Abstract:
The purposes of this study were to 1) investigate the problems of organizing moral and ethical activities in schools under Buriram Prima-ry Educational Service Area Office 3, 2) to study guidelines for conducting moral and ethical activities for students in those schools. The number of population was 2,959 administrators and teachers who were working in those schools in 2011.The researcher defined the sample size by consulting Krejcie and Morgans Table, resulting 33 administrators and 307 teachers, mak-ing the total of 340 persons. The research instrument for collecting the data was a 5-point rating scale questionnaire with the reliability 0.7214. The statistics used to analyze the data were frequency, percentage, and standard deviation. The study found the following results.Problems of organizing moral and ethical activities in schools under Bur-iram Primary Educational Service Area Office 3 were at the high level. The order of problems by the high to low means was Learning Management, Activities Organizing, Environment Management, Administration and Su-pervising, and Assessment and Evaluation. The guidelines for conducting moral and ethical activities for students in those schools were as follows : Administration and Supervising. The schools should have plans and projects to promote moral and ethics by setting as the schools pol-icy, defining the desired characteristics of students, giving opportunities to administrators, teachers, parents, and communities representatives to participate, learn, and set the guidelines for working and checking the plans or projects together.Environment Management. The schools should put more bul-letin boards and display proverbs, sayings, Buddhist sayings, and mottos teaching about moral and beautiful ethics for students to see and read. There should be awarding the students who behaved properly by giving them certificate, plaques, and prizes. The administrators and teachers should go to see the villagers, and encourage the villagers to give the cooperation with the school. Learning Management. Teachers should manage learning accord-ingly to visions, goals, or missions of the schools; and train the students about disciplines, moral, and ethics, and academics too. Activities Organizing. Teachers should encourage the students to participate moral and ethical activities that the school held such as Mothers day, Buddhism Camp, Thai manner training, learning Dharma, making merit, and inviting monks to teach students at school on Holy days or important days of Buddhist. Assessment and Evaluation. The school must assess and evalu-ate the students desired characteristics in accordance with standards and indicators of Educational Quality Assurance. The assessment and evaluation should be done in the form of committee and tell the results to the parents each assessment. The teachers must take a close care to the students.
