Abstract: ชื่อเรื่อง : แนวทางการพัฒนาบทบาทผู้บริหารสถานศึกษาด้านการบริหารทรัพยากร ทางการศึกษา ในกลุ่มเครือข่ายส่งเสริมประสิทธิภาพศูนย์การศึกษาพิเศษ กลุ่มเครือข่ายที่ 9 ผู้วิจัย : นางสาวจิตตรา จันขอนแก่น ปริญญา : ครุศาสตรมหาบัณฑิต (การบริหารจัดการการศึกษา มหาวิทยาลัยราชภัฏมหาสารคาม อาจารย์ที่ปรึกษา : ผู้ช่วยศาสตราจารย์ ดร.จำเนียร พลหาญ ปีการศึกษา : 2565 บทคัดย่อ การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบันและสภาพที่พึ่งประสงค์ของบทบาทผู้บริหารสถานศึกษาด้านการบริหารทรัพยากรทางการศึกษาและ 2) ศึกษาแนวทางการพัฒนาบทบาทผู้บริหารสถานศึกษาด้านการบริหารทรัพยากรทางการศึกษา แบ่งการวิจัยออกเป็น 2 ระยะคือ ระยะที่ 1 ศึกษาสภาพปัจจุบันและสภาพที่พึ่งประสงค์ของบทบาทผู้บริหารสถานศึกษาด้านการบริหารทรัพยากรทางการศึกษา กลุ่มตัวอย่างคือ บุคลากรทางการศึกษา 205 คน เครื่องมือที่ใช้ในการวิจัย เป็นแบบสอบถาม มีค่าดัชนีความสอดคล้อง 0.80–1.00 มีค่าความเชื่อมั่น 0.97 และมีค่าอำนาจจำแนกอยู่ระหว่าง 0.26–0.73 ระยะที่ 2 ศึกษาแนวทางการพัฒนาบทบาทผู้บริหารสถานศึกษา ด้านการบริหารทรัพยากรทางการศึกษาเครื่องมือที่ใช้เป็นแบบสัมภาษณ์ผู้ทรงคุณวุฒิ 9 คน วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1) ศึกษาสภาพปัจจุบันของบทบาทผู้บริหารสถานศึกษาด้านการบริหารทรัพยากรทางการศึกษาโดยรวมและรายด้าน อยู่ในระดับน้อย สภาพที่พึงประสงค์ โดยรวมและรายด้านอยู่ในระดับมากที่สุดและความต้องการจำเป็นเรียงลำดับจากมากไปหาน้อย ดังนี้ ด้านการกำหนดนโยบายและแผนงาน ด้านการกำหนดทรัพยากรที่ต้องการจากนโยบายและแผนงาน ด้านการติดตาม นิเทศ ประเมินผลการใช้ทรัพยากร ด้านการใช้ทรัพยากรให้เกิดประโยชน์ ด้านการจัดสรรทรัพยากร และด้านการแสวงหาทรัพยากร 2) แนวทางพัฒนาบทบาทผู้บริหารสถานศึกษาด้านการบริหารทรัพยากรทางการศึกษา คือ โปรแกรมพัฒนาบทบาทผู้บริหารสถานศึกษาด้านการบริหารทรัพยากรทางการศึกษาประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหา 4) กิจกรรมการพัฒนาและ 5) การวัดและประเมินผล มี 4 โมดูล คือ ได้แก่ โมดูล 1 ด้านการใช้ทรัพยากรให้เกิดประโยชน์ โมดูล 2 ด้านการกำหนดนโยบายและแผนงาน และการกำหนดทรัพยากรที่ต้องการจากนโยบายและแผนงาน โมดูล 3 ด้านการแสวงหาทรัพยากร และการจัดสรรทรัพยากร และโมดูล 4 ด้านการติดตาม นิเทศ ประเมินผลการใช้ทรัพยากรซึ่งผลการประเมินโปรแกรมโดยรวมมีความเหมาะสมอยู่ในระดับมากที่สุดและมีความเป็นไปได้อยู่ในระดับมากที่สุด คำสำคัญ: แนวทางการพัฒนา, บทบาทผู้บริหารสถานศึกษาด้านการบริหารทรัพยากรทางการศึกษา _______________________________________________ อาจารย์ที่ปรึกษาวิทยานิพนธ์ Title : Guidelines for Developing Executive Roles in Educational Resource Management in the Network Group to Promote the Efficiency of Special Education Centers Network Group 9 Author : Ms.Jitta Junkhonkhan Degree : Master of Education (Educational Administration) Rajabhat Maha Sarakham University Advisors : Assistant Professor Dr.Chumnian Pollaharn Year : 2022 ABSTRACT The objectives of this research were 1) to study the current state and the reliance on roles of educational institution administrators in educational resource management and 2) to studythe development guidelines.The role of educational institution administrators in educational resource management The research was divided into 2 phases. The first phase studied the current state and the objective state of the educational institution administrator's role in educational resource management. The sample group was Educational personnel 205 people Research tools as a questionnaire with a consistency index of 0.80-1.00, a confidence value of 0.9, anda power of discrimination between 0.26-0.73. The tool used was the interview form with 9 experts. Data were analyzed by content analysis. The results of the research were as follows: 1) To study the current state of the roles of educational institution administrators in overall and each aspect of educational resource management. at a low level desirable condition Overall and each aspect is at the highest level. and needs are in descending order as follows: Policy and plans formulation Determining the required resources from policies and plans Monitoring, supervision and evaluation of resource utilization The use of resources to benefit resource allocation 2) Guidelines for developing the roles of school administrators in educational resource management, which is a program to develop the roles of school administrators in educational resource management consisting of 1) principles 2) objectives 3) content 4) development activities and 5) Measurement and Evaluation There are 4 modules: Module 1 on resource utilization, Module 2 on policy and work plan formulation. and defining the required resources from policies and plans, Module 3, Resource Sourcing and resource allocation and module 4 on monitoring, supervision and evaluation of resource utilization. The overall program evaluation results were appropriate at the highest level and the probability was at the highest level.
