Abstract: งานวิจัยนี้ มีวัตถุประสงค์เพี่อศึกษาระดับค่าเฉลี่ยของคุณลักษณะของผู้นำท้องถิ่นในด้านต่างๆ พร้อมทั้งทดสอบความแตกต่างของค่าเฉลี่ยตัวแปร โดยผู้วิจัยสร้างแบบสอบถามเพื่อใช้เก็บข้อมูลกลุ่มตัวอย่าง ที่เป็นนักศึกษาระดับอุดมศึกษาในเขตจังหวัดอุบลราชธานี จำนวน 400 คน จากนั้นทำการวิเคราะห์ข้อมูลทางสถิติโดยใช้โปรแกรมคอมพิวเตอร์วำเร็จรูปทางสถิติ ซึ่งสถิติที่นำมาวิเคราะห์ข้อมูลประกอบด้วย อัตราร้อยละ (Percentages) ค่าเฉลี่ย (Mean) ค่าเบี่ยงเบนมาตรฐาน (Standard Deviation) และทดสอบสมมติฐานด้วยสถิติเชิงอนุมาณ (Inferential Statistics) ได้แก่ t-test และ One-way ANOVA ที่นัยสำคัญทางสถิติที่ระดับ 0.05 ผลการวิจัยพบว่า ค่าเฉลี่ยของคุณลักษณะพึงประสงค์ของผู้นำท้องถิ่นอยู่ในระดับมาก โดยมีค่าเฉลี่ยอยู่ที่ 3.83 ซึ่งผู้ตอบแบบสอบถามส่วนใหญ่เห็นว่าคุณลักษณะด้านคุณธรรมจริยธรรมมีค่าเฉลี่ยมากที่สุด โดยมีค่าเฉลี่ยรวมทั้ง 5 ข้ออยู่ที่ 4.15 อยู่ในระดับมาก รองลงมาได้แก่ ด้านการสื่อสาร มีค่าเฉลี่ย 3.83 ด้านบุคลิกภาพ มีค่าเฉลี่ย 3.78 และด้านทักษะการบริหาร มีค่าเฉลี่ย 3.58 ตามลำดับ และผลการทดสอบสมมติฐานด้วยสถิติเชิงอนุมาณ (Inferential Statistics) ได้แก่ t-test และ One-way ANOVA พบว่า ปัจจัยส่วนบุคคลที่แตกต่างกัน จะทำให้ความคิดเห็นต่อคุณลักษณะผู้นำท้องถิ่นที่พึงประสงค์ของกลุ่มเป้าหมายแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ซึ่งเป็นไปตามสมมติฐานที่ตั้งไว้

Abstract: The objective of this research is to study the mean level of local leadership characteristics in various fields along with testing mean difference. The researcher designed a questionnaire to collecting from 400 respondents who studies in higher education students in Ubonratchathani Province, then analyzed statistical data by using a computer program. Statistical analysis consisted of percentage, mean , standard deviation ,and hypothesis testing with inferential statistics (t-test and one-way ANOVA) at Statistical significance at 0.05 The research results found that The mean of desirable characteristics of local leaders was high. The mean value was 3.83 which most respondents saw that the moral character of ethics was the most average. With a total of 5 items at 4.15 at a high level followed by Communication has an average of 3.83, personality has an average of 3.78 and administrative skills has an average of 3.58 respectively. The Hypothesis test by Inferential Statistics , Including t-test and One-way ANOVA. The results found that. The mean difference of personal factors contributed statistically significant difference at 0.05 by local leadership characteristic as the hypothesis recommended.
