Abstract: การวิจัยครั้งนี้ ศึกษานโยบายการบริหารจัดการทรัพยากรน้ำเพื่ออุตสาหกรรมและการท่องเที่ยวในจังหวัดชลบุรี ผู้วิจัยได้กำหนดวิธีการศึกษาโดยใช้การวิจัยเชิงผสม โดยนำวิธีการวิจัยเชิงปริมาณและเชิงคุณภาพ เข้ามาใช้ในการวิจัยด้วยหลักผสมผสานอย่างเท่าเทียมกัน เป็นการศึกษายุทธศาสตร์ของการบริหารจัดการน้ำของภาครัฐและภาคเอกชน วมถึงประชาชน มีส่วนร่วมอย่างไรในการบริหารจัดการทรัพยากรน้ำเพื่ออุตสาหกรรมและการท่องเที่ยวในจังหวัดชลบุรี กลุ่มตัวอย่างในการตอบแบบสอบถาม ได้แก่ ผู้ประกอบการอุตสาหกรรม นักท่องเที่ยว และประชาชนทั่วไปที่อาศัยอยู่ในบริเวณในพื้นที่อุตสาหกรรมและแหล่งท่องเที่ยว จำนวน 400 คน ซึ่งในการเก็บรวบรวมข้อมูลเกี่ยวกับสถานการณ์และสภาพปัญหาการใช้ทรัพยากรน้ำรวมถึงกระบวนการบริหารจัดการทรัพยากรน้ำของกลุ่มผู้มีส่วนได้เสียจากการใช้ทรัพยากรน้ำในพื้นที่จังหวัดชลบุรี ผู้วิจัยได้ใช้กระบวนการมีส่วนร่วม การสอบถาม การสัมภาษณ์ การสนทนากลุ่ม และแบบสำรวจความคิดเห็น เพื่อเก็บรวบรวมข้อมูลสถานการณ์และสภาพปัญหาด้านทรัพยากรน้ำ ผลการศึกษาพบว่า ปัญหาด้านทรัพยากรน้ำที่เกิดขึ้นในพื้นที่จังหวัดชลบุรี ประกอบด้วยปัญหาจากการใช้ทรัพยากรน้ำ และปัญหาที่เกิดจากกระบวนการบริหารจัดการของกลุ่มผู้มีส่วนได้เสียจากการใช้ทรัพยากรน้ำในพื้นที่ลุ่มน้ำ ซึ่งปัญหาจากการบริหารจัดการที่สำคัญ ได้แก่ ปัญหาความขัดแย้งในการจัดการปัญหา การขาดการมีส่วนร่วม และปัญหาการบริหารจัดการที่ขาดการบูรณาการร่วมกัน โดยปัจจัยที่นำไปสู่การบริหารจัดการทรัพยากรน้ำแบบบูรณาการในครั้งนี้ ได้แก่ (1) ข้อตกลงร่วมกันในพื้นที่ลุ่มน้ำ (2) วัฒนธรรมภูมิปัญญาและการจัดการทรัพยากรน้ำโดยชุมชน (3) การมีส่วนร่วมของผู้มีส่วนได้เสียจากการใช้ทรัพยากรน้ำ (1) กฎหมายระเบียบข้อบังคับที่สอดคล้องกันตลอดทั้งลุ่มน้ำ (5) หลักคุณธรรมจริยธรรมและหลักธรรมาภิบาล (6) องค์กรหรือหน่วยงานหลักในการบูรณาการ (7) มาตรการและแรงจูงใจในการบริหารจัดการน้ำ (8) ระบบการศึกษาและกระบวนการสร้างความรู้ความเข้าใจ (9) แผนการบริหารจัดการทรัพยากรน้ำแบบบูรณาการ และ (10) ระบบฐานข้อมูลที่สนับสนุนการจัดการทรัพยากรน้ำ ทั้งนี้ได้ทำการศึกษานโยบายการบริหารจัดการทรัพยากรน้ำ ได้อาศัยกระบวนการมีส่วนร่วมกระบวนการแก้ปัญหาความขัดแย้ง และกระบวนการ เจรจาต่อรองระหว่างกลุ่มผู้มี ส่วนได้เสียจากการใช้ทรัพยากรน้ำพื้นที่อุตสาหกรรมและการท่องเที่ยวในจังหวัดชลบุรี โดยผลของกระบวนการนำไปสู่การกำหนดนโยบาย พิจารณาแนวทางการบริหารจัดการ และแก้ปัญหาร่วมกัน เพื่อให้การแก้ปัญหาตรงกับความต้องการที่แท้จริงในพื้นที่ลุ่มน้ำ รวมทั้งเป็นการสนับสนุนและเปิดโอกาสให้ผู้มีส่วนได้เสียจากการใช้ทรัพยากรน้ำในพื้นที่ลุ่มน้ำได้เข้ามาบริหารจัดการทรัพยากรน้ำอย่างเป็นรูปธรรมมากยิ่งขึ้น จากนั้นนำเสนอความต้องการของผู้มีส่วนได้เสียในพื้นที่ลุ่มน้ำไปยังภาครัฐโดยองค์กรหลักที่จัดตั้งขึ้นจะทำหน้าที่เป็นองค์กรที่บูรณาการทรัพยากรการบริหารจัดการและเชื่อมโยงการทำงานร่วมกันระหว่างภาครัฐกับภาคประชาชนให้เกิดความสอดคล้อง ประกอบกับการสร้างระบบเครือข่ายการจัดการทรัพยากรน้ำโดยชุมชน ซึ่งจะนำไปสู่การแก้ปัญหาที่ยั่งยืนโดยระบบเครือข่ายนี้จะนำไปสู่การปฏิบัติที่เห็นผลชัดเจน เป็นรูปธรรม และสามารถบริหารจัดการทรัพยากรน้ำเพื่ออุตสาหกรรมและการท่องเที่ยวในจังหวัดชลบุรี ทั้งในมิติด้านสังคม วัฒนธรรม ด้านเศรษฐกิจการท่องเที่ยวและด้านทรัพยากรธรรมชาติ โดยจะสามารถเชื่อมโยงความสำเร็จในระดับบุคคลรวมถึงระดับชุมชนในพื้นที่ลุ่มน้ำได้อย่างเหนียวแน่นและยั่งยืน เกิดเป็นเครือข่ายที่ค่อย ๆ ขยายใหญ่ขึ้นและครอบคลุมพื้นที่ลุ่มน้ำได้ในที่สุด ตามระบบเครือข่ายที่ได้กำหนดไว้ อีกทั้งเป็นการเพิ่มประสิทธิภาพในการแก้ปัญหาด้นทรัพยากรน้ำ ตอบสนองความต้องการของประชาชนนำไปสู่การบริหารจัดการทรัพยากรน้ำได้อย่างยั่งยืนในพื้นที่อุตสาหกรรมและแหล่งท่องเที่ยวและลุ่มน้ำอื่น ๆ ต่อไปมีข้อเสนอแนะ คือ กำหนดนโยบายให้สอดคล้องกับปัญหาของแต่ละพื้นที่ การปรับปรุงกฎหมายและระเบียบที่เกี่ยวข้องกับทรัพยากรน้ำให้ทันสมัยและเอื้อให้ชุมชนสามารถจัดการทรัพยากรน้ำได้โดยชุมชน เพื่อประโยชน์ต่อชุมชนส่วนรวมและการเสนอนโยบายให้รัฐบาลสนับสนุนความรู้ ความเข้าใจกับประชาชนในการใช้ทรัพยากรน้ำอย่างยั่งยืน"

Abstract: This research Study water resource management policy for industry and tourism in Chonburi province The researchers formulated a method of study using mixed research, using quantitative and qualitative research methods.
