Abstract: การวิจัยนี้มีวัตถุประสงค์ เพื่อ 1) ศึกษาสภาพและปัญหาการให้บริการช่วยเหลือระยะแรกเริ่มศูนย์การศึกษาพิเศษ ประจำจังหวัดพะเยา 2) ศึกษาข้อเสนอแนะการให้บริการช่วยเหลือระยะแรกเริ่มศูนย์การศึกษาพิเศษ ประจำจังหวัดพะเยา กลุ่มตัวอย่างที่ใช้ในการวิจัยในครั้งนี้ ได้แก่ ผู้บริหาร ข้าราชการครู และบุคลากรทางการศึกษา ศูนย์การศึกษาพิเศษ ประจำจังหวัดพะเยา จำนวน 67 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามแบบมาตรประมาณค่า 5 ระดับ มีค่าความเชื่อมั่นเท่ากับ 0.95 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ การแจกแจงความถี่ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา ผลการวิจัย พบว่า 1) สภาพการให้บริการช่วยเหลือระยะแรกเริ่ม ศูนย์การศึกษาพิเศษ ประจำจังหวัดพะเยา โดยรวมอยู่ในระดับมากที่สุด 2 ปัญหาการให้บริการช่วยเหลือระยะแรกเริ่ม ศูนย์การศึกษาพิเศษ ประจำจังหวัดพะเยา โดยรวมอยู่ในระดับน้อยที่สุด 3) ข้อเสนอแนะ พบว่า ขั้นตอนที่ 1 การเก็บรวบรวมข้อมูลควรมีการพัฒนาระบบการจัดเก็บเอกสารเป็นหมวดหมู่ และบันทึกลงในคอมพิวเตอร์เพื่อการค้นหาที่สะดวกและรวดเร็ว ขั้นตอนที่ 2 การคัดกรองประเภทความพิการทางการศึกษา ควรมีการจัดอบรมหลักสูตรผู้ดำเนินการคัดกรองผู้พิการทางการศึกษาควรมีทุกปีการศึกษา ขั้นตอนที่ 3 การประเมินความสามารถพื้นฐานของผู้เรียนพิการ ขั้นตอนที่ 4 การจัดทำแผนการจัดการศึกษาเฉพาะบุคคล ผู้ปกครองควรมีส่วนร่วมในการจัดทำแผนการจัดการศึกษาเฉพาะบุคคล ขั้นตอนที่ 5 การจัดการให้บริการที่เหมาะสม ควรมีการจัดสรรงบประมาณและบุคลากรเพิ่ม เพื่อที่ศูนย์การศึกษาพิเศษ ประจำจังหวัดพะเยาจะได้ให้บริการได้อย่างครอบคลุมและทั่วถึง ขั้นตอนที่ 6 การประเมินความก้าวหน้า ควรมีการประเมินพัฒนาการผู้เรียน และนำผลการพัฒนามาปรับปรุงการจัดกิจกรรมการเรียนการสอน เพราะครูจะได้มีแนวทางในการจัดกิจกรรมการเรียนการสอน ขั้นตอนที่ 7 การนิเทศ ประเมินผล และการส่งต่อ ควรมีการประสานการทำงานร่วมกับเครือข่ายชุมชนอย่างต่อเนื่อง โดยการประสานกับชุมชน ผู้นำชุมชน องค์กรปกครองส่วนท้องถิ่น หน่วยงานองค์กรทั้งภาครัฐและเอกชน เพื่อจะได้ดำเนินงานในลักษณะเครือข่าย เพื่อให้บุคคลทั่วไปได้ตระหนักถึงความสำคัญในการช่วยเหลือเด็กพิการให้ได้รับการพัฒนาอย่างเต็มศักยภาพ

Abstract: The purposes of this research were 1) to study the state and problems of early intervention service of Phayao special education center, 2) to study the recommendations of the intervention service of Phayao special education center. The populations were the administrators, teachers, and educational personnel, Phayao special education center 67 people. The instrument used in the research was a 5 level estimator questionnaire with a confidence value of 0.95. The statistics used in the data analysis are: Frequency distribution, percentage, mean, standard deviation and content analysis. The results that 1) the condition of assistance services in the initial phase of Phayao special education center, whole was at the highest level. 2) The overall problem of assistance services in the early stages of special education center in Phayao Province was at the lowest level. 3) Recommendations found that step 1 of data collection. A system for filing documents into categories and saving them on a computer for quick and convenient searching should be developed. Step 2 Screening for educational disability categories. Step 5: Providing appropriate services. There should be more budget and personnel allocation. to the special education center Phayao Province will provide comprehensive and thorough services. Step 6 Assessment of progress. There should be an assessment of learner development and the results of the development to improve teaching and learning activities. Because teachers will have guidelines for teaching activities. Step 7: Supervision, evaluation and referral should be coordinated with the community network continuously. by coordinating with the community, community leaders, local government organizations, government agencies and private sectors in order to operate in a network manner to make people aware of the importance of helping children with disabilities to develop to their full potential.
