Abstract:
This research has two objectives: 1) to study the condition of leadership skills in the 21st century and 2) to find the guidelines for development of the 21st century leadership skills of school administrators based on the Tuthiyapaphanikhasutta in Fah Udom cluster under Nakhon Sawan primary education service area office 3. The research populations were 164 government teachers and educational personnel from 23 schools in Fah Udom cluster under Nakhon Sawan primary education service area office 3. The mixed method was used by collecting data 5 rating scale questionnaires and by interviewing with 7 key informants with semi-structured interviewing form to find the guideline for development of the 21st century leadership skills for school administrators based on the Tuthiyapaphanikhasutta. The data analysis statistics were frequency distributions percentage, mean and standard deviation.
The results of the research showed that:
1) the four aspeacts of overall leadership skills were at a high level, in descending order as follows; vision skills, cooperation skills, communication skills and creative skills.
2)guidelines for developing the 21st century leadership skills for school administrators based on the Tuthiyapaphanikhasutta were as follows: 1) Vision skills, school Administrators should look to the future they want to happen for the organization and motivate members of the organization to look at the same goals, same purpose and have solidarity.
2) Creative skills, school administrators must analyze strengths, weaknesses, problems and obstacles in order to provide information for the implementation of the organization in the future. Giving subordinates the opportunity to present their work or practice without blame when mistakes occur then suggestions, improvements, and bug fixes to enable further development. Develop a well-rounded body of knowledge and practice to master it. 3)Communication skills, school administrators should keep seeking new knowledge, learning speech and language usage so that they can communicate to everyone in the organization for the same direction. 4)Cooperation skills, school administrators should have good human relations principles so as to be able to rely on others from that good relationship, reducing conflicts in the organization, building common beliefs, values and expectations, work with honesty and can be traceable.
