The result :
The objectives of this research were 1) to study the creative leadership levels of school administrators under Sisaket Primary Educational Service Area Office 3; 2) to compare the opinions of school personnel toward the creative leadership of school administrators under Sisaket Primary Educational Service Area Office 3, classified by position, educational background, work experience and school size; and 3) to study problems and guidelines for creative leadership development of school administrators under Sisaket Primary Educational Service Area Office 3. The sample used in this research was 338 school administrators and teachers from 136 schools. The research tool was questionnaires with reliability of .91. The statistics used for data analysis were percentage, mean, standard deviation, T-test, and One-Way ANOVA.
Research findings
1. The results of the study of creative leadership levels of the school administrators under Sisaket Primary Educational Service Area Office 3 were found that overall level was at a high level.
2. The results of comparison of opinions of school personnel toward the creative leadership of the school administrators under Sisaket Primary Educational Service Area Office 3, classified by position, educational background, work experience, and school size were found that the overall difference was statistically significant at the .05 level.
3. The study of problems and guidelines for creative leadership development of the school administrators under Sisaket Primary Educational Service Area Office 3; the problems were found as follows: The 1st component : flexibility, some school administrators were too strict and stressful, causing the samples group lacking motivation to work creatively, and it was suggested that the school administrators created creative incentives to the staffs considering interpersonal skills. The 2nd component: vision, the school administrators lacked knowledge and understanding of personnel in setting creative vision, and it was suggested that the school administrators, promoted, and supported creativity and enthusiasm for setting a common vision. The 3rd component: imagination, some school administrators were still lack of positive creativity, and it was suggested that there should be creative problem-solving skill development and imagination to innovate. The 4th component: problem-solving, there was lack of creative problem-solving skills, and it was suggested that a jointly creative solution to the problem should be promoted. the 5th component: creativity, the school administrators and staffs still lack of creativity, and it was suggested that creative activities should be created to stimulate learning in school. Lastly, the 6thcomponent: teamworking/cooperation, the school administrators had set high expectation, causing a negative consequence, leading to work failure, and it was suggested that the school administrators should create creative work and cooperative atmospheres.
