Factors effecting the intention to purchase flood catastrophe insurance in Chongqing municipality

Abstract: With a high natural disaster risk, China launched catastrophe insurance pilot initiatives in 15 provinces in 2013. Chongqing, a province prone to flooding, initiated its pilot program in 2017. Despite the policy, Chongqing residents predominantly depend on government assistance during disasters. Therefore, this study examines factors determining urban residents’ intention to purchase additional flood catastrophe insurance, focusing on the residents’ risk attitude, flood risk perception, and insurance awareness. Empirically, this study employs the Logit regression to analyze the survey data collected from 443 urban residents in Chongqing. For the results, risk aversion is a significant factor determining the intention to purchase additional flood catastrophe insurance for residents with high education, but not for those with lower education. Moreover, residents who have experienced frequent flooding, perceive that flood disasters as unpredictable, and know about private flood catastrophe insurance programs are more likely to have a high intention to purchase additional flood catastrophe insurance. Moreover, individuals who already have some government or private flood catastrophe insurance are more likely to purchase more. For demographics, individuals living in a large household with high income are more likely to purchase more insurance. These findings underscore the need for greater insurance coverage. Promoting awareness and education on the role of insurance against the unpredictable flood risk, as well as expanding access to private flood catastrophe insurance, are the initial steps in encouraging Chongqing residents to protect themselves from growing disaster risks.

Abstract: เนื่องจากความเสี่ยงจากภัยธรรมชาติที่สูง ประเทศจีนเริ่มโครงการทดลองการประกันภัยภัยพิบัติภาครัฐใน 15 จังหวัดในพ.ศ. 2556 โดยจังหวัดฉงชิ่งซึ่งเป็นจังหวัดที่มีความเสี่ยงจากน้ำท่วมได้เริ่มโครงการทดลองใน พ.ศ. 2560 อย่างไรก็ตาม ใน พ.ศ. 2563 ประชาชนโดยมากยังคงต้องพึ่งพาความช่วยเหลือจากรัฐเมื่อเกิดภัยธรรมชาติ ดังนั้น การศึกษานี้มุ่งสำรวจปัจจัยที่ส่งผลต่อความตั้งใจซื้อประกันภัยภัยน้ำท่วมเพิ่มเติมในเทศบาลเมืองฉงชิ่ง โดยเน้นปัจจัยทัศนคติต่อความเสี่ยง การรับรู้ถึงความเสี่ยงจากภัยน้ำท่วม และการรับรู้เกี่ยวกับประกันภัยของประชาชน โดยการศึกษานี้วิเคราะห์ข้อมูลจากการสำรวจประชากรจำนวน 443 คนในเขตเทศบาลฉงชิ่งด้วยแบบจำลอง Logit ผลการศึกษาพบว่าบุคคลที่มีการศึกษาสูงและมีพฤติกรรมหลีกเลี่ยงความเสี่ยงจะมีแนวโน้มที่จะมีความตั้งใจซื้อประกันภัยภัยน้ำท่วมเพิ่มเติมสูงอย่างมีนัยสำคัญ ในส่วนของการรับรู้ถึงความเสี่ยงจากภัยน้ำท่วมและการรับรู้เกี่ยวกับประกันภัย พบว่า บุคคลที่ประสบภัยน้ำท่วมบ่อยครั้ง คิดว่าภัยน้ำท่วมไม่สามารถคาดการณ์ล่วงหน้าได้ และทราบถึงผลิตภัณฑ์ประกันภัยภัยน้ำท่วมภาคเอกชนมีแนวโน้มที่จะมีความตั้งใจที่จะซื้อประกันภัยภัยน้ำท่วมเพิ่มเติมสูง นอกจากนี้ บุคคลที่มีประกันภัยภัยน้ำท่วมอยู่แล้วไม่ว่าจะเป็นประกันภัยจากภาครัฐหรือเอกชนมีแนวโน้มที่จะซื้อประกันภัยเพิ่มเติมสูงด้วย ปัจจัยลักษณะครัวเรือนที่ส่งผลต่อความตั้งใจซื้อประกันเพิ่มเติมอย่างมีนัยสำคัญคือรายได้และขนาดครัวเรือน ผลการวิจัยเหล่านี้แสดงถึงความจำเป็นในการเพิ่มความคุ้มครองด้านประกันภัยน้ำท่วม การให้ข้อมูลเกี่ยวกับบทบาทของประกันภัยต่อความเสี่ยงจากน้ำท่วมที่ไม่สามารถคาดการณ์ได้ รวมถึงการขยายการเข้าถึงประกันภัยภัยน้ำท่วมเอกชน เป็นขั้นแรกในการส่งเสริมให้ประชาชนฉงชิ่งปกป้องตนเองจากความเสี่ยงจากภัยพิบัติน้ำท่วม
