Abstract:
This study is a qualitative research with the objective of 1.Study the changes that
occurred after the establishment of special economic zone in Sa-Kaeo province. 2.Study the
problems of land conflicts in the area of change. 3.Search suggestions or solutions for land
problems. By collecting information from relevant documents, Participatory and nonparticipatory observation, as well as in-depth interviews from stakeholder groups such as
government agencies, local government organization, and from communities in the area of
development as a special economic zone in the border area of Sa-Kaeo Province.
From the study found that 1. The result of the implementation of the Special Economic
Zone policy has developed the area, Improve infrastructure, establish industrial estates, recruit
labor, and provide investment benefits. For support the operation of the private sector. Resulting
in dramatic changes in the way of life of the people in the area and may cause impact to change
again in the future. On the positive side, the local economy is growing, creating careers and
increasing income for people in the area. On the negative side, there was congestion in the
community, Increasing social problems, economic inequality, environment is deteriorated from
industrial pollution. 2. Land conflicts arising from town planning and land zoning are not
consistent with the way of life of the villagers, and expropriation of community forest areas,
which are public lands, used for development. Has created resentment for the villagers in the
area, depriving rights of land. The collaboration of the villagers came out against, screening
government policies. 3. The government should provide knowledge, understanding for the
people, allow everyone to participate in the development of land allocation, issue land title deeds
to local people, promote agricultural development and industrial development concurrently. For
the benefit of all parties, helps reduce conflicts and the subsequent sustainable development.
