Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาปัญหา อุปสรรคการจัดเก็บข้อมูล และฐานข้อมูล คนหาย และศพนิรนามในประเทศไทย 2) เพื่อเสนอรูปแบบการจัดทำฐานข้อ้มูลคนหาย และศพ นิรนามในประเทศไทย โดยใช้วิธีการวิจัย แบบผสม (Mixed Methods) ได้แก่ การวิจัยเชิงปริมาณ และการวิจัยเชิงคุณภาพ กลุ่มตัวอย่างการวิจัยเชิงปริมาณเป็นเจ้าหน้าที่ผู้ปฏิบัติงานในการบันทึก ข้อมูลคนหาย คนนิรนาม และศพนิรนาม จากหน่วยงานภาครัฐในกระบวนการยุติธรรมจำนวน 4 หน่วยงาน รวมทั้งสิ้น 340 คน โดยใช้วิธีการคัดเลือกแบบเจาะจง ( Purposive sampling ) เครื่องมือที่ใช้เป็นแบบสอบถามสำหรับสำรวจความคิดเห็นปัญหา อุปสรรค และแนวทางการจัดทำ ฐานข้อมูลคนหาย และศพนิรนามในประเทศไทย การวิเคราะห์เป็นการประมวลผลและวิเคราะห์ ข้อมูลโดยใช้โปรแกรมสำเร็จรูป คำนวณหาค่าความถี่ (Frequency) ค่าร้อยละ (Percentage) ค่าเฉลี่ย(Mean) ค่าเบี่ยงเบนมาตรฐาน (Standard Deviation) การศึกษาวิจัย เชิงคุณภาพด้วยเทคนิคเดลฟาย(Delphi technique) จากกลุ่มตัวอย่างที่เป็นผู้ให้ข้อมูลหลักหรือ key information โดยคัดเลือกจากผู้เชี่ยวชาญที่มีประสบการณ์ในงานด้านคนหาย คนนิรนาม และศพนิรนาม จากการศึกษา พบว่า ปัญหาอุปสรรคแบ่งออกเป็น 4 ด้าน ได้แก่ ด้านบุคลากร ด้านงบประมาณ ด้านระบบการจัดการ และด้านเครื่องมือวัสดุอุปกรณ์/สถานที่ โดยรูปแบบการจัดทำฐานข้อมูลคนหายและศพนิรนามในประเทศไทยแบ่งออกเป็น 3 ระยะ ได้แก่ ระยะที่ 1 พัฒนาโครงสร้างพื้นฐาน โดยการพัฒนาระบบและบูรณาการความร่วมมือทุกภาคส่วน ระยะที่ 2 ระบบ การนำเข้าข้อมูล และระยะที่ 3 การพัฒนาต่อยอดโดยการพัฒนาเทคโนโลยีต่างๆที่ใช้สนับสนุนการพิสูจน์บุคคล เช่น การพัฒนานวัตกรรมและการนำAI มาประยุกต์ใช้ เป็นต้น

Abstract: The purposes of this study were 1) to study the problems and obstacles the database storage of missing persons and unidentified bodies in Thailand; and 2) to present a database pattern of missing persons and unidentified bodies. The methodology of Mixed Methods such as the quantitative research and qualitative research were used. The sample involved 340 officials from four government agencies, and the method of quantitative research was purposive sampling. The data were collected through questionnaires for surveying opinions of problems and obstacles of missing persons and unidentified bodies in Thailand. The data analysis consisting of Frequency, Percentage, Mean and Standard Deviation was conducted through Statistical Software. The qualitative research using the Delphi technique from a sample of key information providers, selected from a panel experts with experience in the practice of missing persons, unidentified persons and unidentified bodies. The results indicated that problems and obstacles were divided into 4 section Including man, money, system management and material. The model of databases missing persons and unidentified bodies in Thailand is divided into 3 levels as follows: Level 1: The developed infrastructure through integration of cooperation and system development Level 2: The importing information system Level 3: The development of technologies to support identification process such as the developed innovation and using the Artificial Intelligence (AI) application, etc.
