Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาการดำเนินงานของโรงเรียนผู้สูงอายุเทศบาลเมืองเขลางค์นคร อำเภอเมือง จังหวัดลำปาง 2) เพื่อศึกษากิจกรรมการพัฒนาคุณภาพชีวิตผู้สูงอายุของโรงเรียนผู้สูงอายุเทศบาลเมืองเขลางค์นคร อำเภอเมืองจังหวัดลำปาง 3) เพื่อเสนอรูปแบบการพัฒนาคุณภาพชีวิตผู้สูงอายุของโรงเรียนผู้สูงอายุเทศบาลเมืองเขลางค์นคร อำเภอเมือง จังหวัดลำปาง ใช้วิธีวิจัยแบบเชิงคุณภาพ ทำการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลสำคัญ จำนวน 15 รูป/คน ทำการสนทนากลุ่มเฉพาะ จำนวน 10 รูป/คน วิเคราะห์ข้อมูลแบบอรรถาธิบายและพรรณนา ผลการวิจัยพบว่า 1. การดำเนินงานของโรงเรียนผู้สูงอายุเทศบาลเมืองเขลางค์นคร อำเภอเมือง จังหวัดลำปาง คณะผู้บริหารเทศบาลได้มอบหมายให้กองสวัสดิการสังคม เป็นหน่วยงานรับผิดชอบ ดำเนินการจัดตั้ง วางรูปแบบแนวทางและศึกษาข้อมูล มอบหมายงาน จัดหาบุคลากร และงบประมาณในการดำเนินงาน มีการวางแผนรายละเอียดกิจกรรม และจัดทำโครงการพร้อมรายละเอียดต่าง ๆ ประชุมผู้ที่เกี่ยวข้องเพื่อวางแผนขั้นตอนในการดำเนินงาน ระเบียบข้อบังคับ ของโรงเรียนผู้สูงอายุเทศบาลเมืองเขลางค์นคร อำเภอเมือง จังหวัดลำปาง 2. กิจกรรมการพัฒนาคุณภาพชีวิตผู้สูงอายุของโรงเรียนผู้สูงอายุเทศบาลเมืองเขลางค์นคร อำเภอเมือง จังหวัดลำปาง พบว่ามี ๖ กิจกรรม ดังนี้ 1) กิจกรรมอบรมให้ความรู้แก่ผู้สูงอายุ 2) กิจกรรมด้านพระพุทธศาสนา 3) กิจกรรมด้านคุณธรรมและจริยธรรม 4) กิจกรรมการดูแลรักษาสุขภาพผู้สูงอายุ 5) กิจกรรมการส่งเสริมด้านอาชีพและการส่งเสริมภูมิปัญญาท้องถิ่น 6) กิจกรรมด้านนันทนาการ 3. รูปแบบการพัฒนาคุณภาพชีวิตผู้สูงอายุของโรงเรียนผู้สูงอายุเทศบาลเมืองเขลางค์นคร อำเภอเมือง จังหวัดลำปาง พบว่าผู้ที่ให้ข้อมูลเกี่ยวกับรูปแบบการพัฒนาคุณภาพชีวิตผู้สูงอายุของโรงเรียนผู้สูงอายุเทศบาลเมืองเขลางค์นคร อำเภอเมือง จังหวัดลำปาง มีทั้งหมด 5 ด้าน ดังนี้ 1) ด้านการดำเนินงานกิจกรรมของผู้สูงอายุ 2) ด้านคุณภาพของผู้สูงอายุ 3) ด้านการพัฒนาคุณภาพผู้สูงอายุ 4) ด้านโรงเรียนผู้สูงอายุ 5) ด้านการมีส่วนร่วม ดังนั้น รูปแบบการพัฒนาคุณภาพชีวิตผู้สูงอายุของโรงเรียนผู้สูงอายุเทศบาลเมืองเขลางค์นคร อำเภอเมือง จังหวัดลำปาง ในการดำเนินงานเทศบาลสนับสนุนบุคลากรและงบประมาณ โดยมีกองสวัสดิการสังคมดูแลรับผิดชอบ มีการวางแผนและจัดทำโครงการต่าง ๆ เพื่อพัฒนาคุณภาพชีวิตผู้สูงอายุ คือ ด้านกิจกรรมของผู้สูงอายุ ด้านคุณภาพชีวิตของผู้สูงอายุ ด้านการพัฒนาคุณภาพผู้สูงอายุ ด้านโรงเรียนผู้สูงอายุ และด้านการมีส่วนร่วม โดยมีการพัฒนาคุณภาพชีวิตผู้สูงอายุผ่าน 6 กิจกรรม คือ กิจกรรมด้านการให้ความรู้แก่ผู้สูงอายุ กิจกรรมด้านพระพุทธศาสนา กิจกรรมด้านคุณธรรมและจริยธรรม กิจกรรมการดูแลรักษาสุขภาพผู้สูงอายุ กิจกรรมด้านอาชีพเสริม และกิจกรรมด้านนัทนาการ

Abstract: The study consisted of the following objectives: 1) to investigate the operation of the elderly school in Khelang Nakhon Municipality, Mueang District, Lampang Province; 2) to explore activities for developing the quality of life for the elderly in Khelang Nakhon Municipality’s elderly school, Mueang District, Lampang Province; and 3) to present a model of developing the quality of life for the elderly in Khelang Nakhon Municipality’s elderly school, Mueang District, Lampang Province. The study used a qualitative research technique, with data collected through in-depth interviews with 15 key informants and focus group discussions with 10 persons. Explanatory and descriptive approaches were used to analyze the obtained data. From the study, the following results are found: 1) From investigating the operation of the elderly school in Khelang Nakhon Municipality, Mueang District, Lampang Province, it is found that the municipal administrators have delegated responsibility to the Social Welfare Division for establishing and planning guidelines, studying information, assigning tasks, acquiring personnel and budget, planning activities and projects, organizing meetings with stakeholders to develop action plans, and establishing regulations of Khelang Nakhon Municipality’s elderly school, Mueang District, Lampang Province. 2) From exploring activities for developing the quality of life for the elderly in Khelang Nakhon Municipality’s elderly school, Mueang District, Lampang Province, it is revealed that there are 6 activities including (1) training to provide knowledge for the elderly; (2) Buddhist activities; (3) moral and ethical activities; (4) activities for health care of the elderly; (5) activities to promote occupation and local wisdom; and (6) recreational activities. 3) A model of developing the quality of life for the elderly in Khelang Nakhon Municipality’s elderly school, Mueang District, Lampang Province consists of 5 aspects including: (1) the operation of activities for the elderly; (2) quality of life of the elderly; (3) quality of life development for the elderly; (4) elderly school; and (5) participation. As a result, a model of developing the quality of life for the elderly in Khelang Nakhon Municipality’s elderly school, Mueang District, Lampang Province A model helps the municipality run by supporting the budget and personnel that are under the responsibility of the Social Welfare Division. Plans and projects have been established to improve the elderly's quality of life in various aspects including activities for the elderly, quality of life of the elderly, quality of life development for the elderly, elderly school, and participation. There are 6 activities to improve the elderly’s quality of life including training to provide knowledge for the elderly, Buddhist activities, moral and ethical activities, activities for health care of the elderly, activities to promote occupation and local wisdom, and recreational activities.
