Abstract: งานวิจัยเรื่อง แนวทางการพัฒนาการบริหารงานวิชาการของผู้บริหารโรงเรียนขยายโอกาสทางการศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาจังหวัดสุรินทร์ มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ การบริหารงานวิชาการของผู้บริหารโรงเรียนขยายโอกาสทางการศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาจังหวัดสุรินทร์ 2) เพื่อจัดทำแนวทางการพัฒนาการบริหารงานวิชาการของผู้บริหารโรงเรียนขยายโอกาสทางการศึกษา และ 3) เพื่อประเมินแนวทางการพัฒนาการบริหารงานวิชาการของผู้บริหารโรงเรียนขยายโอกาสทางการศึกษา โดยการวิจัยแบ่งออกเป็น 3 ระยะ คือ ระยะที่ 1 ศึกษา สภาพปัจจุบัน และสภาพที่พึงประสงค์ กลุ่มตัวอย่าง คือ โรงเรียนขยายโอกาสทางการศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาจังหวัดสุรินทร์ โดยใช้โรงเรียนเป็นหน่วยสุ่ม กำหนดขนาดของกลุ่มตัวอย่างตามตารางสำเร็จรูปของเครจซี่ และมอร์แกน ทำการสุ่มแบบหลายขั้นตอน แยกสุ่มตามสังกัดสำนักงานเขตพื้นที่การศึกษา เพื่อให้ได้จำนวนตามขนาดที่กำหนดไว้ แบ่งสัดส่วนของกลุ่มตัวอย่างในแต่ละเขตพื้นที่การศึกษา แล้วเทียบอัตราส่วนได้สถานศึกษาจำนวน 136 แห่ง โดยมีผู้ให้ข้อมูลสำคัญ คือ ผู้บริหารสถานศึกษา จำนวน 136 คน และครูหัวหน้างานวิชาการ จำนวน 136 คน รวมทั้งหมด 272 คน เครื่องมือคือแบบสอบถาม โดยได้ค่าดัชนีความสอดคล้อง 0.60 – 1.00 ระยะที่ 2 จัดทำแนวทางการพัฒนาการบริหารงานวิชาการโดยผู้วิจัย และระยะที่ 3 ประเมินแนวทาง ผลการประเมินความเหมาะสมและความเป็นได้ และความเป็นประโยชน์ของแนวทาง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงแบนมาตรฐาน และดัชนีลำดับความสำคัญของความต้องการจำเป็น ผลการวิจัยพบว่า 1. สภาพปัจจุบันการบริหารงานวิชาการ อยู่ในระดับมาก สภาพที่พึงประสงค์ อยู่ในระดับมากที่สุด 2. แนวทางการพัฒนาการบริหารงานวิชาการของผู้บริหารโรงเรียนขยายโอกาสทางการศึกษาจังหวัดสุรินทร์ เรียงลำดับตามความต้องการจำเป็น 1) ด้านการวิจัยเพื่อพัฒนาคุณภาพการศึกษาในสถานศึกษา 2) ด้านการพัฒนาระบบประกันคุณภาพภายใน 3) ด้านการพัฒนากระบวนการเรียนรู้ 4) ด้านการจัดการเรียนการสอน 5) ด้านการนิเทศการศึกษา 6) ด้านมาตรฐานการศึกษาและการพัฒนาสื่อและนวัตกรรม 7) ด้านการวัดผล ประเมินผล และ 8) ด้านการพัฒนาหลักสูตรสถานศึกษา 3. ผลการประเมินความเหมาะสม ความเป็นไปได้ และความเป็นประโยชน์ของแนวทางการบริหารงานวิชาการของผู้บริหารโรงเรียนขยายโอกาสทางการศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาจังหวัดสุรินทร์ ทั้งหมด 8 ด้านอยู่ในระดับมากที่สุด The objectives of this research were: 1) to study the current and desirable conditions of academic administration of school administrators in the opportunity expansion schools under the Surin Primary Educational Service Area Office; 2) to provide the academic administration development guidelines for school administrators in the opportunity expansion schools; and 3) to assess the academic administration development guidelines for school administrators in the opportunity expansion schools. The study was divided into 3 phases as follows. Phase 1 studied the current and desirable conditions of academic administration of school administrators in the opportunity expansion schools. The samples were the opportunity expansion schools under the Surin Primary Educational Service Area Office. The opportunity expansion schools were employed as sampling units and the sample size was determined based on Krejcie & Morgan’s table. A multi-stage random sampling was applied and a sampling was conducted separately with each Primary Educational Service Area Offices to get the number of the specified sample size. The proportion number of samples was determined for each Primary Educational Service Area Offices. The total number of samples participated in this study was 136 opportunity expansion schools. The key informants consisted of 136 school administrators and 136 teachers who are the head of academic administration (totally 272). A questionnaire with 0.60 – 1.00 of IOC was employed for data collection. Phase 2 was a development of guidelines for the academic administration by the researcher. Phase 3 was to assess the academic administration development guidelines in terms of suitability, possibility, and profitability. Statistics used for data analysis were mean, standard deviation, and priority needs index. The study found that: 1. The current condition of academic administration is at a high level while the desirable condition of academic administration is at the highest level. 2. According to the academic administration development guidelines, the study showed that the priority needs index of the academic administration of school administrators in the opportunity expansion schools can be arranged in descending order as follows: 1) research to improve the quality of education; 2) internal quality assurance system development; 3) learning process development; 4) instructional management; 5) educational supervision; 6) educational standards and media and innovation development; 7) measurement and assessment; and 8) curriculum development. 3. Owing to the assessment of the suitability, possibility, and profitability of the academic administration guidelines, the study revealed that all 8 aspects of the academic administration guidelines for school administrators in the opportunity expansion schools under the Surin Primary Educational Service Area Office are at the highest level.
