Abstract:
Water management in the Upper Chao Phraya River Basin is crucial for social and economic development of Thailand as it potentially has strong impact on the situation of water in the Chao Phraya Delta in which the capital city, Bangkok, and major economic clusters are located. In 2011, the great flood occurred on the lower Chao Phraya River Basin causing damages more than any other floods in Thailands history. Possible solutions for flood problem are improving water management by changing cropping pattern, adjusting the calendar of paddy cultivation, and development and improving of large scale reservoirs operation with flood protection rule curves. To increase the efficiency of water management in the Chao Phraya River Basin, sufficient accuracy of rainfall forecast is needed. Rainfall forecast could be performed using the global climate indices. However, this method has limited in producing high accuracy of rainfall forecast as needed in the flood prediction due to the existence of extreme values lying outside the prediction interval. Flood preparedness measures are probably preferable than attempting to obtain highly accurate rainfall forecast. These measures could be implemented by changing cropping pattern, adjusting the calendar of paddy cultivation to increase flood retention area, and improving and developing reservoir operation for flood control. These nonstructural measures can be implemented immediately with little investment. The Vacancy Requirement Rule Curve for flood protection was proposed and tested for Pasak Jolasid reservoir. It was found that releasing water from the reservoir at the flood prevention level resulting in huge reduction of flood damage on the downstream areas (Maximum Release of 800 m3/s). The Vacancy Requirement Rule Curves were then applied to the Bhumibol and Sirikit reservoirs. The optimal operation was that the maximum release from each reservoir does not exceed 800 m3/s and the release must be reduced when the water level at Nakhon Sawan station (C.2) reaches its maximum capacity of 3,590 m3/s. These implementation can maintain sufficient water supply and reduce the flood damage from 2004 to 2013 by more than 140,000 million Baht. Nevertheless, these measures may reduce water for agriculture at the downstream of the reservoirs about 800 million cubic meters per year.
