Abstract: บทคัดย่อ การวิจัยครั้งนี้มีความมุ่งหมายเพื่อศึกษาการมีส่วนร่วมของประชาชนต่อการจัดทำแผนพัฒนาท้องถิ่นองค์การบริหารส่วนตำบลสายตะกู อำเภอบ้านกรวด จังหวัดบุรีรัมย์ ใน4ด้านได้แก่ ด้านการเตรียมการจัดทำแผนพัฒนา ด้านการจัดทำแผนพัฒนา ด้านการนำแผนพัฒนาไปสู่การปฏิบัติ และด้านการติดตามและประเมินผล กลุ่มตัวอย่างได้จากการสุ่มจากประชากร โดยกำหนดขนาดของกลุ่มตัวอย่างตามตารางของตะรางของ ทาโร ยามาเน่ที่ระดับความเชื่อมั่น95.5%และความคลาดเคลื่อน ±5% ได้ขนาดขอวกลุ่มตัวอย่างจำนวน375 คน แล้วทำการสุ่มให้กระจายไปยังหมู่บ้านต่างๆ ตามสัดส่วนโดยวิธีสุ่มอย่างง่าย เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล เป็นแบบสอบถามมี3 ลักษณะ คือแบบตรวจสอบรายการ แบบมาตราส่วนประมาณค่า5ระดับ และ แบบปลายเปิด มีค่าความเชื่อมั่น เท่ากับ 0.7864 สถิติพื้นฐานที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า : 1.การมีส่วนร่วมของประชาชนต่อการจัดทำแผนแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตำบลสายตะกู อำเภอบ้านกรวด จังหวัด บุรีรัมย์ โดยภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารนาเป็นรายด้าน พบว่าด้านการติดตามและประเมินผล อยู่ในระดับน้อย ส่วนด้านอื่นๆ อยู่ในระดับมาก โดยเรียงลำดับจากด้านที่มีค่าเฉลี่ยสูงไปหาต่ำได้ดังนี้ ด้านการเตรียมการจัดทำแผนพัฒนา ด้านการจัดทำแผนพัฒนา ด้านการนำแผนพัฒนาไปสู่การปฏิบัติ และด้านการติดตามและประเมินผล ตามลำดับ 2.ความคิดเห็นและข้อเสนอแนะอื่นๆ ที่มีจำนวนมากที่สุด คือ ควรมีการส่งเสริมและประชาสัมพันธ์ให้ประชาชนเข้าใจว่าการจัดทำแผนพัฒนาเป็นหน้าที่ร่วมกันในการกำหนดอนาคตของชุมชน รองลงมา คือ ควรให้ประชาชนเข้ามามีส่วนร่วมในกิจกรรมกับองค์การบริหารส่วนตำบลให้มากกว่านี้และควรลงพื้นที่ใกล้ชิดประชาชน เพื่อรับทราบปัญหา ตามลำดับ ABSTRAT The purpose of this study was to investigate the people's participation in making local development plans of Saitakho Subdistrict Administrative Organization in Ban Kruad District, Buriram Province in 4 aspects: plan making preparation, development plan making, taking plan into action, and following up and evaluation. The samples were 375 people, selected through the Table of Taro Yamane with its confidence at 95.5 % error at ± 5%, and simple random sampling, respectively. The research instrument used for collecting the data was a 3-part questionnaire, including checklist, 6-rating scale, and open-ended form with its reliability at 0.7864. The statistics used for analyzing the collected data were percentage, mean, and standard deviation. The findings were as follows: 1. The people's participation in making local development plans of Saitakho Subdistrict Administrative Organization in Ban Kruad District, Buriram Province as a whole was at a moderate level. When considering at each aspect, it was found that the following up and evaluation was at a low level; whereas, the rest aspects were at high levels. The rankings from the highest to the lowest mean scores were plan making preparation, taking plan into action development plan making, and following up and evaluation, respectively. 2. The additional opinions and suggestions with the highest percentages were that the promotion and public relation should be provided to people to understand in making development plan of their duties in setting community coming future, followed by people should take part more in participating activities with Subdistrict Administrative Organization and the field trip should be done to close up with people in order to know their problems, respectively.
