Abstract: การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการรับรู้ของประชาชนที่มีต่อโครงการพัฒนาสนามบินอู่ตะเภาและเมืองการบินภาคตะวันออกในอำเภอบ้านฉางจังหวัดระยองและเพื่อเปรียบเทียบระดับการรับรู้ของประชาชนที่มีต่อโครงการพัฒนาสนามบินอู่ตะเภาและเมืองการบินภาคตะวันออก ในอำเภอบ้านฉางจังหวัดระยองโดยทำการวิเคราะห์ข้อมูลครั้งนี้ใช้การวิจัยแบบเชิงปริมาณ (Quantitative research) ประชากรที่ใช้เป็นประชากรที่ใช้ในการศึกษาได้แก่ ประชาชนในเขตพื้นที่อำเภอบ้านฉางจังหวัดระยอง จำนวน 400 คน จำแนกตามปัจจัยส่วนบุคคลได้แก่ เพศ อายุ ระดับการศึกษา สถานภาพการสมรส อาชีพ รายได้เฉลี่ยต่อเดือน และระยะเวลาที่อยู่อาศัยในพื้นที่อำเภอบ้านฉางการวิเคราะห์ข้อมูล ประมวลผลด้วยโปรแกรมสำเร็จรูปทางสถิติสถิติที่ใช้ได้แก่ ค่าความถี่ (Frequency) ค่าร้อยละ (Percentage) ค่าเฉลี่ย (Mean) ส่วนเบี่ยงเบนมาตรฐาน (Standard deviation) ในการทดสอบสมมติฐาน ใช้การทดสอบค่าที (t-Test) และใช้ค่าสถิติการวิเคราะห์ความแปรปรวนแบบทางเดียว (One-way - ANOVA) ถ้าพบว่า มีนัยสำคัญทางสถิติจะทดสอบรายคู่ด้วยวิธี LSD (Least Significant Difference : LSD) ที่ระดับนัยสำคัญ .05 ผลการวิจัยพบว่า ประชาชนในเขตพื้นที่อำเภอบ้านฉางจังหวัดระยองที่ตอบ แบบสอบถาม มีการรับรู้ของประชาชนที่มีต่อโครงการพัฒนาสนามบินอู่ตะเภาและเมืองการบิน ภาคตะวันออกในอำเภอบ้านฉางจังหวัดระยอง ส่วนใหญ่ในภาพรวม อยู่ในระดับปานกลาง (ค่าเฉลี่ย=2.93) เมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับปานกลาง 5 ด้าน ได้แก่ ด้านการรับรู้ในนโยบาย (ค่าเฉลี่ย=3.28) ด้านการพัฒนาโครงสร้างพื้นฐาน (ค่าเฉลี่ย=3.15) ด้านการบริหารจัดการ (ค่าเฉลี่ย=2.78) ด้านการบริการจัดการทรัพยากร(ค่าเฉลี่ย=2.73) และด้านการมีส่วนร่วมของภาคประชาชน (ค่าเฉลี่ย=2.72) ตามลำดับ ข้อเสนอแนะเมื่อวิเคราะห์จากผลการวิจัยพบว่า ประชาชนในพื้นที่อำเภอบ้านฉางจังหวัดระยอง มีการรับรู้ของประชาชนที่มีต่อโครงการพัฒนาสนามบินอู่ตะเภาและเมืองการบินภาคตะวันออกในอำเภอบ้านฉางจังหวัดระยอง ด้านการมีส่วนร่วมของภาคประชาชน น้อยที่สุด และด้านการบริการจัดการทรัพยากรรองลงมาผู้วิจัยมีความเห็นว่า หน่วยงานที่เกี่ยวข้องควรเร่งสร้างการรับรู้ในเรื่องดังกล่าวฯ ข้างต้น หรือนำผลการวิจัยไปพัฒนาต่อยอดต่อไป

Abstract: The objectives of this research were to study and to compare the level of The Perception of people to the U-tapao Airport Development Project and the Eastern Aviation Training Center in Ban Chang District, Rayong Province. The study was a quantitative research. The study included a sample 400 people in Ban Chang District, Rayong Province as classified by the personal factors’s gender, age, education level, marital status, occupation, monthly income and length of residency in Ban Chang District. The data were gathered through the use of questionnaries, and analyzed using the software comprising Frequency, Percentage, Mean, Standard Deviation, as well as inferential statistics which consisted of Independent Sample-test, One-way - ANOVA, Least Significant Difference, and Pearson Correlation Coefficient at 0.05 level of significance. The results show that the samples is people awareness of the the U-tapao Airport Development Project and the Eastern Aviation Training Center in Ban Chang District, Rayong Province. the overall perception toward was at a middle level (mean = 2.93) when considered in each aspect, found that in the middle level of 5 aspects : The Policy Awareness (mean = 3.28), The Infrastructure Development (mean = 3.15), The Administration Management (mean = 2.78), The Resource Management Services (mean = 2.73) and The Public participation (mean = 2.72), respectively. The suggestion when analyzed from the research results was found that people in Ban Chang District, Rayong Province have the perception of people to the U-tapao Airport Development Project and the Eastern Aviation Training Center in Ban Chang District, Rayong Province. In terms the least of the public participation. And the resource management, respectively. The researcher is of the opinion that the relevant agencies should speed up the perception on the above issues or use the research results to further develop.
