Abstract:
Water is an essential resource for living. This article aimed to analyze a plan on water resource managementin Thailand. The Bacchi concept was applied to analyze the data towards the master plan on water resource management in 20 years (from 2561-2580B.E.), the Water Act B.E. 2561, and other related documents. The finding showed that the management of water resources was not well-organized. This plan revealed a concept of Thai state hegemony. Although there was an attempt of integrative flow for the management, some previous obstacles had still concealed, such as requests of compensation from an impact in the past, problems on household economy, problems on food for women, children, and the elderly. Besides there wereother impacts from the plan the variety of limitations like public participation, regulations for affected ones during theemergency. The plan on water resource management had been set for 20-year operation and the power was centralized by the Thai state. Meanwhile, any transformation has thoroughly been proceeded like political transformation, an issue of good governance, and an extreme increase of climate change. These became the challenge factors to amend the plan to fit intodifferent periods.
