Abstract: การศึกษาวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อ 1)เพื่อศึกษาภาวะผู้นำการเปลี่ยนแปลงของผู้บริหารสถานศึกษาในศตวรรษที่ 21สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอำนาจเจริญ 2) เพื่อเปรียบเทียบความคิดเห็นของครู และผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอำนาจเจริญต่อภาวะผู้นำการเปลี่ยนแปลงในศตวรรษที่ 21 จำแนกตาม เพศ ตำแหน่ง และขนาดของโรงเรียน และ3)เพื่อศึกษาแนวทางปฏิบัติที่ดีของผู้บริหารสถานศึกษาในศตวรรษที่ 21สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอำนาจเจริญรวมโรงเรียนทั้งหมด 252 โรงเรียนโดยแยกเป็นขนาดของโรงเรียน ได้แก่ โรงเรียนขนาดเล็ก โรงเรียนขนาดกลาง และโรงเรียนขนาดใหญ่มีผู้อำนวยการสถานศึกษา จำนวน 252 คน ข้าราชการครู จำนวน 1,686 คน รวมจำนวนประชากรทั้งหมด จำนวน1,938 คน ได้มา โดยวิธีการสุ่มตัวอย่างแบบแบ่งชั้น ตามขนาดของโรงเรียนและสุ่มอย่างง่ายกำหนดขนาดของกลุ่มตัวอย่างตามเกณฑ์ Krejcie และ Morgan ได้กลุ่มตัวอย่าง คือ ผู้บริหารสถานศึกษาและครู จำนวน 338 คน เครื่องมือที่ใช้ในการวิจัยคือแบบสอบถามแบบมาตราส่วนประมาณค่า และแบบสัมภาษณ์ มีค่าความเชื่อมั่น .93 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ทดสอบที ทดสอบเอฟ และทดสอบความแตกต่างรายคู่ด้วยวิธีของ Scheffe' ผลการวิจัยพบว่า 1. ภาวะผู้นำการเปลี่ยนแปลงของผู้บริหารสถานศึกษาในศตวรรษที่ 21สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอำนาจเจริญ ในภาพรวมผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอำนาจเจริญ มีภาวะผู้นำการเปลี่ยนแปลง อยู่ในระดับมาก 2. เปรียบเทียบความคิดเห็นของข้าราชการครู และผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอำนาจเจริญ ต่อภาวะผู้นำการเปลี่ยนแปลงในศตวรรษที่ 21 จำแนกตาม เพศ ตำแหน่ง และขนาดของโรงเรียน โดยรวมไม่แตกต่างกัน 3. ศึกษาแนวทางปฏิบัติที่ดีของผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอำนาจเจริญ มีทั้งหมด 4 ด้าน ประกอบด้วย 1)การมีอิทธิพลอย่างมีอุดมการณ์ ผู้บริหารควร มีวิสัยทัศน์ มีความคิดริเริ่มสร้างสรรค์ของการเป็นผู้นำ นักคิดวิเคราะห์นักการสื่อสาร มีความรู้กฎหมายและยึดหลักความถูกต้อง เป็นธรรม 2) การสร้างแรงบันดาลใจผู้บริหารควรมีสร้างพลังเชิงบวก สุขภาพที่ดี มีการสร้างแรงบันดาลใจ มีความเข้มแข็งและกล้าตัดสินใจ 3)การกระตุ้นทางปัญญา ผู้บริหารควร ใส่ใจดูแล และทำงานร่วมกันเป็นทีม ใช้กระบวนการวิจัยมาพัฒนางาน และ 4)การคำนึงถึงความเป็นปัจเจกบุคคล ผู้บริหารควร ความเอื้อเฟื้อ เผื่อแผ่ อดทน เสียสละ ความพอเพียง สร้างความสัมพันธ์ที่ดีกับเพื่อนร่วมงานและชุมชน มีความรอบรู้ และมีทักษะในการทำงาน ในทุกด้าน

Abstract: The research aimed to study and compare the Transformation leadership of the school administrators In 21st century under the Office of Amnatcharoen Primary Education Service Area. The research aimed to study and compare the Transformation leadership of the school administrators In 21st century under the Office of Amnatcharoen Primary Education Service Area . by gender, position and size of the school and to study best practices of school administrators in the 21st century under the Office of Amnatcharoen Primary Education Service Area.The population used in the study was 252 administrators and 1,686 teachers and a total population of 1,938 people by random sampling . The samples of 338 were derived by a stratified random sampling. The simple randomly school size was determined by Krejcie and Morgan’s table. The research instrument was This study has used of data collection; interview and questionnaire. with a confidence value equivalent to .93. Statistics used in data analysis were percentage, mean, standard deviation, t-test, F-test and Scheffe' paired test. The results of the research showed that 1. The Leadership Transformation of the school administrators In 21st century as perceived by the administrators study was at a high level. 2. As classified by sex, positions and school sizes, there was no difference in the Leadership Transformation of the school administrators In 21st century in the study. 3. Best Practices of School Administrators in the 21st Century under the AmnatCharoen Primary Educational Service Area Office. there are 4 aspects consisting of 1) Influencing with ideology, executives should have vision, creativity and leadership. Analytical thinker Communicator Knowledge of law and principles of correctness and fairness. 2) Inspiration Executives should have positive empowerment, good health, motivation. Strong and brave decision 3) Intellectual stimulation. Administrators should pay attention and look after and work together as a team. Use research process to develop work, and 4) consideration of individuality, executives should be generous, tolerant, sacrifice, self-sufficiency, build good relationships with colleagues and the community, have knowledge and skills in working in all areas.
