Abstract:
This study had 2 important objectives; 1. To transliterate chroniclescripture, Sri Kom Khum temple edition in order to analyze the governmentalconcept and Buddhadhamma in Buddhism in terms of government appeared inchronicle scripture, Sri Kom Khum temple edition and, 2. To study and analyzegovernmental integration forms and concepts.
The qualitative research method was applied by transliterating 1 chapterchronicle scripture, Sri Kom Khum temple edition which was contained 55 palmleaves written in ancient Lanna language before B.E. 2471. After finishingtransliteration, the content and language accuracy were examined by the experts.After that, it was analyzed according to the research objectives.
The findines were revealed as follows.
The ancient scripture was divided in to 4 sections as follows; the firstsection was about the legend of Phu Jao Lao Jog or Lavajakkarat, who was thegovernor of Hirunghunyang Meung Chiang Saen ancient city while the second section
was about when Pha ya Srijomdram separated himself from Hirunghunyang MeungChiang Saen city and founded Phayao city in B.E.1639, the third section was aboutthe important Phayao governors, Khun Jiengdhammigraj and Phor Khun Ghummeung.
This section also described the relationship between Phayao city, Sukhothai kingdom,and Chiang Rai kingdom. The last section was about the history of building Phra JaoThonlunag, the important Buddha statue of Phayao as well as the relationship of Phayao city after being united in Lanna kingdom.
The finding also indicated that there were three inherited governmentalconcepts which were as follows; 12 principles of 'Father teaches children'governmental principles of Tao Lawajukkaraj and 7 principles of fornication (orPhaveneeyadhum) of Phaya Srijomdhum, one of the formers Phayao governor. Therewere only 12 governmental principles appeared in the scripture as well as 7 thingsleading never to decline but only to prosperity; conditions of welfare (or 7Apaniyadhum). Phayao governmental form was created systematically by PhayaSrijomdhum. The sculpture was well - described about the development of citygovernment in former times. The determined area was divided into threegovernmental zones called Punna. There were 36 Punnas and each Punna had itsdeconcentration, duties, and systematic government policies which could beintegrated with current governmental administration. All three ancient governmentalconcepts harmonize with Buddhadhamma, Good Governance, and StructuralFunctionalism, which are regarded as being able to be used in current government.
