Abstract: งานวิจัยเรื่อง การอนุรักษ์และพัฒนาแหล่งโบราณคดีทางพระพุทธศาสนาในลุ่มแม่น้ำเลยจังหวัดเลย มีวัตถุประสงค์ (1) เพื่อศึกษาประวัติศาสตร์และความสำคัญของแหล่งโบราณคดีทางพระพุทธศาสนาในบริเวณลุ่มแม่น้ำเลย จังหวัดเลย (2) เพื่อศีกษาและวิเคราะห์แนวทางการอนุรักษ์และพัฒนาแหล่งโบราณคดีทางพระพุทธศาสนาในบริเวณลุ่มแม่น้ำเลย จังหวัดเลย โดยการมีส่วนร่วมของชุมชน และ (3) เพื่อสร้างเครือข่ายชุมชนอนุรักษ์และพัฒนาแหล่งโบราณคดีทางพระพุทธศาสนาในบริเวณลุ่มแม่น้ำเลย จังหวัดเลย ผลการศึกษาพบว่า แหล่งโบราณคดีทางพระพุทธศาสนาในลุ่มแม่น้ำเลยที่เกี่ยวข้องกับประเด็นการวิจัยมีจำนวน ๒แห่ง ซึ่งสามารถแยกเป็นกลุ่มตามลักษณะของแหล่งโบราณคดีออกเป็น 3 กลุ่ม ได้แก่ แหล่งโบราณคดีทางพระพุทธศาสนาในวัฒนธรรมทวารวดีจำนวน 1 แห่ง แหล่งโบราณคดีทางพระพุทธศาสนาในวัฒนธรรมล้านช้างจำนวน 9 แห่ง แหล่งโบราณคดีทางพระพุทธศาสนาในวัฒนธรรมร่วมรัตนโกสินทร์จำนวน 10 แห่ง ซึ่งแต่ละแห่งล้วนแต่มีพัฒนาการทางประวัติศาสตร์ที่น่าสนใจและมีความสำคัญทางด้านประวัติศาสตร์ โบราณคดีและศิลปกรรมควรแก่การอนุรักษ์และพัฒนาให้เกิดประโยชน์สูงสุดต่อไป จากการวิเคราะห์แนวทางการอนุรัษ์และพัฒนาแหล่งโบราณคดีทางพระพุทธศาสนาในบริเวณลุ่มแม่น้ำเลยพบว่า สภาพและสาเหตุปัญหาการรุกล้ำ ทำลายและละเลยการอนุรักษ์และพัฒนาแหล่งโบราณคดีทางพระพุทธศาสนาในบริเวณลุ่มแม่น้ำเลยที่สำคัญ ได้แก่ การบุกรุกทำลายด้วยความไม่เห็นคุณค่า ขาดการเอาใจใส่ของหน่วยงานที่รับผิดชอบ ความรู้เท่าไม่ถึงการณ์ ขาดความรู้ความเข้าใจเกี่ยวกับการอนุรักษ์แหล่งโบราณคดี และขาดความร่วมมือการอนุรักษ์ดูแลแหล่งโบราณคดีทางพระพุทธศาสนาของชุมชน แนวทางการอนุรักษ์และพัฒนาแหล่งโบราณคดีทางพระพุทธศาสนาในบริเวณลุ่มแม่น้ำเลยสามารถทำได้โดยความร่วมมือกันของทุกภาคส่วนซึ่งแยกออกเป็น 3 แนวทาง คือ แนวทางการอนุรักษ์และพัฒนาแหล่งโบราณคดีในระดับนโยบาย แนวทางการอนุรักษ์และพัฒนาแหล่งโบราณคดีระดับวัดและชุมชน และแนวทางการอนุรักษ์และพัฒนาแหล่งโบราณคดีระดับจังหวัดและองค์กรทางด้านวัฒนธรรม จากการสร้างเครือข่ายชุมชนอนุรักษ์และพัฒนาแหล่งโบราณคดีทางพระพุทธศาสนาในบริเวณลุ่มแม่น้ำเลย ทำให้เกิดกระบวนการทำงานเพื่อสร้างเครือข่ายเริ่มตั้งแต่ขั้นตอนการประสานงานผู้มีส่วนเกี่ยวข้อง ขั้นตอนการประชุมผู้มีส่วนเกี่ยวข้อง ขั้นตอนการคัดเลือกคณะทำงานเครือข่ายชุมชน ขั้นตอนกำหนดบทบาทหน้าที่ของคณะทำงานเครือข่ายชุมชน ซึ่งมีการนำหลักพุทธธรรม "อปริหานิยธรรม" มาประยุกต์ใช้เพื่อให้เกิดแนวทางการอนุรักษ์และพัฒนาแหล่งโบราณคดีเชิงบูรณาการ เพื่อที่จะนำพาให้แหล่งโบราณคดีทางพระพุทธศาสนาในบริเวณลุ่มแม่น้ำเลยได้รับการอนุรักษ์และพัฒนาอย่างจริงจังและยั่งยืนต่อไป"

Abstract: The research of "The Conservation and Development for Buddhist Archaeological Site in Loei River Basin, Loei Province" had objectives : (1) to study history and importance of Buddhist archaeological site in the area of Loei river basin, Loei province, (2) to study and analyze guidelines for conservation and development of Buddhist archaeological site in the area of Loei river basin, Loei province, which participation from local communities, and (3) to establish the community network of conversation and development Buddhist archaeological site in the area of Loei river basin, Loei province. The result of the study, was found 20 Buddhist archaeological site in the area of Loei river basin, which could divided to 3 groups along styles of archaeological sites ; 1 Buddhist archaeological site in the Dvaravati culture, 9 in the Lan Xang culture, and 10 in the Rattanakosin period. Each Buddhist archaeological sites had interested historical development and there were important for history, archaeology and fine arts, should be valuable for conservation and development to highest benefits. In addition,from the analysis of the path to the conservation and development for Buddhist archaeological sites in the area of Loei river basin, could found problems such as encroachment, destruction and lack of conservation, from many cause, such as the encroachment from depreciate, irresponsible of implicated institutions, ignorance-unknowing about archaeological site conservation, and lack of cooperation to conserved and observed local communities' Buddhist archaeological sites. Moreover, the path of conservation and development for Buddhist archaeological sites in Loei river basin, could do by participate from all sectors, divided to 3 levels ; path of conservation and development of archaeological sites in the state policy level, the temple and local community level, and the province level especially by cultural organizations. Finally, the establish of community networks to conservation and development for Buddhist archaeological sites in the area of Loei river basin, affected to the process of the network establish working. Starting from bring together with related persons, meeting with related persons, selected to working group of network, set the role and duty for working group of network by used the "APARIHANIYADHAMMA", a teaching of Buddha. to applied for conservation and development, by integration, for Buddhist archaeological sites in Loei river basin will be conserved earnestly and sustainable development.
