Abstract: การวิจัยครั้งนี้มีจุดมุ่งหมาย เพื่อศึกษาการมีส่วนร่วมการเลือกตั้งทางการเมืองท้องถิ่นของประชาชนในเขตเทศบาลตําบลหนองแวง อําเภอละหานทราย จังหวัดบุรีรัมย์ ใน 3 ด้าน คือด้านการรณรงค์การหาเสียงการเลือกตั้ง ด้านการใช้สิทธิเลือกตั้ง และด้านการตรวจสอบติดตามการเลือกตั้งกลุ่มตัวอย่างได้จากการสุ่มจากประชากรโดยกําหนดขนาดของกลุ่มตัวอย่างตามตารางของเครจซีและมอร์แกน (Krejcie & Morgan) ได้ขนาดกลุ่มตัวอย่าง จํานวน 375 คน แล้วทําการสุ่มไปยังชุมชนต่างๆ ด้วยวิธีสุ่มอย่างง่าย (Simple Random Sampling) เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามมี 3 ลักษณะ คือ แบบตรวจสอบรายการ (Check-list) แบบมาตราส่วนประมาณค่า (Rating Scale) 6 ระดับ และแบบปลายเปิด (Open-ended Form) ได้ค่าความเชื่อมั่น (Reliability) เท่ากับ 0.9483 สถิติพื้นฐานที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า: 1. การมีส่วนร่วมการเลือกตั้งทางการเมืองท้องถิ่นของประชาชนในเขตเทศบาลตําบลหนองแวง อําเภอละหานทราย จังหวัดบุรีรัมย์โดยภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านการใช้สิทธิการเลือกตั้ง อยู่ในระดับมาก ด้านการรณรงค์การหาเสียงเลือกตั้ง อยู่ในระดับปานกลาง ส่วนด้านการติดตามตรวจสอบการเลือกตั้ง อยู่ในระดับน้อยโดยเรียงลําดับจากค่าเฉลี่ยสูงไปหาตํ่าดังนี้คือ ด้านการใช้สิทธิการเลือกตั้งด้านการรณรงค์การหาเสียงเลือกตั้ง และด้านการตรวจสอบติดตามการเลือกตั้ง ตามลําดับ 2. ความคิดเห็นและข้อเสนอแนะอื่นๆ ที่มีจํานวนมากที่สุดคือควรเปิดโอกาสให้ประชาชนเข้ามามีส่วนร่วมให้มากกว่านี้ รองลงมาคือควรให้มีการประชาสัมพันธ์การเลือกตั้งให้มากกว่านี้ และควรเปิดโอกาสให้ประชาชนเข้ามาตรวจสอบและติดตามการดําเนินการ ตามลําดับ

Abstract: This research aims to study the participation of people in local election of Nongwaeng Municipality, Lahansai District, Buriram Province, in three factors: election campaigning, casting vote, monitoring and evaluating. The sample is obtained from population by fixing the size of sample in the table of Krejc and Morgan. The sample comprises of 375 people which is distributed to various villages by simple random sampling. The tool used to collect the data is three types of questionnaire: checklist, rating scale of six levels and open-end form. The value of reliability is obtained at 0.9483. The basic statistics used to analyze data is percentage, mean and standard devioation. From the research it is found that: 1. The participation of people in local election of Nongwaeng Municipality, Lahansai District, Buriram Province, in general scored is in moderate level, whereas in each factor, it is found that casting vote is highly scored, election campaigning scored is in moderate level and the monitoring and evaluating of election scored is in low level. The factor that carries value from high level to lower level is arranged as follows: casting vote, election campaigning, monitoring and evaluating election respectively. 2. The opinion and suggestion that is mostly found that the chance should be open to people to participate in any activity and secondly, election should be informed to public relation, and thirdly, the chance should be given to peopleto check and monitor the performance of Municipality respectively.
