The research aimed 1) to study the needs and the guidelines to develop a quality cultural model l for schools 2) to construct a quality cultural model for schools and 3) to evaluate a quality cultural model for schools under the jurisdiction of primary education service areas in Si Sa ket province. This study consisted of three phases including 1: studying the needs and the guidelines to development a quality cultural model for schools. The participants in this research were 265 administrators and 368 teachers. Stratified Random Sampling was used to select the participants. The instrument used in this study was a questionnaire. Data were analyzed statistically applying frequency, percentage, mean, standard deviation, studied multi-case study using structured interview of the target groups, as well as using purposive sampling to select 4 administrators. The research instruments was an interview form, and recording form. Then, data were analyzed by using content analysis. Phase 2 constructing the model of quality culture for schools, the format and the guide for quality culture model for schools by focus group discussion among the 12 cultural specialists. Twelve specialists agreed to participate selected by purposive sampling. The instrument used in this study included a recording form, and then synthesized the obtained information from the suggestions made by experts, assessment form the statistics used analyzing were mean and standard deviation by evaluating suitability. Phase 3: evaluating of the quality cultural model for schools. Seventeen experts, selected by purposive sampling, joined in the process. The instrument used in this phase was assessment form. The statistics used analyzing were mean and standard deviation for evaluating suitability feasibility and usefulness.
The research found that:
1. The needs in overall rated at the highest level and all 6 factors of quality culture for schools were rated a highest level too sorted in the following order: praise and reward, strategic management, leadership qualities, human resource development, teamwork, and continuous qualities improvement. The guidelines for further development included promoting leadership and applying positive reinforcement.
2. The model of quality culture for schools consisted of leadership qualities, teamwork, praise and reward, strategic management, human resource development, and continuous qualities improvement yielded at the highest level of suitability.
3. The evaluation of the model revealed that both as a whole and individual aspects suitability, feasibility and utility at the highest level.
