Abstract: การวิจัยในครั้งนี้มีความมุ่งหมายเพื่อศึกษาสภาพทั่วไปรอบพื้นที่รอบมหาวิทยาลัยราชภัฎศรีสะเกษร่วมกับชุมชน และค้นหาศักยภาพของชุมชนในการพัฒนา รวมถึงการหาแนวทางการพัฒนาชุมชนรอบมหาวิทยาลัยราชภัฎศรีสะเกษอย่างสมดุลโดยทําาการศึกษาข้อมูลทั้งภาคเอกสารและภาคสนาม มีกลุ่มตัวอย่างในการเก็บรวบรวมข้อมูลอันประกอบด้วย กลุ่มผู้รู้ กลุ่มผู้ปฏิบัติและกลุ่มผู้เกี่ยวข้องในพื้นที่ชุมชนรอบมหาวิทยาลัยราชภัฎศรีสะเกษ ใช้เครื่องมือในการเก็บรวบรวมข้อมูล คือแบบสํารวจแบบสัมภาษณ์ทั้งชนิดมีโครงสร้างและชนิดไม่มีโครงสร้าง แบบสังเกต แบบสนทนากลุ่มรวมถึงการถ่ายภาพ มีการตรวจสอบข้อมูลแบบสามเส้า และการนําเสนอผลการวิจัยเป็นแบบเชิงพรรณนาวิเคราะห์ ผลการวิจัยพบว่าด้านสภาพทั่วไปของพื้นที่รอบมหาวิทยาลัยราชภัฎศรีสะเกษและศักยภาพของชุมชนรอบมหาวิทยาลัย พบว่าพื้นที่รอบชุมชนมหาวิทยาลัยราชภัฎศรีสะเกษ ปัจจุบันมีลักษณะเป็นชุมชนกึ่งเมืองและมีการเปลี่ยนแปลงสภาพบริบทของชุมชนในหลายด้านทั้งชุมชนพันทาใหญ่ และชุมชนพันทาน้อย ซึ่งมีสภาพบริบทและศักยภาพของชุมชนที่คล้ายคลึงกัน ทั้งทางด้านกายภาพ ด้านสิ่งแวดล้อม ด้านสังคมวัฒนธรรม และด้านเศรษฐกิจด้านแนวทางการพัฒนาชุมชนรอบมหาวิทยาลัยราชภัฎศรีสะเกษอย่างยั่งยืนพบว่า ตั้งแต่มหาวิทยาลัยราชภัฎศรีสะเกษ เข้ามาก่อตั้งบริเวณใกล้กับชุมชนแห่งนี้ได้ส่งผลกระทบต่อพื้นที่ทั้งด้านบวกและด้านลบ ดังนั้นในการพัฒนาชุมชนรอบมหาวิทยาลัยฯให้ยั่งยืนจึงควรมีการพัฒนาให้ครอบคลุมทั้งด้านกายภาพ ด้านสังคมและวัฒนธรรม ด้านเศรษฐกิจควบคู่กันไปอีกทั้งในการพัฒนานั้นควรคําานึงถึงผลกระทบที่อาจจะเกิดขึ้นกับชุมชนโดยเฉพาะผลกระทบในด้านลบทั้งในระยะสั้นและระยะยาวซึ่งการพัฒนาที่เหมาะสมควรเป็นไปอย่างมีระบบระเบียบต่อเนื่องและมาจากการวางแผนการพัฒนาที่เหมาะสมสอดคล้องกับสภาพบริบทพื้นที่ และเป็นแผนการพัฒนาที่มองทุกๆด้านอย่างครอบคลุมและเท่าทันทั้งในระยะสั้นและระยะยาว โดยแนวทางการพัฒนาชุมชนรอบๆ มหาวิทยาลัยฯ อย่างยั่งยืนนั้นมีหลายประการแต่ที่สําคัญในปัจจุบันคือการคํานึงถึงปัญหาที่กําลังเผชิญและเชื่อมโยงถึงปัญหาที่อาจเกิดขึ้นในอนาคต รวมถึงการดําเนินการต่างๆควรเป็นการดําเนินการพัฒนาแบบมีส่วนร่วมของทุกภาคส่วนทั้งคนในชุมชนดั้งเดิมและผู้ที่มาอยู่อาศัย ซึ่งมหาวิทยาลัยราชภัฎศรีสะเกษและหน่วยงานที่เกี่ยวข้องควรจะมีบทบาทและความร่วมมือในการหนุนเสริมและการสนับสนุนและผลักดันการพัฒนาชุมชนรอบมหาวิทยาลัยร่วมกับชุมชนอย่างต่อเนื่องด้วยนอกจากนี้ในการศึกษายังพบอีกว่าในปัจจุบันประเด็นการพัฒนาที่ชุมชนพันทาใหญ่และพันทาน้อยเห็นว่ามีความสําคัญและจําเป็นเร่งด่วนและต้องการให้เกิดการพัฒนาโดยเร็ว ประกอบด้วยการพัฒนา 1)ด้านการจราจร 2)ด้านสาธารณสุขและสิ่งแวดล้อม 3)ด้านการศึกษา 4)ด้านสังคม และ 5)ด้านเศรษฐกิจ

Abstract: The objectives of research were: 1) to study the general situation of area around the area of Sri-sa-ked Rajabaht University, with collaboration from community, 2) to search for the community development potentialityas well as guidelines for Balanced development of community around Sri-sa-ked Rajabaht University. Both of documentary study, and field study were performed. The samples in data collection were the experts, practitioners, and related persons in community area around Sri-sa-ked Rajabaht University. The instruments using for data collection were: the Survey Form, the Structured Interview and Unstructured Interview, the Observation Form, the Focus Group Discussion, the Photograph. TriangulationTechnique was administered for data investigating. The research findings were presented in Descriptive Analysis Form. The research findings found that: For general situation of the surrounded area of Sri-sa-ked RajabahtUniversity as well as potentiality of surrounded community of the University,found that the area around community of Sri-sa-ked Rajabaht University in the present, was semi-city community. Recently, the situation as well as community context were changed in many aspects. Both of Panta-yai Community as well as Panta-noi Community had similar general situation,and potentiality of community regarding to the physical environment, social, cultural, and economic aspects. For guidelines of sustainable community development of surrounded community of Sri-sa-ked Rajabaht University, found that since Sri-sa-ked Rajabaht University was built near this community, it had bothof positive as well as negative impact on this area. Consequently, in order todevelop the surrounded area of University to be sustainable, the developmentshould be performed covering the physical, social, and cultural aspect. In addition, the potential effect which might be occurred with community,should be considered especially the negative impact including both of short term as well as long term. The adequate development shouldbe performed systematically and continuously from appropriatedevelopmental planning relevant to the area context situation, anddevelopmental planning viewing every aspect by covering and keeping in pace with both of short term, and long term. There were various major guidelines for sustainable community development in surrounded area of the University. But, the importance in the present was to consider the problems one was facing, and the potential problems which might be occurred in future. Furthermore, the various kinds of implementation shouldbe participatory developmental implementation by every division as well as sector including the communitypeople, and those who lived there. Both of Sri-sa-ked Rajabaht University,and related work offices should play their role as well as collaborate in promoting, supporting, and moving the community development around the University together with the community continuously as well. Moreover, the findings also found that in the present, the issueof development at Panta-yai Community, and Panta-noi Community beingviewed as important as well as emergently necessary, and to be quick developed including: 1) the Traffic aspect, 2) the Public Health and Environmentaspect, 3) the Education aspect, 4) the Social aspect, and 5) the Economicaspect.
