Abstract: การวิจัยเรื่อง กลยุทธ์การพัฒนาห้องสมุดประชาชน “เฉลิมราชกุมารี” อำเภอสามพราน ยุค 4.0 มีวัตถุประสงค์ 1) เพื่อศึกษาความต้องการและความคาดหวังของผู้ใช้บริการต่อห้องสมุดประชาชนฯ ยุค 4.0 2) เพื่อสร้างกลยุทธ์การพัฒนาห้องสมุดประชาชนฯ ยุค 4.0 และ 3) เพื่อนำเสนอกลยุทธ์การพัฒนาห้องสมุดประชาชน “เฉลิมราชกุมารี” อำเภอสามพราน ยุค 4.0 เป็นการวิจัย เชิงคุณภาพ โดยการเก็บข้อมูลจากการสัมภาษณ์เชิงลึก จากผู้ให้ข้อมูลสำคัญ จำนวน 12 รูป/คน และการสนทนากลุ่มเฉพาะ จำนวน 7 คน วิเคราะห์เนื้อหาโดยใช้วิธีเทคนิคสามเส้า เขียนบรรยาย เชิงพรรณนา ผลการวิจัยพบว่า 1. ความต้องการและความคาดหวังของผู้ใช้บริการต่อห้องสมุดประชาชน “เฉลิมราชกุมารี” อำเภอสามพราน ยุค 4.0 คือ มีสภาพแวดล้อมที่สวยงาม สะอาด ปลอดภัย มีทรัพยากรหลากหลายเหมาะกับทุกช่วงวัย นำเทคโนโลยีสารสนเทศสมัยใหม่รองรับการให้บริการ จัดหาสิ่งอำนวยความสะดวกให้ผู้บริการ และจัดกิจกรรมในห้องสมุดเพื่อให้การเกิดมีส่วนร่วม เน้นส่งเสริมการใช้เวลาว่างให้เป็นประโยชน์ เพื่อให้เป็นไปตามวัตถุประสงค์ของห้องสมุด 2. กลยุทธ์การพัฒนาห้องสมุดประชาชน “เฉลิมราชกุมารี” อำเภอสามพราน ยุค 4.0 โดยการวิเคราะห์จุดแข็ง, จุดอ่อน, โอกาส, อุปสรรค และสร้างกลยุทธ์ใหม่ เพื่อพัฒนา 5 ด้าน ได้แก่ 1) ด้านกายภาพ 2) ด้านบุคลากร 3) ด้านการบริการและกิจกรรม 5) ด้านทรัพยากรสารสนเทศ 5) ด้านเทคโนโลยีสารสนเทศ 3. นำกลยุทธ์การพัฒนาห้องสมุดประชาชน “เฉลิมราชกุมารี” อำเภอสามพราน ยุค 4.0 ดำเนินงานสู่เกณฑ์มาตรฐานห้องสมุดประชาชน 1) ด้านปรัชญา พันธกิจ และวัตถุประสงค์ มีส่วนร่วมจากหลายภาคส่วน 2) ด้านการบริหาร ยึดหลักความยืดหยุ่น 3) ด้านความร่วมมือและเครือข่าย จัดกิจกรรมและใช้ทรัพยากรท้องถิ่น 4) ด้านงบประมาณ มีการสนับสนุนจากภาครัฐ ควรมีการขอรับบริจาคและระดมทุนแหล่งอื่น 5) ด้านทรัพยากรและสารสนเทศ จัดหาทรัพยากรสารสนเทศหลากหลายรูปแบบ 6) ด้านบริการ มีบริการพื้นฐานทั้งเชิงรุกและเชิงรับ 7) ด้านบุคลากร มีระบบ การบริหารตามกลไกและกระบวนการปฏิบัติงาน 8) ด้านอาคาร สถานที่ ตั้งอยู่ในพื้นที่ที่เหมาะสม การคมนาคมสะดวก มีวัสดุครุภัณฑ์ที่จำเป็น และ 9) ด้านการสื่อสาร มีการจัดกิจกรรมที่หลากหลาย

Abstract: The study entitled “Strategies for the Development of the Chalerm Ratchakumaree Public Library in Sampran District in the 4.0 Era” consisted of the following objectives: 1) to investigate the needs and expectations of public library users in the 4.0 era; 2) to create the strategies for the development of the public library in the 4.0 era; and 3) to present the strategies for the development of the Chalerm Ratchakumaree public library in Sampran District in the 4.0 era. The study applied a qualitative research method by collecting data via in-depth interviews with 12 key informants and focus group discussion with 7 persons. The obtained data were analyzed by triangulation technique and presented using explanatory and descriptive approaches. From the study, the following results are found: 1) The needs and expectations of users of Chalerm Ratchakumaree public library in Sampran District in the 4.0 era are as follows: beautiful, clean, and safe environment with a variety of resources for people of all ages; the application of modern information technology to meet the needs of service and facility users; the arrangement of activities at the library to encourage user engagement; the emphasis is on encouraging individuals to use their leisure time productively. All of this is in accordance with the library's goals. 2) Strategies for the development of Chalerm Ratchakumaree public library in Sampran District in the 4.0 era are based on SWOT analysis, which identifies strengths, weaknesses, opportunities, and threats, resulting in new strategies for developing the following five aspects: (1) physical aspect; (2) personnel aspect; (3) service and activity aspect; (4) information resources; and (5) information technology. 3) The strategies for the development of the Chalerm Ratchakumaree public library in Sampran District in the 4.0 era are implemented according to the public library standards as follows: (1) philosophy, mission, and goals with participation from many sectors; (2) flexibility-based administration; (3) collaboration and network in arranging activities and using local resources; (4) budget with the support from the government, including donation and fundraising from other sources; (5) a variety of information resources; (6) basic services both proactive and passive; (7) personnel under systematic administration according to the mechanism and operational process; (8) buildings and venues in appropriate locations, accessible transportation, and necessary equipment; and (9) communication with a variety of activity. As a result, the development of the Chalerm Ratchakumaree public library in Sampran District in the 4.0 era must examine the guidelines for budget support from the public and private sectors in order to promote efficient operations and meet public library standards.
