Abstract: การวิจัยนี้มีวัตถุประสงค์เพื่อ 1. ศึกษาสภาพปัญหาและอุปสรรคในด้านทักษะการทำงานของแรงงานต่างด้าวไร้ฝีมือของสถานประกอบการสำหรับอุตสาหกรรมประกอบชิ้นส่วนเครื่องใช้ไฟฟ้าและอิเล็กทรอนิกส์ในเขตพัฒนาพิเศษภาคตะวัน ออก 2. ศึกษาคุณลักษณะของแรงงานต่างด้าวไร้ฝีมือตามความต้องการของสถานประกอบการสำหรับอุตสาหกรรมประกอบชิ้นส่วนเครื่องใช้ไฟฟ้าและอิเล็กทรอนิกส์ในเขตพัฒนาพิเศษภาคตะวันออก 3. วิเคราะห์หาแนวทางในการพัฒนาทักษะแรงงานต่างด้าวไร้ฝีมือในอุตสาหกรรมประกอบชิ้นส่วนเครื่องใช้ไฟฟ้าและอิเล็กทรอนิกส์ในเขตพัฒนาพิเศษภาค ตะวันออก 4. เพื่อพัฒนาหลักสูตรการฝึกอบรมสำหรับพัฒนาทักษะแรงงานต่างด้าวไร้ฝีมือในอุตสาหกรรมประกอบชิ้นส่วนเครื่องใช้ไฟฟ้าและอิเล็กทรอนิกส์ในเขตพัฒนาพิเศษภาคตะวันออก ผู้ให้ข้อมูลสำคัญในการสัมภาษณ์เชิงลึก ได้แก่ ตัวแทนสถานประกอบการ อุตสาหกรรมเครื่องใช้ไฟฟ้าและอิเล็กทรอนิกส์ ในเขตพัฒนาพิเศษภาคตะวันออก (จังหวัด ชลบุรี ฉะเชิงเทรา และระยอง) จำนวน 15 แห่ง ผู้ให้ข้อมูลสำคัญในการสนทนากลุ่ม ได้แก่ กรมพัฒนาฝีมือแรงงาน สำนักมาตรฐานและทดสอบฝีมือแรงงาน จำนวน 4 คน สำนักงาน คณะกรรมการอาชีวศึกษา จำนวน 2 คน สถาบัน การศึกษาในพื้นที่ภาคตะวันออก จำนวน 2 คน สภาอุตสาหกรรม จำนวน 1 คน คณะกรรมการส่งเสริมการลงทุน (BOI) จำนวน 1 คน และผู้ทรงคุณวุฒิด้านการพัฒนาทักษะแรงงานไร้ฝีมือ จำนวน 5 คน รวมทั้งสิ้น จำนวน 15 คน วิเคราะห์ข้อมูลโดยใช้เทคนิคการวิเคราะห์เนื้อหา ผลการศึกษา พบว่า 1. ปัญหาและอุปสรรคในด้านทักษะการทำงานของแรงงานต่างด้าวไร้ฝีมือ ได้แก่ ขาดทักษะในการสื่อสารขาดทักษะและความเชี่ยวชาญที่มีความจำเป็นต่อการปฏิบัติงาน และขาดการพัฒนาฝึกอบรมให้ความรู้เกี่ยวกับเทคโนโลยีนวัตกรรม และทักษะที่จำเป็นต่อการประกอบชิ้นส่วนเครื่องใช้ไฟฟ้าและอิเล็กทรอนิกส์ 2. คุณลักษณะของแรงงานต่างด้าวไร้ฝีมือ ตามความต้องการของสถานประกอบการสำ หรับอุตสาหกรรมประกอบชิ้นส่วนเครื่องใช้ไฟฟ้าและอิเล็กทรอนิกส์ในเขตพัฒนาพิเศษภาคตะวันออก ได้แก่ ด้านความรู้ในการปฏิบัติงานที่จำเป็นสำหรับอุตสาหกรรมประกอบชิ้นส่วนเครื่องใช้ไฟฟ้าและอิเล็กทรอนิกส์ใช้วิธีการสอนงาน ด้านความสามารถ ในการปฏิบัติงานที่รับผิดชอบใช้วิธีการฝึกงานในสถานการณ์จริง ด้านความประพฤติที่ดีใช้วิธีบอกกล่าว ด้านสุขภาพที่ดีใช้วิธีการแสดง ด้านความสัมพันธ์กับผู้อื่นใช้วิธีการแสดงบทบาทสมมติ ด้านทักษะในการสื่อสารใช้วิธีการระบบพี่เลี้ยง 3. แนวทางในการพัฒนาทักษะแรงงานต่างด้าวไร้ฝีมือในอุตสาหกรรมประกอบชิ้นส่วนเครื่องใช้ไฟฟ้าและอิเล็กทรอนิกส์ในเขตพัฒนาพิเศษภาคตะวันออก พบว่า ควรมีการพัฒนาหลักสูตรการฝึกอบรมในประเด็นต่าง ๆ ให้มีความคลอบคลุมและมีประสิทธิภาพตรงตามวัตถุประสงค์ของหลักสูตรโดยการเพิ่มแบบทดสอบกฎระเบียบ ข้อบังคับ กฎหมายแรงงานต่างด้าว ปรับเวลาการฝึกอบรมให้เหมาะสม เพิ่มแบบทดสอบเกี่ยวกับวัฒนธรรมของแต่ละชาติ และองค์กร ระบุวัตถุประสงค์การฝึกอบรมให้ชัดเจน แบ่งการฝึกอบรมตามสัญชาติผู้เข้าอบรม ปรับเกณฑ์การประเมินการให้คะแนน และระบุวุฒิการศึกษาผู้เข้าอบรมให้ชัดเจน 4) การพัฒนาหลักสูตรการฝึกอบรมสำหรับพัฒนาทักษะแรงงานต่างด้าวไร้ฝีมือในอุตสาหกรรม ประกอบชิ้นส่วนเครื่องใช้ไฟฟ้าและอิเล็กทรอนิกส์ในเขตพัฒนาพิเศษภาคตะวันออกควรพัฒนาประเด็นระยะเวลาในการฝึกอบรม วัตถุประสงค์ของการฝึกอบรม องค์ประกอบของหลักสูตรการฝึกอบรม เพื่อเพิ่มพูนความรู้ความเข้าใจพื้นฐานในการปฏิบัติงานเพื่อพัฒนาทักษะและความชำนาญในการปฏิบัติงานเพื่อเปลี่ยนแปลงทัศนคติในการปฏิบัติงานของแรงงานต่างด้าวไร้ฝีมือ

Abstract: This research aimed to: 1.Study the problems and obstacles in the working skills of unskilled migrant workers of the establishment for the electrical and electronic assembly industry in the Eastern Special Development Zone 2. to study the characteristics of unskilled foreign workers according to the requirements of enterprises for the electrical and electronic assembly industry in the Eastern Special Development Zone 3. to analyze and find ways to develop skills for unskilled foreign workers in the electrical and electronic parts assembly industry in the Eastern Special Development Zone 4. to develop a training course for developing foreign workers' skills Unskilled in the electrical and electronic assembly industry in the Eastern Special Development Zone Key informants in the in-depth interviews were representatives of electrical and electronics industry establishments. in the Eastern Special Development Zone (Chonburi, Chachoengsao, and Rayong) at 15 locations. Key informants in the group discussions were Department of Skill Development Office of Standards and Skill Testing, 4 people, Office of Vocational Education Commission, 2 people, educational institutions in the eastern region, 2 people, the Federation of Thai Industries, 1 person, the Board of Investment (BOI) 1 person, and experts in labor skill development. 5 unskilled people, total 15 people. Data were analyzed using content analysis techniques. Research results: 1.Problems and obstacles in the work skills of unskilled migrant workers, such as lack of communication skills Lack of skills and expertise necessary to perform the job and lack of development and training to provide knowledge on technology, innovation and skills necessary for the assembly of electrical and electronic components 2. Characteristics of unskilled foreign workers according to the requirements of enterprises for the electrical and electronic assembly industry In the Eastern Special Development Zone, such as the knowledge of operations necessary for the electrical and electronic assembly industry, using the teaching method. In terms of the ability to perform responsible tasks, apply the internship method in reallife situations. In terms of good behavior, use the method of giving notice.
