Abstract:
Objectives of this research were: 1. To analytically study general conditions of management model of prototype ethical province provincial of Phichit Province, 2. To study factors affecting the management of prototype ethical province of Pichit Province and 3.To propose the management model of prototype ethical province of Pichit Province conducted by the qualitative method, data were collected from 33 key informants and participants in focus group discussion and analyzed data by content descriptive interpretation and used the findings to create a model of prototype ethical province of Pichit Province.
Findings were as follows:
1. General conditions of the management model of prototype ethical province of Pichit Province in 3 areas by holistically analyzing areas and people by SWOT analysis were found that there were more strengths than weaknesses and opportunities of the areas to be developed with condition to develop ethics in various forms School is educational place faced with problems and obstacles to train people to be smart and good and get support from government and private sectors. Hospital emphasized care taking of patients must have good image. By overall, there were more strengths and weaknesses and were with admirable quality.
2. Prototype ethical Province Management by PDCA cycle principle as a management method. which was a model of Phichit Province was found that the application of PDCA principle wass the management according to the master plan of the prototype ethical province, starting with a comprehensive work plan, analyzing the condition of the area, setting up a plan according to the area for the people and the government sector to participate in planning The operation process was concise, comprehensive, fast, appropriate and continuous. The operation process must be divided into work in unity. monitoring and evaluation according to the set objectives. Monitoring and evaluation must have measurement to improve the situations by real practice in line with real locality and social contexts of the areas.
3. The management model of prototype ethical province of Pichit Province had been promoted to Modeled Ethical Province and set as the pilot role model for other provinces The conditions for success were found with 4 components. They were:
1. Leaders competency was the key success factor for prototype ethical
province
2. Image and trust were the factors of acceptance
3. Ethical body of knowledge became clear by practice
4. Achievement and success gained were the management of the prototype ethical organization. The research findings indicated that management by PDCA circle principle was consistent with every step of ethical organization development. Ethical system could be used as driving mechanism to creatively create changes in organization management. The empirical data indicated that practice along 10 steps of the modeled ethical province development made Pichit Province the Modeled Ethical Province with honor and respect at national level as well as the promotion of social and economic development at national level sustainably.
