Abstract:
The research on area base has an essential rule is knowing the background information and the community's needs. The objective is to study the San Sai Sub-district's needs, Saraphi District, Chiang Mai Province. This research was both qualitative and quantitative. The qualitative research reviewed the district's spatial data from the database of necessities and the municipality's website. Then the research used interviews with relevant stakeholders include workers in the local government organization for three persons in experiences of governance, agriculture, and development of the elderly. The quantitative data collection was a survey of 400 people who are stakeholders of the project of One Tumbon One University in San Sai Subdistrict, Saraphi District, Chiang Mai Province. The results of the study found that San Sai Sub-district, Saraphi District, Chiang Mai Province. The top three sub-districts were needed to develop, namely; assisting in building livelihoods in the area with the mean 4.16, enabling analysis of community enterprises and community financial institutions with the mean 4.11, and promoting sufficiency agriculture and food safety with the mean 4.08, respectively. The first three sub-district needs to be solved were droughts or natural disasters averaging at 4.31, the increase of cost and unpaid debt averaging at 4.31, and the utilities such as water supply and electricity averaging at 3.98 respectively. The findings can be used in planning the district development among researchers, villagers, and local government agencies.
