Abstract: ศูนย์จัดการดินปุ๋ยชุมชน (ศดปช.) ในจังหวัดสุพรรณบุรี มีการจัดกิจกรรมการอบรมความรู้เรื่องการลดต้นทุนการผลิต และการส่งเสริมเทคโนโลยีปุ๋ยตามค่าวิเคราะห์ดินให้แก่เกษตรกร เพื่อให้เกษตรกรมีต้นทุนและผลตอบแทนจากการผลิตที่ดีขึ้น การศึกษาครั้งนี้มีวัตถุประสงค์ เพื่อวิเคราะห์ปัจจัยที่มีผลต่อการตัดสินใจเข้าร่วมกิจกรรมของศูนย์จัดการดินปุ๋ยชุมชน และประเมินผลจากการเข้าร่วมกิจกรรมของ ศดปช. ในจังหวัดสุพรรณบุรี โดยใช้ข้อมูลปฐมภูมิที่ได้จากการสัมภาษณ์เกษตรกรในอำเภอบางประม้า อำเภอเมือง อำเภอสองพี่น้อง และอำเภออู่ทอง จำนวนทั้งสิ้น 201 ตัวอย่าง วิเคราะห์ปัจจัยการเข้าร่วมกิจกรรมของศูนย์จัดการดินปุ๋ยชุมชน ด้วยแบบจำลองโลจิต และประเมินผลการเข้าร่วมกิจกรรมของ ศดปช. โดยการเปรียบเทียบผลลัพธ์ ระหว่างเกษตรกรที่เข้าร่วม และเกษตรกรที่ไม่ได้เข้าร่วมกิจกรรมของ ศดปช. ซึ่งมีการแก้ไขปัญหาความเอนเอียงของการคัดเลือก โดยวิธีการจับคู่ด้วยค่าคะแนนความโน้มเอียงของเกษตรกร (Propensity Score Matching: PSM) ผลการศึกษา พบว่า กลุ่มเกษตรกรที่เข้าร่วมกิจกรรมของ ศดปช.มีความแตกต่างจากกลุ่มเกษตรกรที่ไม่ได้เข้าร่วมกิจกรรมของ ศดปช.ในด้านอายุ ประสบการณ์ปลูกข้าวระยะทางระหว่างบ้านของเกษตรกรถึงศูนย์จัดการดินปุ๋ยชุมชน (ศดปช.) และจำนวนการเข้าร่วมอบรมในโครงการอื่นๆ โดยผลการศึกษาจากแบบจำลองโลจิตที่พบว่า เกษตรกรที่บ้านใกล้กับ ศดปช.และ เกษตรกรที่มีการเข้าร่วมอบรมหรือกิจกรรมในโครงการอื่นๆ บ่อยครั้งมีโอกาส เข้าร่วมกิจกรรมของ ศดปช.มากกว่า สำหรับการประเมินผลลัพธ์จากการเข้าร่วมกิจกรรมของศดปช.โดยวิธีการจับคู่ด้วยค่าคะแนนความโน้มเอียงของเกษตรกร (Propensity Score Matching: PSM) พบว่า เกษตรกรที่เข้าร่วมกิจกรรมของศดปช. จะมีต้นทุนการผลิตข้าวลดลงร้อยละ 17.09 และมีกำไรจากการผลิตข้าวเพิ่มขึ้น ร้อยละ 47.52 ดังนั้น สำนักงานเกษตรจังหวัด และหน่วยงานที่เกี่ยวข้องควรมีการประชาสัมพันธ์ข้อมูลของ ศดปช. เพื่อให้เกษตรกรรับทราบข้อมูลมากยิ่งขึ้น อีกทั้งควรกระจายการจัดกิจกรรมไปยังพื้นที่ต่างๆ เพื่อให้เกษตรกรมีโอกาสเข้าร่วมกิจกรรมของ ศดปช.อย่างทั่วถึงต่อไป Soil and Fertilizer Community Management Center in Supun Buri has organized training course on production cost reduction and chemical fertilizer application based on soil analysis technology in order to reduce farmers’ production cost and increase their revnue. The objectives of this study were to analyze factors affecting farmers’ decision to attend the activities provided by Soil and Fertilizer Community Management Centerand evaluate the outcomes from participating in the trainning activities. The primary data were collected from interviewing total 201 people in Bangprama, Muang, Songpeenong and U thong district. Logit model was employed in analyzing factors affecting farmers’ decision to attend the activities and in order to control for bias due to self-selection to the activities; Propensity Score Matching (PSM) was used to evaluate the results from participating in the training. The results showed that participants of the training course are different from non-participants in term of age, experiences in farming, distance from house to Soil and Fertilizer Community Management Center and number of participating in other training courses. The result from logit model shown that the closer to the Soil and Fertilizer Community Management Center and the more farmers attending in other training activities, thehigher chance to participate to the training program organized by the Soil and Fertilizer Community Management Cente. The results from Propensity Score Matching (PSM) found that participants of the training course can reduce the cost of rice’s production by 17.09 percent and the profit is increased by 47.52percent. Therefor the suggestion from this study is that resposible sector in Supan Buri should disseminate the outcome of the program to farmers to attract more farmers and increase the number of participants.
