Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศีกษาบริบท สภาพปัจจุบันและปัญหาการดำเนินงานวิสาหกิจชุมชนจังหวัดแพร่ 2) เพื่อศึกษาหลักการ ทฤษฎีเกี่ยวกับองค์ความรู้และการจัดการเชิงเครือข่ายวิสาหกิจชุมชนอย่างมีส่วนร่วมเพื่อการพัฒนาที่ยั่งยืน 3) เพื่อศึกษาและวิเคราะห์ระบบความสัมพันธ์และผลสำเร็จของการจัดการเชิงเครือข่ายที่มีต่อการพัฒนาที่ยั่งยืนของวิสาหกิจชุมชน และ 4) เพื่อเสนอองค์ความรู้ และระบบการจัดการเชิงเครือข่ายที่มีผลต่อการพัฒนาที่ยั่งยืนของวิสาหกิจชุมชนจังหวัดแพร่ เป็นการวิจัยแบบผสานวิธี ทั้งเชิงคุณภาพ ด้วยแบบสัมภาษณ์เชิงลึกและการสนทน่าเฉพะกลุ่ม วิเคราะห์ข้อมูลด้วยการพรรณนาความ และเชิงปริมาณ กลุ่มตัวอย่างได้แก่สมาชิกวิสาหกิจชุมชน จำนวน 464 ได้จากการคำนวณขนาดกลุ่มตัวอย่างของทาโร่ ยามาเน่ โดยวิธีสุ่มแบบแบ่งกลุ่ม เก็บข้อมูลโดยใช้แบบสอบถาม และทำการวิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปเพื่อการวิจัยทางสังคมศาสตร์ สถิติที่ใช้คือสถิติพื้นฐาน ผลการวิจัยพบว่า 1. บริบท สภาพปีจจุบันของ วิสาหกิจไม้แปรรูปจังหวัดแพร่เป็นเมืองไม้สัก ดำเนินอย่างเป็นรูปแบบมาอย่างยาวนาน มีการปรับกสยุทธ์ของอุตสาหกรรมไม้สักตามสภาพและสถานกรณ์บ้านเมืองที่เปลี่ยนไป จวบจนถึงปัจจุบัน ได้ชับเคลื่อนการผสิตเฟอร์นิเจอร์ไม้สักสู่ตลาดได้อย่างเป็นระบบ พัฒนาผลิตภัณฑ์ไม้สักเพิ่มมูลค่ารวมถึงการสร้างรายได้ให้กับผู้ประกอบการ และผู้ผลิตในชุมชน ทั้งขนาดกลางแสะ ขนาดเล็ก วิสาหกิจหม้อห้อมเป็นเศรษฐกิจในครัวเรือน ทำเป็นอาชีพหลักและอาชีพเสริมมีลักษณะที่เป็นการค้าขายทั้งค้าปลึกและค้าส่ง วิสาหกิจผ้าทอเมืองแพร่มีการถ่ายทอดกันจากรุ่นสู่รุ่นคือการทอผ้า ซึ่งมีมานานเป็นการทอผ้าฝ้าย ทอด้วยกี่พื้นบ้าน ส่วนใหญ่ทอเป็นผ้าซิ่นที่ใช้ในชีวิตประจำวัน และผ้าซิ่นที่ต่อตีนจก วิสาหกิจเครื่องจักสานใช้ภูมิปัญญาท้องถิ่นที่มีความรู้สร้างขึ้นด้วยกัน เรียนรู้จากกันและกัน โดยใช้วัสดุจากไม้ไผ่ มีการพัฒนารูปแบบ และมีการรวมกลุ่มกันคิดประดิษฐ์ผลิตภัณฑ์ที่หลากหลาย จึงรวมกลุ่มกันจัดตั้งเป็นกลุ่มแม่บ้านเกษตรกร และได้ยื่นจดทะเบียนเป็นกลุ่มวิสาหกิจชุมชนหัตถกรรมจักสานจากไม้ไผ่ส่วนปัญหาการดำเนินงานวิสาหกิจชุมชนจังหวัดแพร่ พบว่าปัญหาการดำเนินงานวิสาหกิจชุมชนจังหวัดแพร่ ส่วนมากเป็นปัญหาการผลิต การตลาด การออกแบบ การจำหน่าย การไม่มีศูนย์ข้อมูลแลกเปลี่ยนข่าวสาร การด้านวัสดุไม่พอเพียง 2. ความคิดเห็นของสมาชิกวิสาหกิจชุมชนจังหวัดแพร่เกี่ยวกับองค์ความรู้และการจัดการเชิงเครือข่ายวิสาหกิจชุมชนอย่างมีส่วนร่วมเพื่อการพัฒนาที่ยั่งยืน พบว่า ความคิดเห็นเกี่ยวกับองค์ความรู้และการจัดการเชิงเครือข่ายวิสาหกิจผลิตภัณฑ์ไม้แปรรูป,ผ้าทอเมืองแพร่ และเครื่องจักสานจังหวัดแพร่ เพื่อการพัฒนาที่ยั่งยืน โดยภาพรวมอยู่ในระดับมาก ส่วนองค์ความรู้และการจัดการเชิงเครือข่ายวิสาหกิจหม้อห้อมเพื่อการพัฒนาที่ยั่งยืน พบว่า ภาพรวมทุกด้านอยู่ในระดับปานกลาง 3. ผลของการศึกษาระบบความสัมพันธ์และความสำเร็จของการจัดการเชิงเครือข่ายที่มีต่อวิสาหกิจผลิตภัณฑ์ไม้แปรรูป, ผ้าทอ, หม้อห้อม และเครื่องจักสานจังหวัดแพร่เพื่อการพัฒนาที่ยั่งยืนพบว่า ยังไม่มีระบบการจัดการเครือข่ายที่ชัดเจน ยังเป็นลักษณะที่เป็นแบบต่างคนต่างดำเนินการผลิตความสัมพันธ์ยังไม่เน้นแฟ้น แต่สามารถตำเนินวิสาหกิจชุมชนไต้ค่อนข้างดี 4. ผลของการศึกษาองค์ความรู้ และระบบการจัดการเชิงเครือข่ายที่มีผลต่อการพัฒนาที่ยั่งยืนของวิสาหกิจชุมชนจังหวัดแพร่ พบว่า เป็นการจัดการเชิงเครือข่ายที่ตั้งอยู่บนพื้นฐานของเศรษฐกิจพอเพียง นำเอาวิถีวัฒนธรรมท้องถิ่นมาใช้ให้เกิดประโยชน์ นำเอาวัสดุที่มีอยู่ และบุคลากรที่อาศัยในชุมชนเข้ามามีส่วนร่วมดำเนินการในการวางแผนธุรกิจ เน้นความเอื้ออาทร ซึ่งกันในการจัดการให้มีคุณภาพชีวิตความเป็นอยู่ที่ดี หากจะทำให้การจัดการเชิงเครือช่ายเข้มแข็งสมาชิกควรเป็นผู้ดำเนินการประสานหาแนวร่วม มีจุดมุ่งหมายที่ชัดเจน มีจิตสำนึก อีกทั้งควรให้ภาครัฐ องค์กรปกครองส่วนท้องถิ่น ชุมชนและประชาชนเข้ามามีส่วนร่วมและแลกเปลี่ยน มีการสื่อสารภายในองค์กรอย่างทั่วถึงในการบริหารจัดการเพื่อให้เกิดพัฒนาอย่างยั่งยืน

Abstract: The objectives of this research were: 1) to study the present context andoperate problems of the Phrae Provincial's Community Enterprises, 2) to study theprinciples, theories about body of body of knowledge and network's management for sustainable development, 3) to study and analysis the relative systems and succeed of net work's management towards sustainable development of community enterprises and 4) to present the body of knowledge and systems of network's management towards sustainable development. It was mixed method research by using the qualitative with in-depth interview and focus group discussion and descriptive analysis. The quantitative methods used 464 samples that been the member of Phrae Provincial's Community Enterprise by using the formula of Taro Yamane and were conducted by cluster random sampling. The data were collected by using the questionnaire and analyzed by using computer program in the Social Science search for finding basic statistics. The finding of this research was as follows: 1) The present context of Phrae Provincial's lumber enterprises was a sak wood that had operated very long time. It had adjusted the strategy as followed the situation change of the country to the present time. It had driven furniture produce of sak wood to market systematically and developed sak wood production to more getting values. It had added the income to the entrepreneur and producer in the community both medium and small size. Mor Horm Fabrics's enterprise was the family business that had made main and second occupation. It was separate and sends trade. Muang Phrae Textitle's enterprise had passed on from the general to general. It was the textiles that had lone time. They had weaved with local ki. It had weaved the Thai sarone and a kind of cloth for using in the life style. Local Wickerwork Enterprises had used local wisdom for production and they learned each other by using the material from the bamboo. It had developed the model and created the various produce. They had set woman cultivated land group and registered the local wickerwork enterprises group. In term of the problem of the implementation of Phrae Provincial's Community Enterprises was found that there were about the production, market, design, distribution, had no information center and the material problems. 2) The opinions of member of community enterprise about body of body of knowledge and network's management for sustainable development of the lumber enterprises, Muang Phrae Textitle's enterprise and Local Wickerwork Enterprises were found that opinions of member of community enterprise about body of body of knowledge and network's management for sustainable development in overall were at much level. In part of opinions of member of community enterprise about body of body of knowledge and network's management for sustainable development of Mor Horm Fabrics's enterprise in overall were at medium level. 3. The result of the study and analysis the relative systems and succeed of network's management towards sustainable development of community enterprises were found that the relative systems and succeed network's management towards lumber enterprises, Muang Phrae Textitle's enterprise and Mor Horm Fabrics's enterprise for sustainable development had not more related together that was not tight related. The produce characteristic was separate but it had good completed. 4) The results of the study the body of knowledge and systems of network's management towards sustainable development were found that it was the network's management on the line of self-sufficient economy, used local culture way, helped each other by side by side, emphasized well-being. For strong network's management, the member of its should search supporting group, has clearly aim, had conscious creation. Moreover, it should has the public organization, local organization, community and people come to participate and interact, inner communicate organization in management for sustainable development.
