Abstract:
The objectives of this research were 1) to study the problems and impacts
of natural disasters in the community and 2) to study the management of natural
disasters in the community and 3) to guide the prevention, correction and
development of natural disaster management in the community by using the
qualitative research with 29 participants, including depth interviews with group
samples of 2 Buddhist hill tribe volunteers, 5 officers of Banchan subdistrict
Municipality, 4 members of subdistrict administrative organization, 6 members of
assistant and village headmen, and with 6 of committees and representatives of
community.
The research results were found as follows.
1. Problems and impacts of natural disasters in the community showed
that in the rainy season, the average rainfall was 1,225 millimeters per year. It made
agricultural impacts, especially rice fields, vegetables. There is no fire in the village. In
the summer season, it has experienced with the summer storms which occur every
year. In drought or dehydration, the villagers were faced with lack of water in the
pond, no drinking water in summer and they cannot grow vegetables. In winter, it is
cold and has a temperature of about three degrees Celsius. In order to we found the
traffic accident especially construction of a road, a waterway, traffic sign or directions
are not clear.
2. Disaster management in the community found that Banchan sub district
administrative organization have strategic management and budget allocation to be
avoided the public risk of both villages. There is monthly meeting to announce and
explain the disaster management in each season. In addition the officers have
provided knowledge, training, methods and techniques to villagers. There is
organization or committee to response when a disaster occurs by coordinating with
Banchan sub district administrative, district office municipality, district hospital, sub
district health promotion hospital. These organizations will provide and support the
accommodation and other facilities in case of emergency situation.
3. The proposed natural disaster management guidelines of the community
found that the government should have a written order or instructions to prepare in
advance for disasters. The relevant agencies should provide disaster prevention
knowledge to the community every year. The government should prepare the staffs,
equipment and medicines and also develop the volunteer to manage with natural
disasters. There should be a committee of the village committee to monitor and
follow up. Disaster management should focus on the community as a contributor to
crisis and should expand cooperation from agencies and organizations. There should
be rules that focus on helping those who suffer justly according to the condition of
the damage. Local government officials should be consulted on the structure of
each house and provide knowledge about household waste management.
