Abstract: การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ (Quality Research) ซึ่งมีวัตถุประสงค์ เพื่อศึกษา แนวคิดเกี่ยวกับรัฐศาสตร์เชิงพุทธที่ปรากฏในพระไตรปิฎก เพื่อศึกษาความคิดเห็นเกี่ยวกับรัฐศาสตร์ เชิงพุทธในมุมมองของนักวิชาการด้านรัฐศาสตร์และ เพื่อเสนอแนวทางการประยุกต์ใช้รัฐศาสตร์เชิง พุทธเพื่อยกระดับคุณภาพชีวิตของประชาชน โดยได้มาจากการสุ่มตัวอย่างแบบเจาะจง (Purposive Sampling) กลุ่มตัวอย่างทั้งสิ้นจํานวน ๑๒รูป/คน และเครื่องมือที่ใช้ในการวิจัยครั้งนี้คือ แบบ สัมภาษณะ ๑ ฉบับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ค่าเฉลี่ยร้อยละและสถิติเชิงพรรณนา ผลการศึกษาสรุปได้ดังนี้ ผลการวิจัยพบว่าแนวคิดเกี่ยวกับรัฐศาสตร่เชิงพุทธที่ปรากฏในพระไตรปิฎก พบว่า การศึกษารัฐศาสตร์แนวพุทธที่ปรากฏในพระไตรปิฎกโดยเฉพาะอย่างยิ่งคือ หลักธรรมคําสอนใน พระพุทธศาสนาที่ใช้ในด้านการเมืองการปกครองทั้งฝ่ายนิติบัญญัติ ฝ่ายตุลาการ ตลอดถึงการ ประยุกต์ใช้หลักธรรมทางเศรษฐกิจและทางสังคม เช่น หลักธรรมที่ค้นพบ หลักทศพิธราชธรรม หลัก สาราณียธรรม ๖ กุศลกรรมบถ ๑๐ จักรวรรดิวัตร อปริหานิยธรรม สัปปุริสธรรม ๗ พรหมวิหาร ๔ กัลยาณมิตรธรรม ๗ สังคหวัตถุ ๔ อริยสัจ ๔ อคติ ๔และหลักวินัยคือ ศีล ๕ ทั้งนี้อาจเป็นเพราะหลักคําสอนทางพระพุทธศาสนาได้จัดไว้เป็นหมวดหมู่ซึ่งง่ายต่อการนําไปประยุกต์ใช้ทั้งด้านการเมือง การปกครอง การแก้ไขปัญหาสังคม และการเสริมสร้างความปรองดอง หลักธรรมทุกระดับสามารถ ช่วยในการพัฒนามนุษย์ให้พ้นจากความทุกข์ได้ดังนั้น หลักพุทธธรรมสามารถนําไปใช้เป็นเครื่องมือ หรือกําหนดยุทธศาสตร์การบริหารจัดการตามทิศทางที่พระพุทธองค์ได้้นพบ รัฐศาสตร์เชิงพุทธจึง เป็นฐานแนวคิดด้านการเมืองการปกครองในระบอบธรรมาธิปไตยได้ ผลการวิจัยพบว่า ความคิดเห็นเกี่ยวกับรัฐศาสตร์เชิงพุทธในมุมมองของนักวิชาการด้าน รัฐศาสตร์ พบว่า ด้านการปกครอง ด้านนิติศาสตร์ ด้านเศรษฐศาสตรืและด้านสังคมศาสตร์มีความ สอดคล้องกับหลักธรรมทางพระพุทธศาสนาทุกมิติ นักวิชาการได้ให้ความสําคัญทั้งแนวคิดทฤษฎีทางการเมืองและแนวคิดทางรัฐศาสตรเชิงพุทธ ซึ่งในกระบวนการคิดจะเห็นว่าองค์ความรู้ทั้งสองด้าน สามารถนํามาประยุกต์กับการบริหารทางการเมืองการปกครองรวมถึงการจัดการทุกองค์กร หน่วยงาน กรม กองทั้งในเชิงบริหารจัดการและการสร้างเครือข่ายกระบวนการมีส่วนร่วม และสิ่งที่มีความ จําเป็นอย่างเร่งด่วนคือปัญหาที่เกิดขึ้นในสังคมปัจจุบัน ต้องถูกการแก้ไข แต่สิ่งที่นักวิชาการเสนอแนะ โดยเฉพาะหลักธรรมสาราณียธรรม ๖ มีความจําเป็นต่อการสร้างความปรองดองแห่งชาติ ตลอดถึง หลักของสังคหวัตถุธรรม ที่จําเป็นต้อการเข้าสู่ประชาคมอาเซียน ผลการวิจัย พบว่าข้อเสนอแนวทางการประยุกต์ใช์รัฐศาสตร์เชิงพุทธเพื่อยกระดับ คุณภาพชีวิตของประชาชน นักวิชาการได้เสนอประเด็นหลักคือการพัฒนาตน การพัฒนาคนและการ พัฒนางาน ซึ่งการพัฒนาแต่ละระดับจําเป็นอย่างยิ่งที่ต้องมีฐานคิดทางพระพุทธศาสนาโดยเฉพาะ หลักสัมมาทิฐิที่เป็นหนทางแห่งความเจริญฝ่ายเดียว และสามารถเข้าไปแก้ไขปัญหาทั้งในระดับบุคคล ระดับองค์กรและสามารถแก้ไขปัญหาในระดับที่สูงขึ้น นอกจากนั้นยังเป็นการสร้างความปรองดองใน ระดับชาติได้ เพราะการปฏิบัติการยุทธศาสตร์เชิงพุทธที่ช่วยแก้ความทุกข์ให้กับมนุษย์ได้ และเป็นการ พัฒนาฐานคิด องค์ความรู้ทางด้านปัญญา เพิ่มพูนวิชชา ซึ่งเอื้อให้ สังคมเกิดสันติสุข และสันติภาพ อย่างสมดุล

Abstract: This research is qualitative research (Quality Research), which is intended. To study political science concepts that appear in the Buddhist Tripitaka. To study the Buddhist in point of view of political science scholars, political science, and to propose the application of Buddhist Political order to raise the living standards of the people. By sampling from a specific (Purposive Sampling). The sample comprised of 12 people and the instruments used in this research is 1 interview were used for data analysis. Including averages, percentages and descriptive statistics. The results are summarized as follows: The results showed that the concepts that appear in Political Buddhist Tripitaka found that the study that appears in the Tripitaka. In particularly, Doctrinal Buddhism used in the political and legislative and judiciary to apply the principles of economic and social such as Principles discovered Tripitaka ,Saraniyadhamma six,commandment 10, Aparihaniyadhamma, Sappurisadhamma seven, promvihara four, Kanranamittadhamma seven, Sankrahawatu four, Four noble truths , Akati four, And principles of Viniya is five precepts, etc. Perhaps the Doctrine of Buddhism is organized into categories. This easy to use both sides of politics. Troubleshooting and strengthening social harmony. Principles at all levels can help in the development of man to be free from suffering. So Buddhist principles can be used as a tool or strategy for managing the direction of the Buddha have been found.
