Abstract: การวิจัยเรื่อง รูปแบบการสร้างเครือข่ายหมู่บ้านรักษาศีล 5 เพื่อการพัฒนาคุณภาพชีวิต ของประชาชนจังหวัดนครราชสีมา มีวัตถุประสงค์เพื่อ 1) วิเคราะห์หลักการทำงานของเครือข่ายหมู่บ้านรักษาศีล 5 ในจังหวัดนครราชสีมา 2) วิเคราะห์ความสัมพันธ์เชิงเครือข่ายแบบบูรณาการภารกิจเพื่อการพัฒนาคุณภาพชีวิตของประชาชนหมู่บ้านรักษาศีล 5 ในจังหวัดนครราชสีมา 3) นำเสนอรูปแบบการสร้างเครือข่ายหมู่บ้านรักษาศีล 5 เพื่อการพัฒนาคุณภาพชีวิตของประชาชนจังหวัดนครราชสีมา ระเบียบวิธีวิจัยเป็นการวิจัยแบบผสมผสานวิธี การวิจัยเชิงปริมาณเก็บข้อมูลจากกลุ่มตัวอย่าง จำนวน 400 คน การวิจัยเชิงคุณภาพ เก็บข้อมูลจากผู้ให้ข้อมูลจากการสัมภาษณ์ จำนวน 25 รูป/คน ผู้ให้ข้อมูลจากการสนทนากลุ่มเฉพาะ จำนวน 10 รูป/คน เก็บรวบรวมข้อมูลโดยใช้แบบสอบถาม แบบสัมภาษณ์แบบมีโครงสร้าง การวิเคราะห์ข้อมูลเชิงปริมาณ สถิติที่ใช้ คือ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน การวิเคราะห์ข้อมูลเชิงคุณภาพ วิเคราะห์ข้อมูลที่ได้จากเอกสาร การสัมภาษณ์เชิงลึก ใช้วิธีการวิเคราะห์ข้อมูลแบบอรรถาธิบายและพรรณนาความ ผลการวิจัยพบว่า 1. หลักการทำงานของเครือข่ายหมู่บ้านรักษาศีล 5 ในจังหวัดนครราชสีมา เป็นเครือข่ายของคณะสงฆ์จังหวัดนครราชสีมา สำนักงานพระพุทธศาสนาจังหวัดนครราชสีมา หมู่บ้าน/ชุมชน จังหวัดนครราชสีมา ได้ยึดหลักการทำงานภายใต้ระเบียบ กฎเกณฑ์ ตามแนวทางการขับเคลื่อนโครงการหมู่บ้านรักษาศีล 5 ประกอบด้วย 1) หลักการการมีส่วนร่วมทุกภาคส่วน 2) หลักการจัดกิจกรรมส่งเสริมการรักษาศีล 5 3) หลักการการติดตามและการประเมินผล 2. ความสัมพันธ์เชิงเครือข่ายแบบบูรณาการภารกิจเพื่อการพัฒนาคุณภาพชีวิตของประชาชนหมู่บ้านรักษาศีล 5 ในจังหวัดนครราชสีมา มีลักษณะความสัมพันธ์ 3 อย่าง ได้แก่ 1) ความสัมพันธ์เครือข่ายเชิงอำนาจหน้าที่ เป็นเครือข่ายการทำงานบูรณาการภารกิจที่มีความสัมพันธ์ เชื่อมโยง ในการทำงานร่วมกัน ตามหน้าที่รับมอบหมาย 2) ความสัมพันธ์เครือข่ายเชิงพื้นที่ เป็นเครือข่ายการทำงาน ที่มีความสัมพันธ์ เชื่อมโยงพื้นที่แต่ละแห่ง ในจังหวัดนครราชสีมา ภายใต้พื้นที่การปกครอง 32 อำเภอ มาทำงานร่วมกัน 3) ความสัมพันธ์เชิงประเด็น เป็นความสัมพันธ์ของเครือข่ายการทำงาน ที่ได้นำเอาโครงการหมู่บ้านรักษาศีล 5 มาเป็นประเด็นหลักในการขับเคลื่อนลงไปสู่พื้นที่การทำงานระดับหมู่บ้าน วัด ชุมชน องค์กร หน่วยงาน สถานศึกษา เพื่อจัดกิจกรรมตามประเด็นที่ได้กำหนดไว้ มีขั้นตอนดังนี้ 1) สร้างความตระหนัก และรวมตัวเป็นเครือข่าย 2) สร้างพันธกรณี และการบริหารเครือข่ายหมู่บ้านรักษาศีล 5 3) พัฒนาความสัมพันธ์ของเครือข่ายหมู่บ้านรักษาศีล 5 4) รักษาความสัมพันธ์ และความต่อเนื่องของเครือข่ายหมู่บ้านรักษาศีล 5 3. นำเสนอรูปแบบการสร้างเครือข่ายหมู่บ้านรักษาศีล 5 เพื่อการพัฒนาคุณภาพชีวิตของประชาชนจังหวัดนครราชสีมา อาศัยการสร้างเครือข่ายการดำเนินงานภายใต้อำนาจหน้าที่ ประเด็น นำไปสู่การบูรณาการร่วมกันของหมู่บ้านในพื้นที่เดียวกัน หรือต่างพื้นที่ เกิดการดำเนินงานร่วมกัน ทั้งนี้เพราะรูปแบบการสร้างเครือข่ายพลังพลวัตหมู่บ้านรักษาศีล 5 อาศัยความสัมพันธ์ระหว่างบ้าน วัด โรงเรียน มีการนำประสบการณ์ ทรัพยากรของแต่ละสมาชิกเครือข่าย ความเป็นพันธมิตร กัลยาณมิตร นำไปสู่พลังของเครือข่ายสร้างความเปลี่ยนแปลง พัฒนาคุณภาพชีวิตประชาชน ลดปัญหาความขัดแย้ง ลดรายจ่าย มีรายได้มั่นคง ประชาชนมีสุขภาพดีขึ้น จากการปฏิบัติตามหลักศีล 5

Abstract: The research titled “The model of networking of the five precepts observing village for improving people’s quality of life in Nakhon Ratchasima Province” has three objectives, namely, i) to analyze the working principles of network of the five precepts observing village, ii) to analyze correlation of the networking that integrated the tasks to improve quality of life for people in the five precepts observing village, iii) to present the model of networking of the five precepts observing village for improving people’s quality of life. Mixed methodology i.e. quantitative and qualitative research, was employed in this study. The quantitative research was used for data collection from sampling group of 400 respondents through questionnaires and the qualitative research was conducted for data gathering from 25 key informants by the structured interview, The statistical techniques used are frequencies, percentage, mean and standard deviation The research result was found that: 1. The working principles of network of the five precepts observing village in Nakhon Ratchasima province revealed that the network of Provincial Buddhist Sanghas in Nakhon Ratchsima, Provincial Buddhist Office of Nakhon Ratchasima, Village / community in Nakhon Ratchasima, have taken the principles of working under the rules followed the five precepts observing village project. It consists of i) principles of participation in all sectors, ii) principles of activities to promote the five precepts, and iii) principles of monitoring and evaluation. 2. Relationships of the networking that integrated the tasks for improving People’s Quality of Life for people in the five precepts observing village in Nakhon Ratchasima province showed that i) relationship of authority is the networking by integrating that tasks and participation that assigned, ii) correlation of regional is operate according to administrative conditions of 32 districts with Provincial Buddhist Monks Hierarchy in Nakhon Ratchsima, Provincial Buddhist Office of Nakhon Ratchasima, Village/Community has established their networking of five precepts observing. It is administration of regional, iii) correlation of issue; has plan, operate, assist, support, monitor the evaluation by their interested issue and lead to working in village, temple, community, organization, section, education institute to provide the activity accordance with determined issue. There are four steps as follows: i) principle of realization and participation as the network, ii) principle of creating the obligations and managing the networking of five precepts observing village, iii) principle of relationship development of the networking of five precepts observing village, and iv) principle of keeping in the relationship and continuing the networking of five precepts observing village. 3. With regard to presentation of the model of networking the five precepts observing village for improving people’s quality of life in Nakhon Ratchasima province indicated that: the establishment of a network operating under the authority and the issue leading to the integration of villages in the same area or different area for co-operation. The model of dynamics networking of the five precepts village relies on the relationship of home, temple and school, experience, each member's network resources, alliance and a good friend for leading to the power of change networking to improve people's quality of life, reduce conflicts, reduce expenses, to have a stable income, people are healthier by the practice or observation of the five precepts.
