Abstract:
This thesis aimed to 1) study garbage management, 2) develop consciousness in garbage management, and 3) promote participatory garbage management of San Sali Subdistrict, Wiang Pa Pao District, Chiang Rai Province. This study was qualitative research with spatial and document analysis.
According to the result of the study:
From garbage management of San Sali Subdistrict, Wiang Pa Pao District, Chiang Rai Province, it was found that people in San Sali Subdistrict, Wiang Pa Pao District, Chiang Rai Province reduced the use of foam and plastic. These materials became hazardous garbage in the community and created health problems. Moreover, using foam and plastic containers was likely to create health issues as carcinogens. People were able to reduce garbage under the concept of reduce garbage to zero by starting at themselves, use cloth bags instead of plastic bags, use personal bottles and glasses, use reusable and washable utensils, think before use any resources, and promote the use of natural materials in daily life. When there was some garbage, people separated waste before disposing, disposed different kinds of garbage in the right color bins, and managed garbage under 7R principles; rethink (change the way of thinking and use natural materials), reduce (reduce resources in order to dispose least garbage), reuse (use things more frequently before disposing), recycle (separate waste and transform to new products with benefits), repair (extend product life cycle before disposing), reject (reject single-use products and non-eco-friendly products), and return (plant more trees to increase green space to the earth).
For consciousness development in garbage management of San Sali Subdistrict, Wiang Pa Pao District, Chiang Rai Province, it was found that people focused on dealing with the origin of garbage for sustainable management. This started from garbage separation before disposing in order to reduce household waste, and promote value increasing or waste processing. As a result, the amount of garbage was reduced in the whole picture of the country. Therefore, the garbage sent to waste disposing process was decreased and well-managed with the right methods. These were done under civil state concept by using 3Rs principles: use less, reuse, and recycle. This practical concept or approach was created to use resources with highest benefits to reduce garbage. People in the community were asked to participate in using 3Rs in household. Consequently, the community and village would be clean, pleasant to live, no diseases, and had effective garbage reduction.
In building the network of participatory garbage management of San Sali Subdistrict, Wiang Pa Pao District, Chiang Rai Province, it was found that garbage management of San Sali Subdistrict, Wiang Pa Pao District, Chiang Rai Province was done through participatory principles. All stakeholders took parts in thinking, doing, making decisions, and receiving benefits together. In addition, PDCA of Dr.Deming, which focused on distributing Western and Eastern wisdom, was used as promotion and management principles. This also focused on creating awareness in self-investigation. For evaluation, system theory was used by evaluating objectives, process, and outcomes. The pattern of the study could be used to develop garbage management in other organizations.
