Abstract: การวิจัยครั้งนี้เป็นแบบผสมวิธี มีวัตถุประสงค์เพื่อศึกษาภาพปัจจุบันของการบริหารระบบบริการผู้ป่วยนอกสูงอายุ โรงพยาบาลชุมชน จังหวัดศรีสะเกษ เป็นการวิจัยเชิงปริมาณ โดยศึกษาเอกสาร ตำราวิชาการ งานวิจัยที่เกี่ยวข้องและสร้างเป็นแบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ ผู้ให้ข้อมูล 3 กลุ่ม คือกลุ่มผู้บริหาร กลุ่มผู้ปฏิบัติการ และกลุ่มผู้ป่วยนอกสูงอายุ จำนวน 180 คน วิเคราะห์โดยใช้สถิติค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และเพื่อศึกษาอนาคตภาพการบริหารระบบบริการผู้ป่วยนอกสูงอายุ โรงพยาบาลชุมชน จังหวัดศรีสะเกษ ในทศวรรษหน้า (พ.ศ. 2574) เป็นการวิจัยอนาคตด้วยกระบวนการวิจัยแบบ EDFR (Ethnographic Delphi Futures Research) ผู้เชี่ยวชาญเป็นผู้ให้ข้อมูลจำนวน 22 คนวิเคราะห์โดยใช้สถิติค่าร้อยละ ค่ามัธยฐาน และค่าพิสัยระหว่างควอไทล์(Q3-Q1) เพื่อหาแนวโน้มที่เป็นไปได้มากและมากที่สุด จากนั้นทำการเรียบเรียงและสรุปเป็นอนาคตภาพ ผลการวิจัยพบว่า 1. ภาพปัจจุบันการบริหารระบบบริการผู้ป่วยนอกสูงอายุ โรงพยาบาลชุมชน จังหวัด ศรีสะเกษ ประกอบด้วย 4 ด้าน โดยรวมสามารถปฏิบัติได้อยู่ในระดับมาก ( = 3.66) เมื่อพิจารณารายด้านอยู่ในระดับมากทุกด้านและเรียงลำดับจากมากไปหาน้อยดังนี้ ด้านผู้ให้บริการ ( = 3.82) รองลงมาคือ ด้านบริการ ( = 3.72) ด้านเทคโนโลยีสารสนเทศ ( = 3.61) และด้านกระบวนการให้บริการ ( = 3.53) ตามลำดับ 2. อนาคตภาพการบริหารระบบบริการผู้ป่วยนอกสูงอายุ โรงพยาบาลชุมชน จังหวัด ศรีสะเกษ ในทศวรรษหน้า (พ.ศ. 2574) ผู้เชี่ยวชาญมีความคิดเห็นสอดคล้องกันโดยรวมทั้ง 4 ด้าน ค่าพิสัยระหว่างควอไทล์ ≤ 1.5 และมีแนวโน้มที่เป็นไปได้มากและมากที่สุดค่ามัธยฐาน ≥ 3.5 เรียง ลำดับจากมากไปหาน้อยดังนี้ ด้านเทคโนโลยีสารสนเทศร้อยละ 100 ด้านกระบวนการให้บริการร้อยละ 100 ด้านบริการร้อยละ 94.29 และด้านผู้ให้บริการร้อยละ 86.67 This research was a mixed research method , The objectives of this research were as follows : 1) To study the currents of the administration of the Elderly outpatient service system at community hospital in Sisaket province was Quantitative research and by literature review to developed the interview guideline and create a 5-level estimation questionnaire. Participants were 180 of three groups: the hospital administrators, Staffs who taking care of the Elderly outpatient service system, the elderly outpatients and analyzed using Mean and Standard deviation. 2) The scenarios of the administration of the Elderly outpatient service system at community hospital, Sisaket province in during the next decade (B.E. 2574) was Futures Research (EDFR) and using EDFR process, Participants were 22 experts. Analyzed using Percentage median and interquartile ranges were obtained. Analyze most probable and the most probable trends. and summarize the scenarios. The research findings were as follows: 1. The currents of the administration of the Elderly outpatient service system at community hospital in Sisaket province consisted of 4 dimensions: found that the overall picture was at a high level ( = 3.66) considering each aspect was at a high level in all aspects. Sorted in descending order as follows: Staffs ( = 3.82) Services ( = 3.72) Information technology ( = 3.61) and Service process ( = 3.53) respectively. 2. The scenarios of the administration of the Elderly outpatient service system at community hospital, Sisaket province in during the next decade (B.E. 2574). Consisted of 4 dimensions were most probable and the most probable trends by experts. Sorted in descending order as follows : Information technology 100% Service process 100% Services 94.29% and Staffs 86.67% respectively.
