Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาบทบาทของศูนย์การเรียนรู้ ICT ชุมชนที่ มีต่อการสร้างชุมชนให้เป็นชุมชนที่เข้มแข็ง การมีส่วนร่วมของคนในชุมชนกับ ศูนย์การเรียนรู้ ICT ชุมชนและเพื่อเปรียบเทียบบริบทของชุมชนที่ตั้งของศูนย์การเรียนรู้ ICT ชุมชนในเขตพื้นที่ จังหวัดนครราชสีมาการวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ (Qualitative Research) โดยได้เก็บข้อมูลจาก การสัมภาษณ์เชิงลึกกับผู้บริหารศูนย์การเรียนรู้ ICT ชุมชน ผู้ดูแลศูนย์การเรียนรู้ ICT ชุมชน ผู้มาใช้บริการศูนย์การเรียนรู้ ICT ชุมชนและคนในชุมชนบริเวณที่ตั้งของศูนย์การเรียนรู้ ICT ชุมชนจังหวัดนครราชสีมาจากการวิเคราะห์ผลสัมภาษณ์กลุ่มตัวอย่างศูนย์การเรียนรู้ ICT ชุมชนทั้ง 5 ศูนย์ฯ ผลการศึกษาพบว่า ที่ตั้งของศูนย์การเรียนรู้ ICT ชุมชน ณ สำนักงานเกษตรอำเภอ ก่อให้เกิดความเข้มแข็งของชุมชนชัดเจนที่สุด เนื่องจากมีกลุ่มคนในชุมชนให้ความสนใจเป็น อย่างมาก ไม่ว่าจะเป็นผู้ใหญ่บ้าน ผู้ช่วยผู้ใหญ่บ้าน เด็กนักเรียน และผู้ที่มีความรู้ของชุมชนในด้าน คอมพิวเตอร์ผลัดเปลี่ยนหมุนเวียนกันเข้ามาช่วยเหลือ ดูแล สนับสนุนกิจกรรมต่าง ๆ ของศูนย์การ เรียนรู้ ICT ชุมชนอยู่เป็นประจำอีกทั้งมีการสนับสนุนอาหารและน้า ดื่มจากเกษตรกรในชุมชน อย่างต่อเนื่อง ซึ่งแสดงให้เห็นว่าคนในชุมชนมีส่วนร่วมในการดำเนินกิจกรรมต่าง ๆ ของศูนย์ฯ ทั้งในรูปแบบการลงมือปฏิบัติการด้วยแรงงาน และการสนับสนุนทรัพยากรอื่น ๆ ด้วย The objectives of this research are to study the roles of ICT Community Center in creation of a strong community and participation of people in the community with ICT Community and to compare the context of location of ICT Community Center in the area of Nakhon Ratchasima Province. This research used qualitative data collection which was an indepth interview with a group of people related to operation, a group of people using the service and people in the community around the location of ICT Community Center in Nakhon Ratchasima Province. The collected data was analyzed with related frameworks and theory. The research findings revealed that the roles of ICT Community Center establishment in the related institutes, such as the District Agricultural Office, apparently strengthened the community because people in the community were greatly interested in participating. Those people, including a village headman, a village headman assistant, students, and computer experts, took their turns in regular help and support for the activities of ICT Community Center. Also, incessantly supporting food and drinking water were brought the center by the farmers from the community. This indicated that people in the community participated in the activities held by ICT Community Center both in laboring operation and other resource supports.
