาง อำเภอโพธาราม จังหวัดราชบุรี จำนวน 364 วิเคราะห์ข้อมูลที่ได้โดยหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานโดยการทดสอบค่าที ค่าเอฟ วิเคราะห์ความแปรปรวนทางเดียว และในส่วนของการวิจัยเชิงคุณภาพมีการวิเคราะห์เอกสาร และใช้แบบสัมภาษณ์เป็นเครื่องมือในการเก็บข้อมูลภาคสนามจากผู้ให้ข้อมูลสำคัญ จำนวน 9 รูปหรือคน และวิเคราะห์ข้อมูลด้วยเทคนิคการวิเคราะห์เนื้อหาประกอบบริบท ผลการวิจัยพบว่า 1. การพัฒนางานสาธารณสงเคราะห์ของคณะสงฆ์ตำบลหนองกวาง อำเภอโพธาราม จังหวัดราชบุรี โดยภาพรวม อยู่ในระดับปานกลาง มีค่าเฉลี่ยเท่ากับ 3.06 เมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับปานกลางเกือบทุกด้าน โดยด้านการพัฒนาบุคลากร ด้านการพัฒนาวัสดุอุปกรณ์ มีค่าเฉลี่ยเท่ากับ 3.18 ด้านการพัฒนาการบริหารจัดการ ค่าเฉลี่ยเท่ากับ 3.11 และส่วนด้านการพัฒนางบประมาณ อยู่ในระดับน้อย มีค่าเฉลี่ยเท่ากับ 2.49 2. ผลการเปรียบเทียบความคิดเห็นที่มีต่อการพัฒนางานสาธารณสงเคราะห์ของคณะสงฆ์ตำบลหนองกวาง อำเภอโพธาราม จังหวัดราชบุรี จำแนกตามปัจจัยส่วนบุคคล พบว่า ปัจจัยส่วนบุคคล ได้แก่ เพศ อายุ มีผลให้ความคิดเห็นของประชาชนที่มีต่อการพัฒนางานสาธารณสงเคราะห์ของคณะสงฆ์ตำบลหนองกวาง อำเภอโพธาราม จังหวัดราชบุรี โดยภาพรวม แตกต่างกัน อย่างมี นัยยะสำคัญทางสถิตติที่ 0.01 จึงยอมรับสมมติฐานการวิจัย ส่วนการศึกษา อาชีพ รายได้ มีผลให้ความคิดเห็นของประชาชนที่มีต่อการพัฒนางานสาธารณสงเคราะห์ของคณะสงฆ์ตำบลหนองกวาง อำเภอโพธาราม จังหวัดราชบุรี โดยภาพรวม ไม่แตกต่างกัน จึงปฏิเสธสมมติฐานการวิจัย 3. ปัญหา อุปสรรค และข้อเสนอแนะในการพัฒนางานสาธารณสงเคราะห์ของคณะสงฆ์ตำบลหนองกวาง อำเภอโพธาราม จังหวัดราชบุรี ได้แก่ คณะสงฆ์ขาดความสัมพันธ์ที่ดีในการติดต่อประสานงานในการทำงานร่วมกับหน่วยงานของภาครัฐในการสร้างความสามัคคีในชุมชน (บวร) และขาดความพร้อมทั้งบุคลากรสนับสนุนอย่างมีประสิทธิภาพ ส่วนข้อเสนอแนะ ควรมีการพัฒนาเตรียมความพร้อมให้ครอบคลุมในทุกด้าน โดยเฉพาะด้านบุคลากรที่มีความรู้ความเข้าใจเพื่อทำหน้าที่หรือประสานงานร่วมกับหน่วยงานของรัฐในการสร้างความสามัคคีในชุมชน (บวรอ) บ้านวัด โรงเรียน เอกชน พร้อมทั้งการบริหารจัดการงานโดยเน้นกระบวนการมีส่วนร่วมของทุกภาคส่วนและผู้มีส่วนเกี่ยวข้องกับงานสาธารณสงเคราะห์ พร้อมทั้งคณะสงฆ์ควรมีการรณรงค์ให้ทุกภาคส่วนที่เกี่ยวข้องได้เห็นคุณค่าและให้ความสำคัญของการงานสาธารณสงเคราะห์ชุมชนให้มากยิ่งขึ้น

Abstract: The purposes of this research were (1) to study the action level of people towards the public welfare development of Sangha in Nong-Kwang Subdistrict, Photharam District, Ratchaburi Province, (2) to study the comparison of the action level towards the public welfare development of Sangha in Nong-Kwang Subdistrict, Photharam District, Ratchaburi Province by classifying according to personal factors, and (3) to study problems, obstacles, and suggestions for the public welfare development of Sangha in Nong-Kwang Subdistrict, Photharam District, Ratchaburi Province. The study was the mixed method research between quantitative and qualitative research. In term of quantitative research, it used the questionnaire as the tool to collect the data in the field study from 364 sample population in Nong-Kwang Subdistrict, Photharam District, Ratchaburi Province. The data were analyzed through frequency, percentage, mean, standard deviation (S.D.), t-test, F-test, one-way analysis of variance. In term of qualitative research, using the documentary analysis and interview as the tools to collect the data in the field study from 9 key informants and analyzed the data through the content analysis technique. The research results found that: 1. The public welfare development of Sangha in Nong-Kwang Subdistrict, Photharam District, Ratchaburi Province in overall was at moderate level with an average of 3.06. When considering each aspect, it was found that it was at a moderate level in almost every aspect. For personnel development, materials and equipment development had an average of 3.18, management development had an average of 3.11, and budget development was at a low level with an average of 2.49. 2. Comparative results of the opinion towards the public welfare development of Sangha in Nong-Kwang Subdistrict, Photharam District, Ratchaburi Province by classifying according to personal factors, it was found that the personal factors of the people, namely gender, age had an effect on the people’s opinion towards the public welfare development of Sangha in Nong-Kwang Subdistrict, Photharam District, Ratchaburi Province in overall was significantly different level at 0.01, therefore the research hypothesis as accepted. While the personal factors of the people, namely education, occupation and income had an effect on the opinion towards the public welfare development of Sangha in Nong-Kwang Subdistrict, Photharam District, Ratchaburi Province in overall was not different, therefore the research hypothesis was accepted. 3. Problems, obstacles, and suggestions for the public welfare development of Sangha in Nong-Kwang Subdistrict, Photharam District, Ratchaburi Province included: the Sangha lacked of a good relationship in contacting and coordinating in working with government agencies to create a community unity (Bowon) and lacked of readiness and effective support for personnel. As for the suggestions, preparedness should be developed to cover all aspects, especially personnel with knowledge and understanding to perform duties or coordinate with government agencies to create community unity in (Bowon), houses, temples, schools, and the private sector. As well as managing work by emphasizing the participation process of all sectors and those involved in public welfare work. Along with the Sangha, there should be a campaign for all relevant sectors to realize the value and importance of community welfare work even more.
