Abstract: การวิจัยฉบับนี้มีวัตถุประสงค์เพื่อ ๑) เพื่อศึกษาการดูแลผู้สูงอายุที่มีความพิการร่วมอย่างยั่งยืนขององค์กรปกครองส่วนท้องถิ่น จังหวัดลำพูน ๒) เพื่อศึกษาบทบาทขององค์กรปกครองส่วนท้องถิ่นในการดูแลผู้สูงอายุที่มีความพิการร่วมอย่างยั่งยืนขององค์กรปกครองส่วนท้องถิ่น จังหวัดลำพูน ๓) เพื่อพัฒนาระบบกลไกชุมชนเพื่อดูแลผู้สูงอายุที่มีความพิการร่วมอย่างยั่งยืนขององค์กรปกครองส่วนท้องถิ่น จังหวัดลำพูน โดยเป็นการวิจัยเชิงบูรณาการแบบผสมเชิงคุณภาพ และเชิงปฏิบัติการ โดยการสัมภาษณ์เชิงลึกกลุ่มตัวอย่างประกอบจำนวน ๘๒ คน แบ่งออกเป็น ๓ กลุ่ม ได้แก่กลุ่มองค์กรปกครองท้องถิ่น กลุ่มแกนนำ/ผู้สูงอายุในโรงเรียนผู้สูงอายุ และกลุ่มเครือข่าย/องค์กรที่เกี่ยวข้อง เพื่อนำมาสู่การพัฒนาระบบกลไกเพื่อการดูแลผู้สูงอายุที่มีความพิการร่วมอย่างยั่งยืน ผลการศึกษาวิจัยพบว่า องค์กรปกครองส่วนท้องถิ่นดูแลผู้สูงอายุที่มีความพิการร่วม ประกอบด้วย ๑) การดูแลผู้สูงอายุตามกฎหมาย ๒) การดูแลผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่น โดยศึกษาข้อมูลผู้สูงอายุเพื่อนำไปสู่การพัฒนากิจกรรมการจัดสวัสดิการและเพิ่มพูนทักษะชีวิต ได้แก่ การให้ความรู้ การส่งเสริมสุขภาพและการใช้ชีวิตตามวัย การสร้างรายได้ การช่วยเหลือกรณีพิเศษ การส่งเสริมภูมิปัญญาและศิลปวัฒนธรรม การส่งเสริมสุขภาวะทางอารมณ์ และการขับเคลื่อนแกนนำและสร้างจิต เพื่อให้เกิดความสุขทางด้านร่างกาย จิตใจ สังคมและเศรษฐกิจ สติและปัญญา ที่จะช่วยให้ผู้สูงอายุสามารถอยู่ร่วมกับสังคมอย่างมีความสุข โดยบทบาทขององค์กรปกครองส่วนท้องถิ่น ได้แก่ บทบาทด้านผู้นำที่ช่วยสนับสนุนเชินโยบายและปฏิบัติการ บทบาทด้านการสนับสนุนงบประมาณจากการจัดสรรงบประมาณ บทบาทด้านการประสานงานกับหน่วยงาน องค์กรภาครัฐ/เอกชน บทบาทด้านการสนับสนุน/พลังเสริมที่คอยผลักดันหนุนเสริมกิจกรรม บทบาทด้านการจัดการเครือข่าย การทำบันทึกตกลง (MOU) กับหน่วยงานองค์กรภาครัฐ/เอกชนและส่วนงานที่เกี่ยวข้องการพัฒนาระบบกลไกชุมชนเพื่อดูแลผู้สูงอายุที่มีความพิการร่วม ประกอบด้วย ๑)การศึกษาและวิเคราะห์ปัญหา จากกลุ่มผู้สูงอายุร่วมภาคีต่างๆ ๒) การพัฒนาหลักสูตร โดยมุ่งเน้นปัจจัย ๔ อย่าง ได้แก่ ผู้สูงอายุสนใจ จำเป็นต่อชีวิต เพิ่มพูนความรู้ เพิ่มทักษะชีวิต ๓) การออกแบบหลักสูตร เพื่อส่งเสริมการเรียนรู้ตลอดชีวิต รวมถึงการร่วมมือกับเครือข่ายต่างๆ ๔) การเสริมสร้างเครือข่าย ที่ได้จากการบริหารจัดการร่วมกัน ๕) วิเคราะห์องค์ความรู้ เพื่อส่งเสริมและสนับสนุนคุณภาพชีวิตที่ดีของผู้สูงอายุ ทั้งสุขภาพกาย สุขภาพจิตใจ สุขภาพทางสังคม และสุขภาพทางปัญญาการขับเคลื่อนกลไกชุมชนเพื่อการดูแลสุขภาพผู้สูงอายุที่มีความพิการร่วมอย่างยั่งยืนมีลักษณะตามหลัก "บวร" ที่เกิดจากกลุ่ม/ภาคีชุมชนในการส่งเสริมและสนับสนุนการทำงานที่มีจุดเป้าหมายเดียวกัน เพื่อพัฒนาคุณภาพชีวิตของผู้สูงอายุให้ตระหนักถึงคุณค่า การมีส่วนร่วมกับสังคมการรับผิดชอบต่อสังคม การฝึกทักษะพัฒนาตนเองและมีจิตอาสานำพาสังคมผู้สูงวัยให้เป็นสังคมแห่งความสุขได้อย่างแท้จริง

Abstract: The purposes of this research are: 1) To study the sustainable care for elderly with disabilities of local administrative organizations in Lamphun Province. 2) To study the role of the local government in the sustainable care for elderly with disabilities of local administrative organizations in Lamphun Province. 3) To develop a community mechanism system for sustainable care for elderly with disabilities of local administrative organizations in Lamphun Province. The Research are used qualitative study and action research. The sampling researching amount 82 key informants that can be divided into three groups as: a group of local administrative organizations, a group of leader/elderly student and a group of network/relevant organizations for taking to develop a community mechanism system for sustainable care for elderly with disabilities. The result of study is found that: The local administrative organizations care for the elderly with disabilities consisting of 1) caring for the elderly according to the law; 2) caring for the elderly by local government organizations. It studies an information on the elderly leading to the development of welfare activities and enhancing life skills as; to get knowledge, promoting health and lifestyle, to make income, to help in the special assistance, promotion of wisdom and arts and cultures, promoting emotional well-being and powering the lead and creating the mind for achieving physical, mental, social and economic happiness, mindfulness and intelligence that will enable the elderly to live happily in society. The roles of local government organizations as; the roles of leadership that support policy and action, the role of supporting the budget through budget allocation, the role of coordination with agencies government/private organizations, the roles of advocacy/empowerment that support activities, the roles of network for making a memorandum of agreement (MOU) with government/non-governmental organizations and others related. The development of community mechanism for the elderly with disabilities consists of: 1) study and problem analysis from elderly groups joining various parties 2) curriculum development by focusing on four factors; the elderly needed, necessary for life, increase knowledge and Increase life skills 3) curriculum design for lifelong learning with cooperation with various networks 4) strengthening networks to joint management 5) analysis of knowledge for promoting and supporting the quality of elderly life in the physical health, mental health, social health and intellectual health. The movement of community mechanisms for sustainable care of the elderly with disabilities has the characteristics of "Bovorn" that be caused by community groups/partners to promote and support work with the same goal. It improves the quality of elderly life to realize the value, social engagement, social responsibility, skills training for self-development and volunteering to lead the aging society into a truly happy in society.
