Abstract: ผลการวิจัยสรุปได้ดังนี้ การวิจัยครั้งนี้ มีวัตถุประสงค์ 3 ประการ คือ 1) เพื่อศึกษาสภาพปัญหาการบริหารจัดการค้านสาธารณสงเคราะห์ของพระสังฆาธิการ ในเขตอำเภอเมือง จังหวัดฉะเชิงเทรา 2) เพื่อศึกษากลยุทธ์การบริหารจัดการด้านสาธารณสงเคราะห์ของพระสังฆาธิการในเขตอำเภอเมือง จังห วัดฉะเชิงเทรา 3) เพื่อเสนอกลยุทธิ์ รูปแบบการบริหารจัดการด้านสาธารณสงเคราะห์ของพระสังมาธิการ ในเขตอำเภอเมือง จังหวัดฉะเชิงเทราการวิจัยครั้งนี้ ใช้ระเบียบวิธีการวิจัยเชิงคุณภาพ เก็บข้อมูลภาคสนามจากผู้ให้ข้อมูลสำคัญ ได้แก่ พระสังฆาธิการในเขตอำเภอเมือง จังหวัดฉะเชิงเทรา ผู้เชี่ยวชาญด้านการบริหาร จัดการและ ผู้เชี่ยวชาญ ด้านการสาธารณสงเคราะห์ โดยแบบเจาะจง การสัมภายณ์ ชิงลึกมีผู้ให้ข้อมูลสำคัญ จำนวน 20 รูป/คน โดยใช้แบบสัมภาษณ์ แบบมีโครงสร้างเป็นเครื่องมือในการเก็บรวบรวมข้อมูล การ สนทนากลุ่ม เฉพาะจำนวน 9 รูป/คน ใช้แบบบันทึกการสนทนากลุ่มเป็นเครื่องมือในการเก็บรวบรวม ข้อมูล และวิเคราะห์ ข้อมูลด้วยเทคนิคการวิเคราะห์ เนื้อหาประกอบบริบท ผลการวิจัยพบว่า 1. สภาพปัญหาการบริหารจัดการด้านสาธารณสงเคราะห์ของพระสังฆาธิการ ในเขตอำเภอเมือง จังหวัดฉะเชิงเทรา สามารถแยกตามลักษณะสำคัญของภารกิจการสาธารณสงเคราะห์ 4 ประการ คือ 1) ด้านการดำเนินกิจการเพื่อช่วยเหลือเกื้อกูล ได้แก่ การที่วัดหรือคณะสงฆ์ ดำเนินการเองซึ่งกิอย่างใดอย่างหนึ่งมีวัตถุประสงค์ให้เป็นสาธารณประโยชน์ 2) การช่วยเหลือเกื้อกูลกิจการของผู้อื่นเพื่อสาธารณประโยชน์ ได้แก่ การช่วยเหลือสนับสนุนส่งเสริมกิจการของรัฐหรือของเอกชนหรือผู้ใดผู้หนึ่งดำเนินการ และการนั้นเป็นไปเพื่อการสาธารณะประ โยชน์ 3) การเกื้อกูลสาธารณสมบัติสถานที่อันเป็นสาธารณสมบัติ ได้แก่ การช่วยเหลือสนับสนุนเกี่ยวกับสถานที่และวัตถุอันเป็นไป เพื่อการสาธารณะประ โยชน์ และ 4) การเกื้อกูลประชาชนหรือสรรพสัตว์ หมายถึง การช่วยเหลือประชาชนในการคอยช่วยเหลือทั้งในภาวะปกติ และกาวะประสบภัยต่าง ๆ อันเป็นไปเพื่อการสาธารณะประโยชน์ 2. กลยุทธ์การบริหารจัดการด้านสาธารณสงเคราะห์ ของพระสังฆาธิการในเขตอำเภอเมืองจังหวัดฉะเชิงเทรา มีดังนี้ 1) ค้านการดำเนินกิจการเพื่อช่วยเหลือเกื้อกูล มีจุดแข็งคือ วัดมีสถานที่รองรับการคำเนินงาน พระสังฆาธิการในพื้นที่เป็นผู้รับรู้ปัญหาที่เกิดขึ้นในชุมชนอย่างแท้จริง และคณะสงฆ์ มีนโขบายส่งเสริมการดำเนินงานด้านสาธารณสงเคราะห์ มีจุดอ่อนคือ กิจการบางประเภทขาดงบประมาณสำหรับดำเนินการ โดยต่อเนื่อง มี โอกาสคือ พุทธศาสนิกชนให้การสนับสนุนการดำเนินงานกิจการของวัด และหน่วยงานภาครั ฐให้การสนับสนุนการดำเนินงานอย่างเต็มที่ในขอบเขตที่กระทำได้ และมีอุปสรรคคือ สื่อมวลชนไม่ช่วยเผยแพร่ข่าวสารด้านสาธารณสงเคราะห์เท่าที่ควร 2) ค้านการช่วยเหลือเกื้อกูลกิจการของผู้อื่นเพื่อสาธารณประโยชน์ มีจุดแข็งคือ วัดเป็นศูนย์กลางของชุมชน และพระสังฆาธิการเป็นผู้นำทางจิตวิญญาณของคนในชุมชน มีจุดอ่อนคือขาดการประสานงานที่ดีระหว่าง วัดและหน่วยงานรัฐหรือเอกชน มี โอกาสคือ กระแสนิยมแนวคิดจิตสาธารณะของคนในสังคม และมี อุปสรรคคือ วัดหรือคณะสงฆ์มีส่วนร่วมจำกัดอยู่ในขอบเขตของผู้ให้การสนับสนุน 3) ค้านการเกื้อกูลสาธารณสมบัติสถานที่อันเป็นสาธารณสมบัติ มีจุดแข็งคือ พระสังฆาธิการเป็นผู้นำที่ดี มีจุดอ่อนคือ ขาดการปลูกฝั่งเรื่องการดูแลรักษาสาธารณสมบัติแก่ประชาชน มีโอกาสคือ พุทธศาสนิกชนบริจาคเงินในการจัดสร้างสาธารณสมบัติที่ฝ่ายสงฆ์ เป็นผู้ดำเนินการ และมีอุปสรรคคือ บุคคลหรือกลุ่มคนบุกรุกพื้นที่ที่เป็นสาธารณสมบัติเพื่อแสวงหาประ โยษน์ และ 4) ด้านการเกื้อกูลประชาชนหรือสรรพสัตว์ มีจุดแข็งคือ พระพุทธศาสนามีหลักธรรมที่เหมาะสำหรับคนทุกเพศทุกวัย และพื้นที่ของวัดเป็นเขตอภัยทาน มีจุดอ่อนคือ คณะสงฆ์ไม่มีหน่วยงานถาวรรองรับกรณีสงเคราะห์ประชาชนในภาวะประสบภัยพิบัติ มีโอกาสคือ ธรรมะเป็นที่ต้องการของคนในสังคมปัจจุบัน และมีอุปสรรคคือ กฎหมายมิได้ เอื้อให้สงเคราะห์สัตว์ได้ทุกประเภท 3. เสนอกลยุทธ์ รูปแบบการบริหารจัดการด้านสาธารณสงเคราะห์ ของพระสังฆาธิการในเขตอำเภอเมือง จังหวัดฉะเชิงเทรา ตามรายด้านของการวิจัย มีดังนี้ 1) ด้านการดำเนินกิจการเพื่อช่วยเหลือเกื้อกูล ได้แก่ การสร้างเครือข่ายภาคีความร่วมมือ 3 ฝ่าย (บ้น-วัด-รัฐ) โดยมี วัดเป็นศูนย์กลางการขับเคลื่อน บนพื้นฐานของหลักสามัดคีธรรม คือ เมตตา สังคหวัตถุ และความเป็นธรรมพร้อมทั้งเปิดโอกาสให้ทุกฝ่ายสามารถเข้าถึงข้อมูลข่าวสารที่แท้จริงได้ เน้นความเหมาะสมกับบริบทของแต่ละพื้นที่ 2) านการช่วยเหลือเกื้อกูลกิจการของผู้อื่นเพื่อสาธารณประ โยชน์ คือ การส่งเสริมบทบาทพระสังฆาธิการในฐานะผู้นำกลุ่มจิตอาสาประจำชุมชน ได้แก่ การบริหารจัดการคุณลักษณะ ด้านบุคลิกภาพของพระสังฆาธิการ การบริหารจัดการคุณลักษณะด้านเทคนิคการสร้างแรงจูงใจ และการบริหารจัดการคุณลักษณะทางด้านทักษะ ประสบการณ์ และความรู้ความสามารถ ที่สัมพันธ์กับงานสาธารณสงเคราะห์ 3) ค้านการเกื้อกูลสาธารณสมบัติสถานที่อันเป็นสาธารณสมบัติคือการจัดตั้งกองทุนดูแลรักษาสาธารณสมบัติ โดยมีพระสังฆาธิการเป็นแกนนำในการรับบริจากจากพุทธศาสนิกชนในพื้นที่ การตั้งกองทุนให้เป็นไปใน ลักษณะทุนนิธิโดยมีผู้ดูแลในรูปแบบของคณะกรรมการที่ประกอบด้วยตัวแทนฝ่ายคณะสงฆ์ ฝ่ายบ้านเมือง และประชาชนในชุมชนนั้นๆโดยการนำเงินในกองทุนไปใช้ เข้นการการซ่อมแซมหรือบำรุงรักยาสาธารณสมบัติของชุมชนให้อยู่ในสภาพดี และการจัดกิจกรรมการอบรมเยาวชนให้มีจิตสำนึกรักและหวงแหนสาธารณสมบัติของชุมชนเป็นสำคัญ และ 4) ค้านการเกื้อกูลประชาชนหรือสรรพสัตว์ คือ การจัดตั้งศูนย์บำบัดสภาพจิตใจแก่ผู้ยากไร้และผู้ประสบภัยพิบัติ โดยใช้พื้นที่ของวัด เป็นที่ตั้งศูนย์ฯ มีโกรงสร้างการบริหารในรูปแบบของคณะกรรมการร่วมระหว่างผู้มีส่วนเกี่ยวข้องทุกฝ่าย มีแผนปฏิบัติการรองรับ กรณีเกิดภัยพิบัติกะทันหัน มีรูปแบบของการดำเนินงานหลัก คือ กิจกรรมการเยียวยาด้านจิตใจ โดยให้พระสงฆ์ปฏิบัติงานร่ วมกับบุคลากรจากกรมประชาสงเคราะห์ และให้ สามารถลงปฏิบัตินอกพื้นที่เพื่อบำบัดสภาพจิตใจแก่ผู้ยากไร้และผู้ประสบภัยพิบัติที่ไม่สามารถเดิน ทางเข้ารับบริการได้ คำสำคัญ : กลยุทธ์, การบริหารจัดการ, สาธารณะสงเคราะห์
