Abstract:
This research has the purposes of studying the conditions of research processes according to the factors that contribute to the extent of research and developments (R&Ds) capability; studying the research and developments (R&Ds) directions and objectives in order to improve the capability extent of research and developments (R&Ds) and innovations; and studying requirements and suggestions in order to develop guidelines for improvements of universitys research administration system. The research interviews 12 research administrators and collects questionnaire responses from 98 researchers. The research results reveal that policy factors are the factors that most influence the universitys research and developments (R&Ds) capability. Most researchers opinionate that the university should endorse research and developments (R&Ds) in every level, i.e., university, local/community, national, and international levels and does so with similar degrees which is within 21-40 percent. The research and developments (R&Ds) in each level should have the following objectives: university level research and developments (R&Ds) objectives should be beneficial to research policies formulation and maximum work efficiency improvement; local/community level research and developments (R&Ds) objectives should benefit the public, community or society; national level research and developments (R&Ds) objectives should be beneficial to the commercial sector; and international level research and developments (R&Ds) objectives should focus on being published. Most researchers give high level priority to ongoing research endorsement system improvement methods, followed by the improvement of pre-audit improvement system and post-audit administration system, respectively.
