Abstract:
The objectives of this research are to study situations, problems and obstacles of criminalistics service in Thailand, and to design the optimum model of private criminalistics service unit in Thailand. This research was conducted using qualitative research consisting of documentary research, in-depth interview, and focus group. The results presented the situation of criminalistics in Thailand, service receivers were confident and emphasized the use of examination results in the criminal justice system, which is being done in the private sector but it is not yet known., According to verification services, currently, verification techniques and methods have been developed. In 2016, the law has promoted and supported the private detection service, together with a cooperative network. With reference to the problems and the obstacles, it was found that there appear to be insufficient resources, including budgets, personnel, tools and services which are not yet covered. Moreover, there seem to be a lack of laws authorizing personnel to work, the change of management policy, and a lack of a database storage system and the difficulty and complexity of the job. The opinions of extending criminalistics service to private sector revealed that this will reduce the workload of the government sector, but the participating private agencies must be reliable and certified. The inspectors must have a code of ethics as well as be able to keep secrets. They must operate with a regulatory agency and measures of budget support while also taking into the consideration of private investment risks as well. This research presented the optimal models. Firstly, government agencies screen the evidence, and then deliver the evidence to a private sector for the examination. The approving report is done by government agencies. This method reduces the burden of government verification and is able to make clients confident in the results. Creating a supervising agency for verification, it is able to monitor and control work for both public and private sectors more effectively
